ARTS AND CULTURE ADVISORY COMMITTEE
Tuesday April 13, 2004 - 4:00 p.m.
CITY OF KITCHENER

1. WELCOME AND APPROVAL OF MINUTES FROM MARCH 2004
Item 1.1: Should be "Lippert", not "Hippert" Park; should be "Snider" not "Schneider" Furniture
Company.
Item 5.1: Virginia gave the PAWG report.
With changes noted, a motion was made by Ron, seconded by Jennifer, to approve the minutes
of the March meeting. All were in favour; carried.
2. BUSINESS ARISING
2.1 Policy Revisions to Council Update - Erina
· Most suggested changes were approved by Council. One change that wasn't accepted was
increasing the amount for mega-projects to $500,000 for the "ala for Art" policy. Council felt
that that could not be justified, but ACAC noted that if there is a strong case for a particular
project, it could be presented by the committee.
· Other cities have been requesting to review the City of Kitchener policies - this is a strong
complement to PAWG, ACAC and Erina.
2.2 Market Artwork (AIR) and Opening Update - Erina
· Stephanel Massel, Supervisor of the Farmer's Market, advised that a plan will be formally put
in place for art at the New Market when timely. Erina will follow up as more becomes known.
2.3 Grant Outcomes & Balances Update - Erina
· Community Arts Ontario was awarded a grant of $5,000, as recommended.
· The Concordia Club received $3,000 on appeal - the money will go directly towards the
mural.
· Balance may be $40,000 left for the year. ACAC expressed concern that the $25,000 per
quarter guidelines are possibly not being followed, limiting late-year applications.
2.4 "Art in the Downtown" Update - Virginia
· Plans for this project are going well - artists who want to participate are getting in touch.
· Plans are underway for a launch on May 13 (time, place TBA). The Downtown business
community, City officials, artists, media - all will be invited to attend. Will tie in with the
Market opening.
· Interested artists are asked to contact Virginia - hope to have diverse media.
· Erina noted that it will be necessary for artists to sign a waiver re insurance and damages.
ACTION:
Jennifer Breithaupt volunteered to draft a waiver that artists will be required to sign.

3. REPORTS
3.1 PAWG report - Virginia
· Artists have been invited to submit proposals for the 010 for Art feature at the Victoria Park
entrance and will start work early in May with the architects. ACAC will be notified of winner
in May.
· As noted in the March minutes, there will be an extended show in the Rotunda in November
and December with a selection of works from artists who have already had their art shown in
the Rotunda for its ten-year anniversary. Special Artist-in-Residence programming is also
scheduled for this fall's anniversary. Dates: October 1 - AIR reception in Gallery; November
12 - Rotunda anniversary in Gallery.
3.2 DAC Report - Denis
· New Market: April 27 is scheduled for an open house for business, services in the district;
May 22 is the official opening and September 2004 is the opening for the general public.
Erina will send specific times to ACAC members once released by .
· DAC members discussed negative feedback re lack of pedestrian traffic downtown.
· Julie Dean is co-ordinating a safety audit in the Downtown that will be done in June & July -
will involve students from University of Waterloo Planning.
3.3 CDC Report - Ron
· Volunteers are still needed for the Grand Gathering, May 13-16, Walper Hotel.
· April 22 is Canada Book Day. The New Quarterly, WRAC and KPL is holding an evening of
readings and book talk at the main library branch at 7:00 p.m. Tickets are $10 - proceeds to
go to the Literacy Fund.
· An information session re Community Living Spaces was held at the computer lab at the
university. Currently looking at how to make the project sustainable.
· Artists from Globe Studios will take over the leadership of "Festival of the Human Voice". A
name change is being discussed - "City of Song". Also looking to incorporate.
· ACAC members felt that a response should be made to an article in the "Globe and Mail,
suggesting that the Waterloo Region was lacking in cultural activities.
ACTION:
Virginia will draft a letter in response to the article in the "Globe and Mail" and will
forward it to Erina who will circulate it for signatures.
3.4 WRAC Report - Martin
· CulturePlan II Interviews are underway - feedback received on the process has been very
positive.
· The Centre in the Square is holding its 25th anniversary (when??). Martin commented that
discussions should be held on archiving information regarding area arts councils - what needs
to be archived and how should it be done.

4.0 STAFF REPORTS
4.1 Program and Resource Services - Jo-Ann
· Funding approval was received on March 29 for the Woodworking and Craft Centre. The
Committee is currently going through the process of incorporation. Membership to the
Centre has not been discussed yet.
· KOR is still exploring issues. A meeting is being held to discuss the art feature at the
entrance to Victoria Park, as KOR would also like to add a sculpture in that area.
· April 18-24 is National Volunteer Week.
4.2 Erina Harris - Arts and Culture Co-ordinator
· Plans are underway for One Book, One Community and Word on the Street. More
information to come.
· The Glass Blowing equipment was appraised - staff is not yet revealing the appraisal value.
The equipment is not in very good shape & will have to be refurbished and safety-certified.
There are several people interested in the equipment, but only a few want the whole thing.
Erina is working with the Purchasing Department regarding the tender sale process. Monies
received will back go to public funds as approved by Council.
When asked by Erina, ACAC members reaffirmed their endorsement of the recommendation
previously made regarding the sale of the glass blowing equipment, restating that they
recommend it be sold as a whole, not in pieces. All were in favour; carried.
5.0 OTHER
· A dinner/dance will be held at the Button Factory Saturday, April 17 - tickets are $25/each.
· A Needlework Conference will be held at the Waterloo Recreation Complex on May 5 from 1-
3:30 p.m.
· May 9 - Kitchener-Waterloo Art Gallery opening from 1-5 p.m.
6.0 ADJOURNMENT/NEXT MEETING
The next ACAC meeting will take place on May 11th at 4:00 p.m in the Schmaltz Room at
Kitchener City Hall.
