Commencement The Planning and Strategic Initiatives Committee held a meeting this date commencing at 2:03 p.m. 1 2. Disclosure of Pecuniary Interest and the General Nature Thereof 2.1 Councillor J. Deneault - Missing Middle and Affordable Housing Community Improvement Plan Update, DSD -2025-494 Councillor J. Deneault declared a conflict regarding the Missing Middle and Affordable Housing Community Improvement Plan, DSD -2025-371 on the agenda this date, due to his place of employment, and he did not participate in any discussion or voting regarding this matter. 2.2 Councillor C. Michaud - Missing Middle and Affordable Housing Community Improvement Plan Update, DSD -2025-494 Councillor C. Michaud declared a conflict regarding the Missing Middle and Affordable Housing Community Improvement Plan, DSD -2025-371 on the agenda this date, due to place of employment, and did not participate in any discussion or voting regarding this matter. 2.3 Councillor P. Singh - Missing Middle and Affordable Housing Community Improvement Plan Update, DSD -2025-494 Councillor P. Singh declared a pecuniary interest with respect to projects proposed within 1500 metres of rapid transit in the City of Kitchener as outlined in Missing Middle and Affordable Housing Community Improvement Plan, DSD - 2025 -371 on the agenda this date as he and his family own property in the subject area. Accordingly, Councillor P. Singh did not participate in any discussion or vote regarding projects proposed within 1500 metres of rapid transit in the City of Kitchener. 2.4 Councillor S. Stretch - Missing Middle and Affordable Housing Community Improvement Plan Update, DSD -2025-494 Councillor S. Stretch declared a pecuniary interest with respect to projects proposed within 1500 metres of rapid transit in the City of Kitchener as outlined in Missing Middle and Affordable Housing Community Improvement Plan, DSD - 2025 -371 on the agenda this date as she owns property in the subject area. Accordingly, Councillor S. Stretch did not participate in any discussion or vote regarding projects proposed within 1500 metres of rapid transit in the City of Kitchener. 3. Consent Items 3.1 None. 4. Discussion Items 4.1 None. 5. Public Hearing Matters under the Planning Act (advertised) This is a formal public meeting to consider applications under the Planning Act. In accordance with the Ontario Planning Act, only the applicant or owner of land affected by the planning applications, a specified person, or a public body, and or the Minister may appeal most decisions. If you do not make a verbal submission to the Committee or Council, or make a written submission prior to City Council making a decision on the proposal, you may not be entitled to appeal the decision of the City of Kitchener to the Ontario Land Tribunal (OLT), and may not be added as a party to the hearing of an appeal before the OLT. To understand your right of appeal, if any, or for further clarification regarding appeals, please see the Ontario Land Tribunal website. 5.1 Missing Middle and Affordable Housing Community Improvement Plan Update, DSD -2025-494 Councillor J. Deneault declared a conflict on this item. (Councillor J. The Committee considered Development Services Department report DSD -2025- 494, dated November 20, 2025, recommending approval of the proposed By-law establishing a Community Improvement Project Area, incorporating all lands within the municipal boundaries of the City of Kitchener. E. Pompa provided an overview of the report. R. Bustamante and J. Oosterveld were also in attendance and responded to questions from the Committee. A motion was brought forward by Councillor D. Chapman to approve the recommendation as outlined in the staff report. The following motion, save and except for the program requirements related to projects within 1500 metres of rapid transit in the City of Kitchener, which had previously declared conflicts was then voted on, and was Carried. Due to Councillor P. Singh's previously declared conflict on projects within 1500 metres of rapid transit in the City of Kitchener, Councillor P. Singh vacated the Chair and Councillor D. Chapman assumed Chair at this time. The proposed projects within 1500 metres of rapid transit in the City of Kitchener which were declared conflicts by Councillor P. Singh and Councillor S. Stretch was moved by Councillor D. Schnider, was voted on and was Carried. On motion by Councillor D. Chapman it was resolved: "That the proposed By-law establishing a Community Improvement Project Area incorporating all lands within the municipal boundaries of the City of Kitchener, in the form shown in Attachment 'A' to report DSD -2025- 494 be approved; and, That the proposed Missing Middle and Affordable Housing Community Improvement Plan By-law, be approved in the form shown in Attachment 'B' to report DSD -2025-494; and further, That the General Manager of Development Services or their designate be authorized to execute all agreements and other related documentation, subject to the satisfaction of the City Solicitor, which may be required to M administer the Missing Middle Affordable Housing Community Improvement Plan." 6.
