Shelley attended the meeting to advise the group of the proposed Healthy Community Plan for
Kitchener and provided the following information (including a handout):
In April 2004, Council identified the development of a "Healthy Community Plan" as a priority in
its shared agenda for this term of Council office (2003-2006). Council/staff wanted to take stock
to see what we are doing across the city and beyond. Many components of a full Healthy
Community Plan for the City of Kitchener exist, albeit largely disconnected, unco-ordinated and
situated at various points within our corporation, through out a number of community systems
and across various orders of government. To better understand these efforts, Council and staff
are looking for opportunities to coalesce actions and mandates and identify opportunities and
initiatives in priority areas that have been ignored. The project will (first) gather existing
information and (second) answer 3 questions: What do we have? What do we need? And how
will we get there?
In order to ensure broad participation from the community, a Working Group will be established
to actively participate in the development of a Healthy Community Plan for the City of Kitchener.
The group will be representative of the City's Advisory Committees, as well as other community
sectors and interests. It will be co-chaired by a community members and a City Councillor and
will relate directly to City Council through the Office of the Chief Administrator. The Healthy
Community Plan Working Group, with the support of City staff, will develop a long-term strategy
for healthy community policy and programs across environmental, economic and social service
areas within the City's mandate or sphere of influence. The resulting plan will not supersede
existing project or program terms of reference/mandates/priorities, but rather build upon them
and strengthen potential for outcomes. Advisory committees will receive and provide input into
the proposed framework at their November meetings. Council will receive a final draft for their
consideration and approval at the November 29/05 Special Council Meeting.
Shelley asked that anyone interested in being on the committee or who has comments, contact
her at 741-2687.
Peter noted that this is the last meeting of the current ACAC group. The December meeting will
signal the beginning of the new year for ACAC with a revised member complement comprising
both current and new-to-the-group members. Erina has not heard from the Clerk's Department
on whether a decision has been made regarding the new members.
2. NEW BUSINESS
2.1 City Annual Grant Process - Peter Harris
· None of the more recent grants have been approved but are going to Council in December.
Two were turned down as they were seen as ineligible for full funding.

3. REPORTS
3.1 PAWG report - Virginia
· The deadline for the Downtown Resource Centre Public Art Competition is November 30.
· The AIR ten-year anniversary opening was well attended. The size of the artwork submitted
for the showing had to be limited which caused a problem for an artist.
· Three artworks (ASAP Art Project) were destroyed by the contractor at the Multicultural
Centre. Discussion to reimburse the artist continues.
3.2 DAC Report - Denis
· No report as Denis was unable to attend.
3.3 CDC Report - Ron
· A report is going to Waterloo City Council regarding the Old Train Station (in Waterloo) that is
currently being used as a tourism office. One suggestion is to turn it into a visitor and
heritage centre for both cities.
· An update will be given at the December meeting regarding the feasibility study for live/work
spaces.
· Information packages have been sent ACAC members re the City of Kitchener Leisure
Facilities Master Plan - the CulturePlan is tied in with this study. Peter and Ron will attend
public meeting regarding the plan, that will be held on November 18 at 7:00 p.m. at the
Auditorium.
4.0 STAFF REPORTS
4.1 Arts Update - Erina Harris
· The Rotunda Ten-Year Anniversary Gala will be held on November 12 at 7:00 p.m. at City
Hall. All artists who had an exhibition in the Rotunda over the past ten years were invited to
submit work.
· "Artery", The Student Gallery show opening was excellent - great attendance (Downtown
Kitchener) .
· The New Quarterly will hold its annual fundraiser, "Written in the Stars", on Saturday
November 13 at St. Jerome's. Tickets are $50/each or $75/for 2.
· The Culture Plan II is being prepared and will be reviewed by City staff and Council regarding
budget/timelines. The document will come to ACAC for comments and also to Council for
approval. Erina will attend a CDC meeting to update in the new year.
4.2 Program and Resource Services Update - Erina
· KOR continues to develop programming.
· The construction project at Homer Watson Gallery is ongoing.
· The Registry Theatre AGM is upcoming - Erina will send info to anyone interested in
attending.
· Don Chapman is now working at the Market.
· The Caucus Room (beside the Mayor's Office) usually has an exhibition of artwork - Erina is
looking to find anyone who may be interested in showing their work.
· The Community Services Department wants a more detailed business plan before deciding
what to do about the Bullas Fountains. Ernest Daetwyler will be hired to draft pros/cons and
to give projected maintenance costs.
· The department is also asking for a business case on costs associated with the Firefighters
memorial.

5.0 ADJOURNMENT/NEXT MEETING
A motion was made by Robert, seconded by Ron, to adjourn the November ACAC meeting. All
were in favour.
The first ACAC meeting of the new Advisory Council year will take place on December 14th at
4:00 p.m. in the Schmaltz Room at Kitchener City Hall.
