HomeMy WebLinkAboutSafe City - 2001-05-01SAFE CITY COMMITTEE MINUTES MAY 1, 2001CITY OF KITCHENER The Safe City Committee met this date commencing at 4:05 p.m., Chaired by S. Bassanese with the following members present: Councillors B. Vrbanovic and C. Weylie, Ms. A. Kutler, T. Beaulne and Messrs. B. Burns, D. Schnarr and S. Burek. Mr. F. Bishop was in attendance for part of the meeting. Others present: Ms. J. Dean, L. Korabo and Mr. B. Stanley. 1.APPROVAL OF MINUTES On motion by Mr. F. Bishop – It was resolved: “That the minutes of April 3, 2001, as mailed to the members, be approved.” 2.LIGHTEN UP CAMPAIGN – CONFERENCE SUBMISSION Ms. J. Dean circulated information on the Canadian Regional Science Association’s upcoming Montreal conference and advised that the Safe City Committee, in conjunction with the University of Waterloo, has been requested to present information on the Lighten Up Campaign. An abstract for the presentation, entitled “Public Perceptions of Safety in a Mid- Sized City”, was prepared and submitted by Professor L. Johnston of the University. The presentation is scheduled for Sunday, June 3, 2001 at 9:00 a.m. Ms. P. Anderson, a planning student at the University of Waterloo, has worked as a co-op student with the Committee in the past, and worked on the Lighten Up Campaign’s recently conducted survey will attend the conference to represent the University. She will also act as a co-presenter along with Ms. Dean; however, Ms. Anderson currently has insufficient funds to pay conference expenses. It was noted that she has applied for assistance from the University. Ms. Dean requested the Committee consider approving funds from the Lighten Up budget in order that Ms. Anderson could attend if financial assistance from the University was not forthcoming. Mr. F. Bishop made a motion that a maximum of $500. from the Lighten Up budget be allotted for Ms. Anderson to attend the Conference. Mr. S. Bassanese suggested an amendment to a maximum limit of $300., pending the result of the request made to the University. On motion by Mr. F. Bishop – It was resolved: “That in the event funding is not available from the University of Waterloo, a maximum of $300. from the Safe City Committee’s Lighten Up Campaign budget be approved toward transportation and accommodation costs in connection with Ms. P. Anderson’s attendance at the Canadian Regional Science Association Conference in Montreal on June 3, 2001.” 3.SAFE CITY CO-ORDINATOR’S REPORT – MAY 2001 Ms. J. Dean distributed the May 2001 Safe City Co-ordinator’s report to members for their information. The Committee then reviewed the report, which included updates on the following topics: · Funding 1. Safer Communities Action Team (SCAT) A brief discussion was held and questions raised concerning laneway lighting plans of the Kitchener Downtown Business Association (KDBA) for Hall’s Lane. Ms. Dean advised she would like to convene a meeting of the Lighting Working Group to discuss options for Hall’s Lane and meet with representatives of the design architect and the KDBA. Ms. A. Kutler and Mr. S. Burek volunteered to join the Lighting Working Group. It was noted that a replacement was required for attendance at the Hamilton Community Exchange on May 5, 2001 as Mr. D. Schnarr was unable to attend. Ms. T. Beaulne advised that she would be attendance on behalf of her workplace and could report back to the Committee on the Conference’s Saturday workshops and presentations. Mr. Schnarr will attend on Sunday, May 6, 2001. 4.LIGHTEN UP SURVEY RESULTS Ms. J. Dean gave a Powerpoint presentation on the results of the Lighten Up Campaign, following which a suggestion was made that a hard copy of the presentation be made available to the media. Ms. Dean advised that members of the media had been present when the survey results were presented to City Council earlier this year. 5.ONTARIO PROVINCIAL PLANNERS INSTITUTE (OPPI) – SUBMISSION FOR AWARD Ms. J. Dean advised that a thesis completed in 1998 by Mr. Jamie Austin entitled ‘Planning for a Reduction in Fear and Crime in an Urban Neighbourhood: Operationalizing a Safe City Model’ has been submitted for a 2001 Excellence in Planning Award under the ‘New Directions’ category. Documentation on the OPPI awards was circulated for the information of the Committee. The Awards recognize innovative project management for planning processes, or development and application of leading edge concepts in project planning. Ms. J. Dean gave a Powerpoint presentation on the thesis’ content for the information of the Committee. A general discussion of its connection to the current community mobilization plan was undertaken as completion of the thesis pre-dated the appointment of several new Committee members. Mr. B. Stanley entered the meeting. It was noted that the thesis was submitted for consideration for an OPPI award by a faculty member of the University of Waterloo, as it was a requirement that a member of OPPI submit items for review. Discussions then turned to the lack of a Secondary Plan for the Mount Hope-Breithaupt Park Neighbourhood, which was the topic area of the thesis. Mr. B. Stanley advised that a shortage of staff resources initially placed this project on hold but, over time new zoning categories have been applied that address some of the concerns initially held by area residents. Work on a Secondary Plan for the area has not been scheduled by the Department of Business and Planning Services. Mr. F. Bishop left the meeting. SAFE CITY COMMITTEE MINUTES MAY 1, 2001- 17 -CITY OF KITCHENER 6.SAFER COMMUNITIES ACTION TEAM (SCAT) – INVENTORY OF MUNICIPAL ACTIVITY As SCAT’s Inventory of Municipal Activity was not available for circulation, this item was deferred to the next meeting. 7.NEW BUSINESS Ms. J. Dean read a letter received by Mayor C. Zehr from adult students of the Working Adults Learning Educational Skills (WALES) Program at Rosemount School requesting information on programs against violence offered by the City and offering assistance with them. Ms. Dean requested suggestions on how the students could assist. Ms. Dean was requested to obtain more information on the WALES Program from the Principal of Rosemount School in order to determine how the students could become involved in programs and report back at the June Committee meeting. Ms. T. Beaulne advised that the Festival of Neighbourhoods Celebration has officially commenced and any neighbourhood activities held after April 20, 2001 qualify for the draw. Ms. Dean noted that the portable skatepark in Doon will open officially on June 1, 2001. 8.ADJOURNMENT On motion, the meeting adjourned at 5:35 p.m. L. Korabo Committee Administrator
