ARTS AND CULTURE ADVISORY COMMITTEE
Tuesday March 9, 2004 - 4:00 p.m.
CITY OF KITCHENER

1. DELEGATIONS
1.1 Nicholas Rees, Industrial Artifacts Project Director
The fate ofthe steam engine, Hazel, depends on what a potential new owner ofthe Kaufman
Factory wants to do with it. Erina has solicited professional engineering estimates on costs
for its installation, to update Council. Will continue to update as information is available.
The Panel Veneer Bandsaw will be installed this summer at the newly renamed "Hippert Park"
(formerly Huron Park).
Nicholas looked at two machines at the Schneider Furniture Company that were probably
button-machines, over 100+ years old and another bandsaw, equally as old. Items at the
Schneider factory will go to public auction on April 24, viewing April 23. Nicholas will attend
to bid on the items with budget approved by City.
Nicholas will give a presentation on the Industrial Artifacts Project at the "Grand Gathering"
from May 13-16 at the Walper.
2. WELCOME AND APPROVAL OF MINUTES FROM FEBRUARY 2004
It was noted that Denis was listed as having attended the meeting when he actually was absent.
A motion was made by Annalee, seconded by Jennifer, to approve the minutes of the February
meeting. All were in favour; carried.
3. BUSINESS ARISING
3.1 Policy Changes for PAWG - Erina
· Policy 1-340 has been reviewed by staff; the content has not been changed - just reorganized
and definitions updated (Art, Artifact Acquisition and Maintenance Policy).
3.2 % for Art Policy - Erina
Erina reviewed the % for Art Policy and asked ACAC to endorse the document before it goes
to Council. The policy, which was last updated in 2001, had a number of changes made to it
by PAWG.
Main changes include greater involvement by Facilities Management, the ability to compound
budgets for parks projects and the request to increase the ceiling to accommodate mega-
projects.
All City departments have been consulted and have had input into the changes.
ACAC members reviewed the document and made several suggestions for further changes
(as above).
ACTION:
A motion was made by Denis, seconded by Virginia, that the Arts and Culture
Advisory Committee endorse the revised % for Art Policy. All were in favour; carried.

4. NEW BUSINESS
4.1 Sculpture in New Market Space - Robert Gissing
· Robert reviewed a letter regarding sculpture at the new Farmer's Market that will be sent to
staff working on the new Farmer's Market (and copied to Mayor Zehr and members of
Council). ACAC has already begun to discuss with City staff.
ACTION:
Members of ACAC endorsed sending the letter which will be signed by Robert and
ACAC Chair, Peter Harris. Erina will review the letter & e-mail any changes to Robert.
4.2 Grant Request for Concordia Club Mural - Erina
As noted in the minutes from the February ACAC meeting, members wanted an answer to several
questions regarding the funding request before making a final recommendation. An answer to
some of the questions was received, the request re-evaluated and a decision determined. The
sub-committee unanimously recommended that the Concordia project, though worthwhile, did
not really meet the grant criteria. The group felt that the project was beyond the scope of the
Provisional Grant.
5. REPORTS
5.1 PAWG report - Erina filled in for Virginia
· The Victoria Park Entrance Project, % for Art, is in motion.
· Terms of Reference for PAWG are in development with the Clerk's Department.
· There will be an extended show in the Rotunda in November and December with a selection
of works from artists who have already had their art shown in the Rotunda for its ten-year
anniversary. Special Artist-in-Residence programming is also scheduled for this fall's
anniversary.
5.2 DAC Report
Denis suggested that groups that give reports at ACAC, send minutes from their committee
meetings to ACAC members. The item would still be added to the ACAC agenda and would be
asked if there is anything else to report.
ACTION:
Members who provide reports to ACAC were asked to send minutes or a summary of
the minutes, from the committee meetings they attend to Linda and Erina, if possible.
The summaries will be sent out along with the agenda, to members.
· At the last meeting, the role of DAC and the Terms of Reference, were reviewed.
· Referring to ACAC minutes from January 2004, Item 4.3, the project is moving along. Plans
are being developed to approach businesses. Plan to launch the program on May 14 to
coincide with the opening of the new Farmer's Market.
· Pizza Pizza is offering their windows for etching, wanting them to represent the heritage of
Kitchener. Suggest to talk with local historian, rych mills.
5.3 CDC Report
· No report as the group doesn't meet until March 23.

5.4 WRAC Report - Martin
No report as Martin was absent.
5.5 Staff Reports
5.5.1 Program and Resource Services - Jo-Ann
· The Woodworking Group is considering opening the Centre to all ages and abilities, offering
membership at two levels, using skill levels as criteria for membership: regular members who
are experienced woodworkers and who know how to use equipment and apprentice for those
who are new to woodworking and will require more training and orientation. March 29 is the
final budget day and more will be known following this.
· KOR is looking at options for the future. Jo-Ann will keep ACAC informed.
· Forms are available for Youth Awards and the Seniors Awards of Distinction. Members were
encouraged to send in nominations.
5.5.2 Erina Harris - Arts and Culture Co-ordinator
· June 20 has been scheduled for a day-long visioning process at the Walper for Cultureplan II.
Call Erina to register.
· Erina circulated definitions - "arts and culture" for the purpose of Cultureplan interviews.
Martin sent definitions from the Heritage Master Plan that interviewers will use in the
interview process.
ACTION:
ACAC supports this definition for the interview process.
5.5.3 Don Chapman - Special Events Facilitator
· A new event, "Strongman Champions" will be coming to Kitchener in May 2004. This is a
men-only event, with athletics from Ontario taking part. The event will be broadcast on TSN.
· The Special Event unit is reorganizing responsibilities, and will go to Council for approval once
finalized. Want to move away from direct programming to facilitation in helping others plan
and present events, with staff taking a more developmental/consultative role; wanting to get
more community involvement. A Special Events Affiliation Policy will be developed which will
be vetted through ACAC.
6.0 OTHER
· On a request from Erina, ACAC endorsed sending a letter to the Region regarding the
continuing funding to Arts and Culture in its 2004 budget process.
· Isabel again noted that there are lots of performing arts projects planned in the city, but
nowhere to hold them. A long-term, permanent space is needed. Isabel asked that the issue
be kept open for discussion. Retained for discussion with appropriate staff.
7.0 ADJOURNMENT/NEXT MEETING
Denis made a motion to adjourn the ACAC meeting; all were in favour.
The next ACAC meeting will take place on April 13th, at 4:00 p.m in the Schmaltz Room at
Kitchener City Hall.
