The Development and Technical Services Committee met this date commencing at 7:10 p.m.

BETZNER AVENUE
NO STOPPING ZONE
BRIDGEPORT-CENTRE WARD
The Committee considered Development and Technical Services Department report DTS-05-
002 dated December 10, 2004, regarding a no stopping zone on Betzner Avenue.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That vehicles be prohibited from stopping at anytime on the west side of Betzner Avenue
from King Street East to a point 15 metres north thereof; and further,
That the Uniform Traffic By-law be amended accordingly."

ST MARY'S / GRAND RIVER HOSPITALS
PERMIT ONLY PARKING ONE (1) YEAR REVIEW
FOREST-ROCKWAY WARD & WEST-VICTORIA PARK WARD
The Committee considered Development and Technical Services Department report DTS-05-
004 dated December 14, 2004, regarding a one year review of permit only parking for St. Mary's
and Grand River Hospitals.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That the "Permit Only Parking" program currently in place for the Grand River Hospital
area (8:00am to 6:00pm, Monday to Friday) and St Mary's Hospital (8:00am to 8:00pm,
seven (7) days per week) remain in effect."

BINGEMAN STREET
ON-STREET PARKING
BRIDGEPORT-CENTRE WARD
The Committee considered Development and Technical Services Department report DTS-05-
005 dated December 20, 2004, regarding on-street parking on Bingeman Street.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That on-street parking be prohibited from 9:00 a.m. to 4:00 p.m., Monday - Friday on the
west side of Bingeman Street from Lancaster Street to Samuel Street; and further,
That the Uniform Traffic By-law be amended accordingly."

4. DTS-04-189 -
ZONE CHANGE APPLICATION ZC 04/11/Z/KS

CHICOPEE-GRAND RIVER WARD
The Committee considered Development and Technical Services Department report DTS-04-
189 dated December 15, 2004, regarding zone change application ZC 04/11/Z/KS.
Mr. L. Masseo advised that the City has received a zone change application from Lyndale South
Developments Ltd., to rezone their lands located west of Zeller Drive and east of Plan of
Subdivision 30T-00201 in the Grand River South Community Plan. He explained that the
subject lands are located north of the Grand River and west of Zeller Drive and will consist of
1.27 hectares. The developable portion of the land is designated Iow rise residential in the
Municipal Plan and Iow density residential in the Grand River South Community Plan. The
purpose of the application is to change the zoning on the lands from Agricultural Zone (A-l) and
Agricultural Zone (A-l) with Special Regulation 1R to Residential Six Zone (R-6) with Special
Regulation 381 R, Residential Six Zone (R-6) with Special Regulation 1 R and Special Regulation
381 R and, Hazard Land Zone (P-3). Mr. Masseo further explained that the proposed residential
zoning will permit the land to be developed with single detached dwellings, semi-detached
dwellings, duplexes, townhouses or Iow rise multiples. He advised that the rezoning will also
contain property detail schedule 23 which can be described as the development setback and
that further information on the schedule will be provided in an addendum report when the by-law
is presented to Council should the Committee approve the application. Mr. Masseo concluded
his presentation stating that the Development and Technical Services Department is
recommending that zone change application ZC 04/11/Z/KS be approved in the form shown in
the proposed by-law attached to the staff report.
Mr. Eric Saulesleja, GSP Group Inc., attended representing the applicant advising that his client
is in agreement with the staff report and recommendation.
There were no other delegations to speak on the matter.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That Zone Change Application ZC04/11/Z/KS requesting a change from Agricultural
Zone (A-l) and Agricultural Zone (A-l) with Special Regulation Provision 1R to
Residential Six Zone (R-6) with Special Regulation 381 R; Residential Six Zone (R-6) with
Special Regulation Provision 1R and Special Regulation 381R; and Hazard Land Zone
(P-3) on lands legally described as Part of Lots 117, 118 and 124 German Company
Tract (Lyndale South Development Ltd) in the City of Kitchener, be approved, in the form
shown in the "Proposed By-law", dated December 14, 2004, attached to Development
and Technical Services Department report DTS-04-189."

MOORE AVENUE
TRAFFIC CALMING ONE (1) YEAR REVIEW
BRIDGEPORT-CENTRE WARD
The Committee was in receipt of Development and Technical Services Department report DTS-
05-003 dated December 13, 2004, regarding information on the traffic calming initiatives for
Moore Avenue.
Councillor J. Gazzola advised that he was pleased with the report noting that there have been no
collisions since August 2003 and it would appear the speed humps have had a positive effect on
the traffic on Moore Avenue. Mr. J. McBride advised that there has been a positive effect with
respect to collisions but regarding speed it was found that within one year after the installation of
the speed humps the speed on Moore Avenue has increased to the average speed recorded
prior to the installation of the humps. He added that in analysing the traffic calming effects it was
found that drivers reduce their speed only at that point where the humps are installed.
