HomeMy WebLinkAboutPublic Works - 2001-02-19PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES FEBRUARY 19, 2001CITY OF KITCHENER The Public Works and Transportation Committee met this date, commencing at 10:10 a.m., Chaired by Councillor John Smola, with the following members present: Mayor C. Zehr, Councillors C. Weylie, M. Galloway, B. Vrbanovic, G. Lorentz and J. Ziegler. Officials Present:Ms. J. Billett and Messrs. J. Gazzola, S. Gyorffy, D. Mansell, L. Lynch and J. McBride. PW-01-013 - REQUEST FOR EXEMPTION – MUNICIPAL CODE 450 (NOISE) 1. - K-W EXPRESSWAY (HIGHWAY 7 & HIGHWAY 86) The Committee was in receipt of the above Public Works staff report from Mr. J. McBride dated January 31, 2001 recommending that the Ministry of Transportation and its contractor(s) be exempt from the provisions of Chapter 450 (Noise) of the City of Kitchener Municipal Code relative to construction work on the K-W Expressway from April 1 to September 30, 2001. In response to Mayor C. Zehr, Mr. J. McBride advised that he was of the understanding the work involved only structural restoration to the existing ramps and bridge at the Wellington Street overpass, with no changes to the interchange. Mr. McBride agreed to contact the Ministry of Transportation and confirm that no changes are being made to the intersection at this time. On motion by Councillor B. Vrbanovic – it was resolved: “That the Ministry of Transportation and it Contractor(s) be exempt from the provisions of Article 6 (Construction Work) of Chapter 450 (Noise) of the City of Kitchener Municipal Code from April 1 to September 30, 2001, between the hours of 7:00 p.m. to 7:00 a.m., during the structure rehabilitation of the K-W Expressway, including the Victoria Street underpass and Wellington Street underpass.” PW-01-019 - CONSULTANT SELECTION 2. - CONSTRUCTION OF BLOCK LINE ROAD FROM HOMER WATSON BOULEVARD TO FALLOWFIELD DRIVE The Committee was in receipt of the above Public Works staff report from Mr. D. Mansell, dated February 13, 2001, recommending waiving of the normal procedure for hiring an engineering consultant and retainment of Stantec Consulting Limited as consultant for the construction of Block Line Road from Homer Watson Boulevard to Fallowfield Drive. On motion by Councillor J. Ziegler – it was resolved: “That Council waive its Consultant Selection Process and retain Stantec Consulting Limited as engineering consultant for the tendering and contract administration of the construction of Block Line Road from Homer Watson Boulevard to Fallowfield Drive, at their upset fee of $78,700.” PW-01-022 – REQUEST TO HIRE – REHABILITATION PROGRAM TECHNOLOGIST 3. The Committee was in receipt of the above Public Works staff report from Mr. L. Lynch dated February 14, 2001, recommending reinstatement of the position of Rehabilitation Program Technologist for the Engineering Division of the Public Works Department. Mr. S. Gyorffy advised that this position has been filled on a contract basis for the past 3 years and involves co-ordinating the annual program for road rehabilitation. Mr. Gyorffy advised that over the next 10 years approximately $30,000,000. has been budgeted for rehabilitation projects and, as this work will be ongoing, staff are requesting permission to make this position permanent. PW-01-022 – REQUEST TO HIRE – REHABILITATION PROGRAM TECHNOLOGIST (CONT’D) 3. PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES FEBRUARY 19, 2001- 14 -CITY OF KITCHENER In response to questioning, Mr. Gyorffy advised that the Region of Waterloo has a similar permanent position and funding for this position was included as part of the Capital Budget deliberations. On motion by Councillor C. Weylie – it was resolved: “That Council approve the reinstatement of 1 (one) full time position, Rehabilitation Program Technologist, for the Engineering Division of the Public Works Department to be assigned to the annual program for road rehabilitation with the position funded from the design / construction / administrative component of the Capital Resurfacing Budget.” PW-01-020 – 108 MARTINGLEN CRESCENT – DRAINAGE CONCERNS 4. The Committee was in receipt of the above Public Works information report from Mr. S. Gyorffy dated February 14, 2001, which provides response to a concern raised by Councillor J. Zieger with respect to drainage problems at 108 Martinglen Crescent. Councillor J. Ziegler circulated pictures relative to this matter and pointed out that the location of the storm drain to the right of the property is not at the lowest grade. The lowest grade is directly in front of 108 Martinglen Crescent where ponding occurs. The owner requires the area in front of his driveway to be clear at all times to facilitate the dropping off and picking up of his physically disabled daughter. Councillor Ziegler requested the Committee to consider installation of a storm drain in front of the subject property to alleviate the drainage problem. Mr. S. Gyorffy reviewed the subject area, noting that accumulation of snow prevents proper drainage. He further noted that installing a storm drain in front of the subject property would involve cutting across the street to connect to the storm drain on the opposite side of the roadway. In response to Councillor G. Lorentz, Mr. L. Lynch advised that building up the area in front of the subject property would only result in moving the drainage problem to another location. He stated that installing the storm drain would be a more practical solution. In response to Mayor C. Zehr, Mr. Gyorffy advised that storm drains are not usually installed directly in front of a driveway; however, in the case of new development some do exist as it is not always known exactly where a driveway is to be located. Councillor J. Ziegler further noted that the owner had requested installation of the storm drain and was aware it may aggravate the bump over the gutter as well as create some noise when driven over. On motion by Councillor J. Ziegler – it was resolved: “That Council approve installation of a storm drain in front of the driveway of 108 Martinglen Crescent at a cost of $5,400. to be funded from the Capital Contingency fund.” DRAFT SURVEY – FLOODING 5. The Committee was in receipt this date of a draft letter and survey to be distributed to residents who filed a complaint with respect to flooding which occurred early in February. Mr. Gyorffy advised that this has been brought forward for any comment or suggestions the Committee may have. The Committee then entered into a general discussion during which it was agreed that a deadline date for the return of the surveys and a date for a preliminary report to be brought back DRAFT SURVEY – FLOODING (CONT’D) 5. Gyorffy also advised that the wording used in the survey had been discussed with the City’s Risk Manager and Legal staff, both of whom indicated they were satisfied. The Committee directed staff to proceed with distribution of the survey with the dates discussed to be included and arrangements to be made to obtain original signatures of Council members who wish to sign the covering letter rather than use an electronic signature. 89 CHAPEL HILL DRIVE – DRAINAGE CONCERNS 6. Councillor M. Galloway advised that in September of last year he had been approached by the owner of 89 Chapel Hill Drive with regard to drainage problems in his backyard caused by new development in the area. Councillor Galloway advised that at that time he had requested staff to investigate; however, the owner has yet to be contacted and he expressed some frustration with the lack of staff response. Mr. D. Mansell advised that several years ago an adjacent property owner was granted consent to sever lands along Caryndale Drive and it was known at that time that the grading of the new development would affect properties along Chapel Hill Drive. Mr. Mansell stated that staff had met with affected owners on Chapel Hill Drive, including #89, together with the owners of the lands being developed and Stantec Consulting Limited to discuss grading plans. An agreement was reached between the owner of 89 Chapel Hill Drive and the owner of the lands being developed, following which the grading plan was approved by City staff. Mr. Mansell advised that staff had been of the understanding that the two property owners were to work with Stantec Consulting with respect to the agreement made and no further staff involvement was required. Following further discussion, Mr. Mansell agreed to have staff further investigate this matter and contact would be made with the homeowner and Stantec Consulting Limited. INFORMATION ITEMS 7. The Committee was in receipt of the following information reports, namely: · PW-01-021 – New Sidewalk Construction and Repair · PW-01-023 – Public Notice – Project Initiation Notice – Highway 401 Widening With respect to information report PW-01-021, Councillor B. Vrbanovic inquired if provision has been made to install a sidewalk on River Road in the area of Conway Drive. Mr. Lynch advised that storm drains have yet to be installed along this stretch of roadway and, accordingly, there is no platform for installation of a sidewalk at this time. Councillor Vrbanovic also referred to sidewalk installation on Mill Street, between Courtland Avenue and Ottawa Street South, and Mr. Lynch advised that this stretch of road is scheduled for reconstruction during which sidewalks will be included. Mr. Lynch agreed to provide Councillor Vrbanovic with the timing for the Mill Street project. ADJOURNMENT 8. On motion, the meeting adjourned at 10:45 a.m. Janet Billett Committee Administrator
