Lorentz, commencing at 2:24 p.m., with the following members present: Councillors M. Galloway, J. Smola, B. Vrbanovic, C. Weylie and J. Ziegler. Others Present:Ms. P. Houston, Ms. S. Adams, Ms. R. Pitfield, Ms. K. Kugler, Ms. D. Gilchrist and Messrs. F. Pizzuto, K. Baulk, D. Daly, G. Melanson and S. Saleh. 1. CSD-01-022- ENTERPRISE DIVISION FOOD AND BEVERAGE SERVICES The Committee was in receipt of Community Services Department report CSD-01-022, dated January 30, 2001, advising that Cameron Hawkins and Associates Inc. has been retained by the City to conduct the evaluation of the food service operations for the Enterprise Division. This firm has been asked to review the Division's facilities including the Kitchener Memorial Auditorium Complex, golf courses and community arenas and make recommendations concerning the best way to operate the food and beverage facilities to optimize both user satisfaction and economic return to the City. Attached to the report are the recommendations prepared by Cameron Hawkins and Associates Inc. Mr. Cameron Hawkins appeared as a delegation to represent his report, reviewing the projects and his findings. With respect to the golf courses, Mr. Hawkins advised that the food operations are run with reasonable efficiency and profit margins and are not large enough to attract larger food service operators. He suggested certain improvements to the operation and recommended that a qualified food and beverage director be hired. Mr. Hawkins stated that the food services at community arenas are not large enough to attract a third-party operator. He recommended not including the food services at the community arenas with the food service at the Auditorium, as profits from the Auditorium are being used to offset the operational inefficiencies of the smaller outlets at the community arenas. He suggested some improvements to operating food services at the community arenas, including working with volunteer groups or service clubs. Mr. Hawkins advised that there is considerable room for improvement in the food service operations at the Kitchener Memorial Auditorium Complex, stating that food and beverage operations at the Auditorium are of a sufficient scale to attract the interest of the leading venue management companies, and recommended that food services at the Auditorium be put out to tender when the current contract expires at the end of May. On motion by Councillor B. Vrbanovic - it was resolved: "That the Enterprise Division of the Community Services Department proceed to deliver its food and beverages services as outlined in Community Services Department report CSD- 01-022 (Enterprise Division Food & Beverage Services); and, That a food and beverage consultant be retained to assist with the development and design of the tender process and also assist with management of the call for proposals for the Kitchener Memorial Auditorium Complex; and further, That the final recommendation with respect to food and beverage service operators be approved by Council prior to awarding the contract(s)." Councillor G. Lorentz questioned whether there have been any discussions with Brown's Fine Foods and Mr. K. Baulk responded that they are well aware of the contents of the report. 2. CSD-01-021- MILLENNIUM PROJECTS FINAL REPORT The Committee was in receipt of Community Services Department report CSD-01-021, dated January 25, 2001, being the final report on Millennium Projects. Mr. F. Pizzuto introduced the report and Ms. L. Ferguson, former Millennium Projects Co-ordinator. COMMUNITY SERVICES COMMITTEE MINUTES 12 FEBRUARY 5, 2001- -CITY OF KITCHENER 2. CSD-01-021- MILLENNIUM PROJECTS FINAL REPORT (CONT'D) Ms. Ferguson advised the Committee that the millennium projects supported by Council will continue for quite some time. Reviewing the specific millennium projects, Ms. Ferguson noted that the Millennium Thumbprints is a permanent feature at City Hall and the Registry Theatre is now open. She noted that the Courtyard Garden for the Waterloo County Governor's House and Gaol has been delayed due to building renovations; however, it will eventually be completed by the Region. She stated that the members of the Millennium Steering Committee are pleased with these accomplishments. She thanked Council for its support for these millennium projects and congratulated Council on the process they chose to handle the millennium projects, by involving citizens. Councillor B. Vrbanovic stated that it has been a very successful year for the Millennium Steering Committee and relayed its appreciation to Council for its support. He also expressed his appreciation to Ms. Ferguson and Ms. L. Gove, a former City employee, for their work with the Millennium Steering Committee. On motion by Councillor B. Vrbanovic - it was resolved: "That the City of Kitchener acknowledge the work of the Millennium Steering Committee and Lorna Ferguson, Millennium Projects Co-ordinator, for their efforts in the millennium projects initiative; and further, That the Mayor send letters of acknowledgement to all Steering Committee members." 3. CSD-01-023- SUMMARY WORK PLANS: THE NEW KITCHENER MARKET The Committee was in receipt of Community Services Department report CSD-01-023, dated January 30, 2001, providing the "Summary Work Plans" for the new Kitchener Market. It was noted that the work plans are in summary form and are the basis for detailed work plans for each phase of the project. The work plan also provides timelines for completion and responsibility areas for the various phases. Mr. F. Pizzuto advised that the work plan is an attempt to organize the work involved in the new Market project, and although there may be some delays, it still identifies what staff is working towards. Councillor G. Lorentz suggested that this work plan is a unique concept and requested that work plans be prepared for other major projects. 4.
