1 . DTS-05-055 - HOLBORN DRIVE
ON-STREET PARKING
CHICOPEE-GRAND RIVER WARD
The Committee considered Development and Technical Services Department report DTS-05-
055, dated April 4, 2005, regarding on-street parking on Holborn Drive.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That on-street parking be prohibited at anytime on the west side of Holborn Drive from
Old Chicopee Drive to a point 36 metres south thereof; and further,
That the Uniform Traffic By-law be amended accordingly."
2. DTS-05-056 - BRADLEY DRIVE
NO STOPPING ZONE
CHICOPEE-GRAND RIVER WARD
The Committee considered Development and Technical Services Department report DTS-05-
056, dated April 4, 2005, regarding no stopping zone on Bradley Drive.
Councillor Vrbanovic noted Bradley Drive is well used by parents dropping off and picking-up
their children for school. He directed staff to discuss this staff recommendation with the school's
administration prior to next Monday night's Council meeting, and advise of the outcome of the
discussions.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That vehicles be prohibited from stopping between 8:00 a.m. and 4:30 p.m., Monday -
Friday on the west side of Bradley Drive from Franklin Street North to a point 50 metres
north of Bradley Place; and further,
That the Uniform Traffic By-law be amended accordingly."

3. DTS-05-057 - DUNBAR ROAD
ON-STREET PARKING

The Committee considered Development and Technical Services Department report DTS-05-
057 dated April 5, 2005, regarding on-street parking on Dunbar Road.
Councillor Weylie noted the boulevard on Dunbar Road has been destroyed. Mr. L. Lynch
advised of road works to take place in this area this year. He stated staff will investigate the
problem with this boulevard and report to Council.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That stopping be prohibited between 8:00am and 4:30pm, Monday to Friday on the
south side of Dunbar Road between Glasgow Street and Katherine Crescent; and further,
That the Uniform Traffic By-law be amended accordingly."
4. DTS-05-036 - TRAFFIC CONTROL MEASURES
- STANLEY PARK COMMUNITY
- CHICOPEE-GRAND RIVER WARD
The Committee considered Development and Technical Services Department report DTS-05-
036, dated March 7, 2005, regarding traffic control measures in the Stanley Park community.
Mr. McBride provided background to this situation and reviewed the staff report. He explained
traffic signals at this intersection are not warranted, from a volume perspective; however, the
Region will agree to their installation at the City's cost.
Councillor Galloway noted staff had submitted an extensive report on traffic signals
approximately 1 V2 years ago, and questioned whether the current recommendation offends the
previous report. Mr. McBride responded staff had previously submitted two reports: one with
respect to changing criteria for the warrant, and the other with respect to internal residential
streets. Neither of the previous reports related to access to arterial streets. Councillor Galloway
noted that in 2004 Council examined priorities for traffic signals. Mr. McBride advised the
current recommendation is outside of those priorities, and staff have never reported on situations
of this nature.
With respect to Williamsburg Road and Ottawa Street, Mr. McBride advised there is now a traffic
signal at that intersection.
Mayor Zehr questioned whether traffic signals at Hickson Drive and River Road will ever be
warranted, and Mr. McBride advised he did not expect that traffic volumes at this intersection will
ever be sufficient to meet the warrant criteria. The Mayor then questioned whether warrant
criteria should ever be adjusted for these types of circumstances. Mr. McBride responded that if
criteria were lowered, it would create demands at other locations which may not be justified.
Councillor Vrbanovic suggested the Region should be re-evaluating warrant criteria, and
recommended a formal request in this regard be sent to the Region.
Mr. Moffat addressed the Committee in support of the staff recommendation. He provided some
background to this neighbourhood problem, and the process the neighbours undertook to bring
this matter before the City. He outlined the number of accidents experienced, and problems for
school children in the neighbourhood and the pedestrian island. He thanked Transportation
Planning staff and Councillor Vrbanovic for all their assistance, and noted the number of
residents in attendance this date in support of this recommendation.
On motion by Councillor B. Vrbanovic -
it was resolved:

4. DTS-05-036 - TRAFFIC CONTROL MEASURES (CONT'D)
"That traffic control signals be installed at the intersection of River Road East and Hickson
Drive; and,
That funding of $9,300 from the Development Charge Intensification Allowance and
$83,700 from the capital surplus fund be approved for this project, along with an annual
maintenance cost of $3,500, in order to cover the costs of these unwarranted signals; and
further,
That the Uniform Traffic By-law be amended accordingly."
Carried Unanimously
On motion by Councillor B. Vrbanovic -
it was resolved:
"That the Region of Waterloo be requested to consider a change to its criteria for
warranting traffic signals for situations where the volume of traffic on a Regional Road
prevents or inhibits vehicular access onto the Regional Road from local streets."
5. DTS-05-058 - LANCASTER STREET EAST RECONSTRUCTION (FREDERICK ST TO
VICTORIA ST)
- EXPANDED SCOPE OF ENGINEERING SERVICES TO INCLUDE DESIGN
OF CLARENCE PLACE AND MANSION STREET)
- BRIDGEPORT-CENTRE WARD
The Committee considered Development and Technical Services Department report DTS-05-
058, dated April 5, 2005, regarding the expanded scope of engineering services for the
Lancaster Street East reconstruction.
Mr. Shamess was in attendance to review the report and answer any questions the Committee
might have in this regard.
On motion by Councillor J. Smola -
it was resolved:
"That the scope of engineering services provided by Earth Tech Canada Inc. for the
reconstruction of Lancaster St. East (from Victoria St. to Frederick St.) be expanded to
include the design of Clarence PI. (from Lancaster St. to Gordon St.) and Mansion St.
(from Lancaster St. to Ellen St.); and further,
That the $60,930.75 of additional funding required to expand the scope be taken from the
capital Infrastructure Surplus General Provisions Account (Index # 852020)."
6. DTS-05-061 - DTS ANNUAL REPORT
The Committee considered Development and Technical Services Department report DTS-05-
061, dated April 13, 2005, regarding the 2005 Annual Report for the Development and Technical
Services Department.
Messrs. L. Bensason, J. Witmer, R. Shamess and R. Browning presented the portions of the
2004 Annual Report of the Development and Technical Services Department respecting their
particular Divisions, as contained in the agenda. Mr. G. Stewart noted the valuable role played
by the Department's Administrative Section, also outlined in the Annual Report attached to the
agenda.
7. DTS-05-060 - DRAFT GREATER GOLDEN HORSESHOE GROWTH PLAN
- CITY OF KITCHENER RESPONSE
The Committee considered Development and Technical Services Department report DTS-05-
060, dated April 12, 2005, regarding the City of Kitchener's response to the draft Growth Plan for

the Greater Golden Horseshoe.
Ms. J. Given reviewed the report, including the key principles of the draft Growth Plan for the
Greater Golden Horseshoe, and the areas of the plan with which staff have concerns. She
stated that overall, staff commend the plan.
Mayor Zehr advised he attended a meeting with other Mayors of the Region. Some of the
issues raised were:
. how will the goal of 400/0 intensification be met;
. there is not enough emphasis on transportation links with timelines;
. with respect to employment opportunities outside the GTA, a clearer message that there are
employment opportunities in the outrings;
. the municipalities can not fund this plan on their own; and,
. the province has to address infrastructure.
Ms. Given advised she is fairly confident this Region can meet the 400/0 target; as she is
confident there can be a change in philosophy to meet the target. She further advised that
reports are expected in the future from the province, one with respect to transportation, and
another with respect to infrastructure.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That Development and Technical Services Department report DTS-05-060 be endorsed
and submitted to the Ministry of Public Infrastructure Renewal as the City of Kitchener
response on the draft Growth Plan for the Greater Golden Horseshoe."
8. DTS-05-059 - SHARED AGENDA - HOUSING STRATEGY FOR STUDENT HOUSING IN
DOWNTOWN KITCHENER
- ADOPTION OF GOALS AND OBJECTIVES
The Committee considered Development and Technical Services Department report DTS-05-
059, dated April 7, 2005, regarding goals and objectives for the housing strategy for student
housing in Downtown Kitchener.
Ms. J. Given presented the report as attached to the agenda.
On motion by Councillor G. Lorentz -
it was resolved:
"That the following goal and objectives, related to a strategy for Student Housing in the
Downtown Kitchener area, be adopted:
Goal
To facilitate a first-class living and learning community, providing for the unique needs of
the students of professional programs and contributing to the health and vitality of the
Downtown community.
Obiectives
1. To facilitate opportunities for a student living environment that will attract, inspire
and stimulate students of professional programs.
2. That appropriate student housing be developed through University-Developer
partnerships, accommodating students in a living environment integrated with the
academic enterprise.

8. DTS-05-059 - SHARED AGENDA - HOUSING STRATEGY FOR STUDENT HOUSING IN
DOWNTOWN KITCHENER (CONT'D)

3. To ensure that the introduction of all student housing, including university-
developer built housing and privately provided housing is appropriate and
contributes to the stability and health of surrounding neighbourhoods.
4. To promote community interaction, integration and economic spin-offs
throughout the Downtown and appropriate locations within the Central
Neighbourhoods.
5. To encourage innovative housing forms which inspire creativity, knowledge and
innovation, while respecting existing architecture and built form.
6. To develop a focused area of academic enterprise and knowledge creation where
complementary uses and desired amenities will support the population of students
in professional programs.
7. To collaborate with and enhance partnerships among the downtown community,
neighbourhood associations, business community and other interest groups
throughout the development of the strategy to support the academic enterprise,
the ongoing urban evolution and neighbourhood interests."
9. FAIRWAY ROAD EXTENSION ENVIRONMENTAL ASSESSMENT
It was noted the recommendation adopted by this Committee at its April 4th meeting, with respect
to the Fairway Road extension, was deferred by Council and referred back to this Committee, to
give staff an opportunity to respond to a written submission from Mr. Woolner, a property owner
in the area of the proposed extension.
Mr. J. McBride responded to the expressed concerns in Mr. Woolner's submission. He noted
that there will be a pier in the river for each of the alternatives, each alternative will cost a similar
amount, and all routes can provide mitigation.
On motion by Councillor G. Lorentz -
it was resolved:
"That Kitchener City Council supports Alternative 02 identified in Development and
Technical Services Department report DTS-05-049, and in "Fairway Road Extension
Class Environmental Assessment - Project Team Review of Alternate Routes" as the
preferred route alignment for the Fairway Road Extension."
