CSD-05-038 - COMMUNITY PLAYGROUND GRANT APPLICATION - ROCKWAY PUBLIC SCHOOL The Committee was in receipt of Community Services Department report CSD-05-038, dated March 14, 2005 concerning the construction of a new junior creative playground at Rockway Public School. On motion by Councillor J. Smola - it was resolved: "That Rockway Public School be awarded a one-time community playground grant of $750. in 2005 toward construction of a new junior creative playground facility, to be located within the school campus." 2. CSD-05-039 - COMMUNITY PLAYGROUND GRANT APPLICATION - ST. JOHN CATHOLIC ELEMENTARY SCHOOL The Committee was in receipt of Community Services Department report CSD-05-039, dated March 14, 2005 concerning the construction of a new playground amenity at St. John Catholic Elementary School. On motion by Councillor J. Smola - it was resolved: "That St. John Catholic Elementary School be awarded a one-time community playground grant of $750. in 2005 toward construction of a new playground amenity, to be appended to the existing primary creative playground facility located within the school campus." 3. CSD-05-042 - WEDNESDAY FARMERS' MARKET ATTENDANCE POLICY The Committee was in receipt of Community Services Department report CSD-05-042, dated March 21, 2005 concerning the 2005 Wednesday Farmers' Market Schedule and a formal attendance policy for inside vendors at Your Kitchener Market. On motion by Councillor J. Smola - it was resolved: "That the 2005 Wednesday Farmers' Market schedule, to run from June 15t to October 12th, 2005, be approved; and further, COMMUNITY SERVICES COMMITTEE MINUTES APRIL 4~ 2005 - 35- CITY OF KITCHENER 3. CSD-05-042 - WEDNESDAY FARMERS' MARKET ATTENDANCE POLICY (CONT'D) That the 2005 Wednesday Farmers' Market formal attendance policy for inside Farmers' Market vendors, as outlined in Community Services Department report CSD- 05-042, be approved." 4. CSD-05-043 - ST. GEORGE'S OF FOREST HILL ANGLICAN CHURCH SCATTERING GARDENS - ADDITIONAL PARTIES TO AGREEMENT The Committee was in receipt of Community Services Department report CSD-05-043, dated March 22, 2005 regarding the inclusion of the Royal Bank as an additional party to the St. George's of Forest Hill Anglican Church Scattering Gardens agreement. On motion by Councillor J. Smola - it was resolved: "That approval be granted to extend the parties with which the City enters into an agreement for a scattering garden as set out in Council's resolution of March 29, 2004 and June 29, 2004 to the Incorporated Synod of the Diocese of Huron, the Royal Bank of Canada and St. George's of Forest Hill Anglican Church." 5. CSD-05-048 - DOON VALLEY GOLF COURSE WATERMAIN INSTALLATION - OLD MILL ROAD AND DOON VALLEY DRIVE The Committee was in receipt of Community Services Department report CSD-05-048, dated March 24, 2005 regarding the installation of a City watermain on Old Mill Road in order to discontinue the use of well water at the Doon Valley Golf Course. A revised staff report was circulated this date, which requests that this project be funded from the Doon Valley Golf Course surplus fund. On motion by Councillor J. Smola - it was resolved: "That the installation of a city watermain from the closest connection point at Old Mill Road and Doon Valley Drive to the Doon Valley Golf Course, to be financed from the Doon Valley Golf Course surplus fund; as outlined in Community Services Department report CSD-05-048, be approved." 6. CSD-05-049 - EARTH DAY 2005 - MEMORANDUM OF AGREEMENT The Committee was in receipt of Community Services Department report CSD-05-049, dated March 24, 2005 regarding the signing of the Earth Day 2005 'Memorandum of Agreement' with Earth Day Canada. On motion by Councillor J. Smola - it was resolved: "That the Mayor and Clerk be authorized to sign the 'Memorandum of Agreement - Earth Day 2005', satisfactory to the City Solicitor, with Earth Day Canada, as attached to Community Service Department report CSD-05-049." 7. CSD-05-044 - GRANT REQUEST - AHMADIYYA MOVEMENT IN ISLAM (KITCHENER CHAPTER) - XXV WORLD RELIGIONS CONFERENCE The Committee was in receipt of Community Services Department report CSD-05-044, dated March 21, 2005 recommending that the Ahmadiyya Movement in Islam (Kitchener Chapter) receive a grant of $5,000. to assist with the facility rental expenses for the XXV World Religions Conference. CSD-05-044 - GRANT REQUEST - AHMADIYYA MOVEMENT IN ISLAM (KITCHENER CHAPTER) - XXV WORLD RELIGIONS CONFERENCE (CONT'D) - 36- CITY OF KITCHENER Messrs. Nabeel Rana and Syed Anwar, Ahmadiyya Movement in Islam (Kitchener Chapter), requested approval of their original grant amount of $12,645. to cover the cost of hosting the XXV World Religions Conference at the Centre in the Square. Mr. Anwar advised that the Conference is a free multicultural event, with between 1 ,500 and 2,000 people invited. Mr. Rana advised that for the past 4 years the conference has been held at the University of Waterloo, with an annual budget of approximately $20,000. He stated that because this year's event is the Conference's Silver Jubilee, it has grown significantly in size and will require a budget of $53,300. He added that the organizers of the events will be contributing $35,000. In response to questions, Mr. S. Anwar advised that they are expecting double the attendance in 2005 and although his group has investigated other locations the only suitable facility is the Centre in the Square. He noted that his group has considered charging an admissions fee, but felt that it may limit the attendance. Mr. N. Rana advised that Kitchener is the first municipality that his group has approached for funding but the Arts & Culture Advisory Committee did suggest they approach the Region of Waterloo. He advised that he is doubtful that other Cities will sponsor the event because it is the Kitchener Chapter that is hosting the conference. Councillor G. Lorentz questioned what the impact would be if they did not receive the full grant amount and was advised that the group would approach other Cities and that they would have to consult with their partners before moving forward. Councillor J. Gazzola questioned if the City typically provides grants to religious groups and was advised that while the group sponsoring the event may not meet the City's grant criteria, the event itself does because it is inclusive of numerous groups and cultures. On motion by Councillor B. Vrbanovic - it was resolved: "That a one-time grant of $5,000. to the Ahmadiyya Movement in Islam (Kitchener Chapter) to assist with facility rental expenses for the XXV World Religions Conference to be held October 1, 2005 at the Centre in the Square, be approved, pending verification of non-profit status." 8. CSD-05-046 - PUBLIC ART COMMISSIONS FOR STANLEY PARK NEIGHBOURHOOD - ok FOR ART PROGRAM UPDATE The Committee was in receipt of Community Services Department report CSD-05-046, dated March 24, 2005 regarding two public art commissions, 'Bookends' and 'The Grand River' for the Stanley Park Grand River Library and the Stanley Park Community Centre, respectively. Ms. E. Harris reviewed the two winning entries and advised that Mr. Nicholas Rees' proposal, 'Bookends', will act as a functional bench for the front lawn of the Stanley Park Grand River Library. Mr. Walter Gibson's proposal, 'The Grand River', will be a detailed pathway that will extend along the entryway of the Stanley Park Community Centre up to the reception desk. She advised that selections of these public art commissions were done by public jury in accordance with Council Policies 1-650 (0/0 for Art) and 1-485 (Public Art). Ms. Harris provided an update on the status of the City's Public Art Program and advised that it has been very successful. She stated that there have been a number of inquires regarding upcoming public art projects and that there is a waiting list for public art requests. She noted that the waiting list will be addressed as part of the Culture Plan which is to be presented to the Committee at the end of April 2005. Councillor B. Vrbanovic suggested that given the significant contribution the City is making to the new University of Waterloo and Wilfred Laurier University campuses, that the City should urge the Universities to use a portion of that contribution on public art. CSD-05-046 - PUBLIC ART COMMISSIONS FOR STANLEY PARK NEIGHBOURHOOD - ok FOR ART PROGRAM UPDATE (CONT'D) - 37- CITY OF KITCHENER On motion by Councillor B. Vrbanovic - it was resolved: "That the following public art commissions, as selected by public juries in accordance with Council Policies 1-650 (0/0 for Art) and 1-485 (Public Art) be endorsed: · 'Bookends' (Rees) for the Stanley Park Grand River Library; and, · 'The Grand River' (Gibson) for the Stanley Park Community Centre; and further, That the Mayor and Clerk be authorized to sign agreements, to the satisfaction of the City Solicitor, with the artists Nicholas Rees and Walter Gibson, regarding their public art commissions, conditions of delivery and acceptance of their commission proposals, as set out in the Community Services Department report CSD-05-046." Councillor M. Galloway left the meeting at this time. 9. CSD-05-041 - STORM RELATED DISPLACED MANHOLE COVERS The Committee was in receipt of Community Services Department report CSD-05-041, dated March 18, 2005 concerning the investigation of measures to secure manhole covers to prevent them from being displaced during severe rainstorms. Mr. K. Currier advised that during a significant rainstorm in August 2004, manhole covers were displaced in certain areas of the City due to a surcharge in the sanitary sewer system caused by overflow from the storm water system into the sanitary system. He stated that Council directed staff to investigate the possibility of securing the manhole covers to prevent potential liability issues. Mr. Currier advised that staff is recommending that the manhole covers not be secured because their displacement is a means of relieving pressure in the sanitary system. He added pressure could potentially build-up to a point where water could back-flow into houses through the sanitary system. Councillor G. Lorentz questioned whether staff have identified areas in the City where manhole covers are likely to be displaced and suggested that if known, a public education campaign could be instituted. Mr. K. Currier advised that staff have historical knowledge of these and will investigate the possibility of instituting a public education campaign. Councillor G. Lorentz requested that staff continue to seek suitable alternative means to alleviate water pressure and report back to the Committee. On motion by Councillor J. Smola - it was resolved: "That the Community Services Department, Operations Division continue to monitor storm systems during and after major rain events and take no action at this time to secure manhole covers." 10.
