1. Commencement
A meeting of City Council was held at 5:41 p.m. this date, chaired by Mayor B.
Vrbanovic. Notice of this meeting had been previously given to all members of
Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the
Municipal Code.

Councillor C. Michaud joined the meeting at this time.
The meeting began with a Land Acknowledgement given by the Mayor.
1.1 National Day of Remembrance of the Quebec City Mosque Attack & Action
against Islamophobia
Mayor B. Vrbanovic acknowledged the National Day of Remembrance of the
Qu6bec City Mosque Attack & Action against Islamophobia.
1.2 International Holocaust Remembrance Day
Mayor B. Vrbanovic acknowledged International Holocaust Remembrance Day,
observed each year on January 27.
2. Disclosure of Pecuniary Interest and the General Nature Thereof
None.
3. Council Member Appointments to Boards and Committees
Moved by Councillor B. loannidis
Seconded by Councillor D. Schnider
"That the Council Member Appointments to Boards and Committees be
deferred to the Special Council meeting on February 2, 2026, to allow all
members to be in attendance in-person."

4. Mayoral Business and Updates - Mayor B. Vrbanovic

5. In -camera Meeting Authorization
Moved by Councillor A. Owodunni
Seconded by Councillor J. Deneault
"That an in -camera meeting of City Council be held immediately following
the special council meeting this date to consider three items, a land
disposition matter, a labour relations matter; a solicitor client privilege
matter; and, a procurement procedure and solicitor client privilege matter
as authorized by Sections 239 (2) (c) (d) (f) and (k) of the Municipal Act,
2001, respectively."

6. Recess and Reconvene
The Special Council meeting then recessed at 5:46p.m. and reconvened at 6:52
p.m., chaired by Mayor B. Vrbanovic with all members present. Councillors M.
Johnston and C. Michaud were participating virtually.
7. Items Arising from in -camera
7.1 City Facility - Lease Agreement (Land Disposition - Section 239 (2) (c))
Moved by Councillor J. Deneault
Seconded by Councillor S. Stretch
"That the General Manager, Community Services and Deputy CAO be
authorized to approve and execute a Lease agreement for the provision of
services at the Kitchener Memorial Auditorium Complex (The Aud) in
accordance with the terms and conditions discussed at the in -camera
meeting of Council on January 26, 2026, and to the satisfaction of the City
Solicitor."

7.2 Contract Negotiation (Labour Relations - Section 239 (2) (d))
Moved by Councillor D. Schnider
Seconded by Councillor D. Chapman
"That the terms and conditions contained in the Memorandum of
Settlement dated December 17, 2025, to establish the 2026-2029
Collective Agreement with CUPE 68 Civics be approved; and,
That the terms and conditions contained in the Memorandum of
Settlement dated December 17, 2025, to establish the 2026-2029
Collective Agreement with CUPE 68 Mechanics be approved; and further,
That the Mayor and the Clerk be authorized to execute documentation
arising there from."
