Peter Hinchcliffe, _John Gazzola, Lori Palubeski, Don Chapman. 3.2 DELEGATION N/A APPROVAL OF MINUTES AND REVIEW OF AGENDA A motion was made by Annalee, seconded by Graham, to accept the minutes of the _January meeting as well as the February agenda. All were in favour; carried. Christiane Sadeler attended to meet the group and to introduce herself. Christiane is the Acting Director of Community Programs and Services and has been seconded from the Crime Prevention Council for a one-year commitment while Shelley Adams assumes responsibility as Director of Community and Corporate Planning. BUSINESS ARISING Review of % for Art Policy - Erina · A copy of the policy was distributed. Small changes had been suggested which Erina will review. · Edna gave an overview of the policy for the benefit of new members. · Essentially, art to be funded for the City's public spaces is selected through a juried process and public call for entry. The Public Art Working Group provides artistic and technical expertise and advice along the way. · Updates will come to ACAC for comments. · Many of the new buildings/businesses coming downtown do not set aside a percentage of the capital for public art because they are privately owned. Members have requested review of the process to encourage developers to include artwork. ACTION: · A motion was made by Annalee, seconded by Graham, that a suggestion be made to the City to formalize a process to encourage businesses to include art in their building/renovation plans. All were in favour; carried. Erina will investigate. · A representative from the City's Planning Department will be invited to attend an ACAC meeting to discuss the current process for public art at downtown sites. Erina to arrange. Review of CulturePlan II - Erina · A draft copy of the CulturePlan TT will be mailed to ACAC members as soon as it is ready. _]une is the deadline for developing the final document. · Although they are both separate plans, the CulturePlan TT is referenced in the City's latest Facilities Master Plan - built-in recognition to take the CulturePlan seriously. \February 2005 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMII-rEE Tuesday February 8, 2005 - 4:00 p.m. 4.2 5.2 5.3 5.4 NEW BUSINESS New Committee Member - Erina Cathy Menard has resigned from the committee. A decision will be made at the February 14 Council meeting regarding replacing Cathy on ACAC with past member and recent applicant, Tsabel Cisterna. ACAC Member on Healthy Communities Plan Working Group - Erina · Annalee advised that she will not be able to take part in the committee as too much time is required. ACTION: Erina will talk with Shelley regarding the time and commitment required by the committee and will update. REPORTS Public Art Working Group (PAWG) Report - Virginia · Calls have gone out for the competition for Stanley Park Community Centre and the Stanley Park Library. Deadline is IVlarch 1. · A logo for PAWG is being developed. · The Terms of Reference for PAWG have been finalized and will go to Council shortly. · The CulturePlan T! is in progress. · There is a plan to donate the sculpture for the Firefighter's Memorial to the City, but the City will need to know the costs of long-term maintenance for the piece. A fundraiser is taking place and Landscape Architect, William Sleeth, is talking to the neighbourhood associations regarding. Erina is the contact person. Downtown Advisory Committee (DAC) Report - Denis · No report as Denis was absent from the last DAC meeting. · The Waterloo Region Arts Guide was introduced at City Council in early February and is now available. The guide has been well received so far. ACAC members briefly discussed ideas for future issues. Cultural Development Committee (CDC) Report - Ron · The !ce Dogs Festival takes place on February 19 in the Regina Street parking lot · Plans are underway for downtown development in Waterloo. · Check the Perimeter !nstitute website for upcoming events and information (www. peri meted nstitute, com). Water Region Arts Council (WRAC) Report- Martin · Grand Exposition: Monday February 28 from 5-10p.m. at the Children's Museum. · The Festival of Human Voice is in development. \February 2005 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMI'I-rEE Tuesday February 8, 2005 - 4:00 p.m. 5.5 5.5.1 Staff Reports Arts Update- Erina · Cory Bluhm, a Planner with the City of Kitchener, has become a new member of PAWG. · The Community Services Department has allocated funds to store the steam engine, "Hazel", but is waiting for approval from Council. Erina will e-mail the Council report to ACAC members. · The "Brush with Art" group has sponsored a grant for area artists with a deadline of April 8 for applications. · The "Luggage" piece by Ernst Daetwyler will be installed in Victoria Park in 2005 (estimated for _June). The exact is still under discussion due to the soil contamination. · Don Chapman is working out of the Market for now. He will not attend ACAC meetings but will send updates via Erina. 6.0 OTHER · cafka has a new Artistic Director. 7.0 AD3OURNMENT/NEXT MEETING The next ACAC meeting will take place on March 8th at 4:00 p.m. in the Schmaltz Room at Kitchener City Hall. \February 2005 - ACAC Minutes
