DELEGATION N/A 2. APPROVAL OF MINUTES AND REVIEW OF AGENDA A motion was made by Martin, seconded by Denis, to accept the minutes of the March meeting as well as the April agenda. All were in favour; carried. 3. BUSINESS ARISING 3.1 Welcome to New Member · Welcome to Isabel Cisterna, appointed by Council by request of ACAC. · Introduction of Terry Pender from the KW Record who will be sitting in on ACAC meetings. These are public meetings so what is said is for public consumption. 3.2 CulturePlan II Draft - Martin Martin and Erina presented the Draft Culture Plan II. · Martin presented overview of process since January 2004. · Next Steps: meetings with City depts., Mayor and Counsellors individually about the plan, interdepartmental updates. · Erina and Martin also met with CDC of C of Waterloo and other interested groups. · Mayor and CAO already championing the principles of the plan. · 58 recommendations including: · Modest budget increase - (includes additional staff) · Phase in for public grant program increasing by $10k/year to $150k by 2010 · Annual grants - keep expanding to include flagship orgs and new/emerging orgs · Feasibility study on two downtown initiatives; possible facility and diversity policy. · Full commitment and participation recommended · Capital partnerships as per Master Leisure Plan procedures · Possible increases in capital projects and annual grants Overall dollar increase as a result of plan is approx $500k over five years but it will produce great social and financial benefit. · Implementation team will take plan to the next phase. ACTION: (i) Erina will keep ACAC updated of edits to final draft. (ii) Role of ACAC - familiarize yourselves with plan; be prepared to be ambassadors for plan; recruit members of public to attend final public meetings. Erina will pass the following comments to the Implementation Team: the area of cinematography/film K-W seems to be missing from plan - some mention but could be expanded; broader knowledge and understanding of cultural industries that expand beyond our borders but are active here too. \April 2005 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE Tuesday April 12, 2005 - 4:00 p.m. 3.3 Grant Submissions - Annalee Annalee summarized grants sub-committee's recommendations on two grants: 1. $5,000 grant from KW Artisans Festival to be held on June 11/12 at Your Kitchener Market and on King Street - recommend grant go forward to council 2. $10,000 grant from Downtown Kitchener Motorcycle Meet & Greet Org Cmtee to be held on Father's Day - this was sent back to applicants requesting more information and detail about sponsors' and funding needs - told they need to complete the required forms and provide all required info A motion was made by Annalee, seconded by Denis, to recommend $5,000 grant to KW Artisans Festival. All were in favour; carried. 3.4 Firefighter's Memorial Donation - Erina Neighbourhoods interested in having Firefighter's Memorial Sculpture and playground - may go to May 2 council meeting. 3.5 Planning Department Initiatives - Erina As a result of ACAC's question about what 'encourage' means in the Public Art Policy re private developers involvement, City planners have invited Erina to attend planning meetings with developers. This is not possible, so Erina will explore partnering with planning to develop a presentation that planning can use. 3.6 Downtown Implementation Initiatives - Erina Sylvia Wright - discussions with Erina on area of collaboration between ACAC and Downtown Development - sharing comments from public through Culture Plan and how can downtown be marketed? 4. NEW BUSINESS 4.1 ACAC Membership - Virginia Virginia Eichorn is leaving ACAC. A motion was made by Martin, seconded by Graham, to accept recommended replacement - Sheila McMath (member of PAWG). All were in favour; carried. This will now be brought to Council for approval. 5. REPORTS 5.1 Public Art Working Group (PAWG) Report - Virginia · Two public art works have been approved by Council, Stanley Park Community Centre and Grand River Library. 5.2 Downtown Advisory Committee (DAC) Report - Denis · Bud Walker from U of W provided city with an understanding of student housing needs from school of pharmacy - looking for village style residential community - not high density "typical" student housing - adaptive reuse favourably received. \April 2005 - ACAC Minutes 2 ARTS AND CULTURE ADVISORY COMMITTEE Tuesday April 12, 2005 - 4:00 p.m. 5.3 Cultural Development Committee (CDC) Report - Ron · Annalee presented at the CDC meeting today re the Community Foundation. A staff person from the Cultural Affairs Department at Wilfrid Laurier University also made a presentation. · The City of Waterloo's Heritage Collection Policy is being finalized. · Four municipal cultural planning forums will be held in April. This area will host a forum for municipal staff to be held on April 28. 5.4 Waterloo Region Arts Council (WRAC) Report - Martin · Trillium funding to explore area of cooperation in arts community thru collaboration of BWA, WRAC and CCGG, KW Art Gallery and Cambridge Gallery. · Arts stabilization project with provincial Trillium funding through KWCF and in partnership with Sudbury, Windsor and Kingston - meeting in May for the final stage of resource mapping and with fuller community participation - develop action plan and get buy in from institutional arts community. · Municipal Cultural Planning session for SW Ontario - Kitchener has been selected as one of the best practice examples for its Culture Plan II and will be presenting at the forum. 5.5 Staff Reports The Rotunda display in May is by Southwood School. Members are invited to attend the opening on May 5 at 5:00 p.m. 5.5.1 Special Events - Don Chapman Don provided an events update: · Looking at getting Pea pod fountain open and running again - co-ordinate with official re- opening of outdoor part of market on May 1. ACTION: Don will spend 20 minutes at next ACAC meeting on the Events Strategy Work - did tell us that the three main objectives of strategy are: develop community spirit, bring people downtown, event development. · Important to continue to look for and develop multicultural events - will do everything they did last year. · KDBA asked city to take over their events and transferred $40k to help fund these events - city taking over Cruising on King Street as a result. · Canada Day will see the first Firefighters Combat Challenge. · Old Market Mural found in storage and will be displayed in new market and original market bell will move to new market 6.0 OTHER · Artist in Residence, Tony Urquhart is moving into City Hall. There is an Open House planned for May 5 from 9-11 a.m. · Peter Etril Snyder is willing to donate drawings for a tax receipt. Erina to investigate - at present there is no facility available. · City continues to work with Registry Theatre, Homer Watson Gallery and KOR Gallery. 7.0 ADJOURNMENT/NEXT MEETING Motion to adjourn by Denis; Isabel 2nd; carried.
