HomeMy WebLinkAboutDowntown Advisory - 2004-12-09December 9, 2004 DOWNTOWN ADVISORY COMMITTEE MINUTES City of Kitchener The Kitchener Downtown Advisory Committee met this date, commencing at 4:00 p.m., chaired by Councillor John Smola with the following members present: Denis Pellerin, Doug Hoch, Marty Schreiter, Michelle Morissetti, Marcus Shantz, Glen Woolner, Jim Jansen, Jason Lane, and Markus Stranz City staff present included Rob Browning, Silvia Wright, Michelle Schurter and Sandy Curzon 1. Introductions J. Smola welcomed the Committee, then gave members the opportunity to introduce themselves. Approval of Minutes On motion by Denis Pellerin It was resolved: "That the minutes of November, 2004 as received by committee members be accepted." o 2005 Appointments Downtown Advisory Committee Co-Chair o D. Hoch was nominated by D. Pellerin for the role of Co Chair. Mr. Hoch declined asking for a deferral to the next scheduled meeting. Safe & Healthy Advisory Committee Representative: o D. Hoch gave Committee members an overview of SHAC. o Mr. Hoch declined as representative on Safe & Healthy Advisory Committee Economic Development Advisory Committee o G. Woolner provided members with an overview of EDAC Action: Members of DAC were asked to consider the role of Co-Chair, Safe & Healthy and Economic Development Advisory Committee and to be prepared to appoint a member as representative of these committees on January 13, 2005 ° Terms of Reference · Committee members were provided the Terms of Reference for DAC · It was suggested that Educational Sector be added to the membership list Action: S. Curzon to provide members with the Terms of Reference for EDAC Committee review and SHAC for e Downtown Strategic Plan, Volume III - Implementation Members were provided with an Executive Summary of the Strategic Plan, Volume III the Implementation Plan Action: · Members were asked to review the Strat Plan for further discussion DAC Minutes Page 1 of 2 December 9, 2004 e New Business · 2004 Accomplishments o M. Schurter, for the benefit of the new members, gave an overview of the focus that the Downtown Development Team has taken during the past two years. In the past the Downtown Team made recommendations to Committee. Last year, DAC members listed all the issues relating to downtown and decided to focus on four areas: Market/East End; Retail Health; Housing/Neighbourhood Associations; and Arts. o M. Schreiter felt that the Terms of Reference for DAC was too broad and challenged the group to 'go narrow'. Mr. Schreiter felt that the collaboration that DAC had with EDAC during the 2004 Budget process was very successful as was the involvement with Centre Block Steering Committee. o R. Browning updated members on Centre Block - KPL and WPL will meet to discuss a possible 'central' library. KPL will provide Council with a preliminary update in February with a final report due March 2005. In the interim, the Centre Block Steering Committee is continuing with the procurement process in order that they will be prepared should the Centre Block site be chosen for the KPL development o D. Pellerin gave an update on the ASAP program during the year. The focus will be to have art displayed in storefront windows 24/7. Mr. Pellerin also noted that some art has been sold as a result of the program. ASAP is a spin-off from ACAC o Another area of success has been the Community Resource Centre to open in 2005; WLU, Faculty of Social Work for 2006; and UofW School of Pharmacy due to open 2007; The Record 2005; Stantec additional staff 2004 2005 Direction o Members were asked to consider what their individual reason for applying to DAC and what they hope to accomplish by being a member o Some suggestions of areas for in depth consideration were: · Assisting with the implementation of the Strategic Plan by providing advise where needed. DAC agenda could become more structured using the Strategic Plan's 63 items · Become involved with the Centre Block development · Move forward the Housing Intensification initiative · Investigate the Leisure Facilities Master Plan as it affects the downtown · Develop a work plan that would cover the next 3-4 months · Establish an association for downtown residents, similar to what KDBA does for business On motion, the meeting was adjourned at 5:30 p.m Next Meeting: Thursday, January 13th 4:00 pm - 6pm Schmalz Room, 2'~a Floor, City Hall DAC Minutes December 9, 2004 Page 2 of 2
