FEBRUARY 19, 2001CITY OF KITCHENER
The Community Services Committee met this date, chaired by Councillor G. Lorentz, commencing at 1:38
p.m., with the following members present: Councillors M. Galloway, J. Smola, B. Vrbanovic, C. Weylie
and J. Ziegler.
Others Present:Ms. S. Massel, Ms. K. Kugler, Ms. D. Gilchrist and Messrs. D. Daly, K. Baulk, G.
Hastings, P. Beaudry, G. Melanson, D. Chapman, T. Potworka and S. Saleh.
1.
OPEN EARS FESTIVAL GRANT REQUEST
The Committee members had been provided with copies of Community Services Department
report CSD-01-030, dated February 16, 2001, recommending a cash grant of $18,860. for the
2001 Open Ears Festival of Sound and Music. Ms. Cheryl Ewing, representing the Open Ears
Festival, appeared as a delegation in support of the grant request and to provide the
Committee with background information on this event and to advise of the benefits to the City
of Kitchener for having this event held in the downtown. She noted the national attention this
festival attracts and of the economic impact on the downtown. She thanked the City for its
prior sponsorships and noted that the City's support brings free opportunities to the citizens of
Kitchener to explore the downtown.
Councillor M. Galloway put forward the recommendation contained in the staff report.
Councillor J. Ziegler questioned whether this amount of money had been included in the
budget on February 2nd and was advised that it had not. Mr. K. Baulk advised that this is not
an annual grant and it only comes to the City from time to time. He advised that staff will be
looking at the long-term viability of the festival and whether they should be included as an
annual grant. He noted that staff will be looking at a business plan and long range planning
for this event. Councillor J. Ziegler suggested that the City budget half of the sponsorship
amount each year and noted that unexpected expenditures of this amount cause problems
with the grant budget.
On motion by Councillor M. Galloway -
it was resolved:
"That a cash grant of $18,860. be approved for the 2001 Open Ears Festival of Sound and
Music."

CSD-01-025- KITCHENER MEMORIAL AUDITORIUM COMPLEX
- WORK PLAN FOR MASTER SITE PLAN UPGRADES
The Committee was in receipt of Community Services Department report CSD-01-025, being a
work plan for the master site plan upgrades to take place at the Kitchener Memorial Auditorium
Complex. Mr. K. Baulk introduced the report and advised that there are 6 phases to be
accomplished between now and completion of the project. He advised that public consultation has
taken place along with the site plan review, and there has been a feasibility review. He advised
that, barring any unforeseen incidents, staff expect that the majority of the work at the Auditorium
Complex will be completed by the end of the year with a grand opening to take place in January
2002.

CSD-01-029- DOON VALLEY GOLF COURSE EXPANSION
- WORK PLAN
The Committee was in receipt of Community Services Department report CSD-01-029, dated
February 12, 2001, providing a work plan for the Doon Valley Golf Course Expansion. Mr. G.
Hastings was in attendance to represent the report and provided a summary of the work plan
submitted with the report. He noted that the project is now in phase 3 which requires a field
survey of the entire property. Once the survey is completed the concept will be presented to
the affected residents and others who are interested. Following this presentation, the zone
change application will be made to the City of Cambridge.

CSD-01-020- KITCHENER FARMERS' MARKET
- WEEKLY RENTAL AGREEMENT
The Committee was in receipt of Community Services Department report CSD-01-020, dated
January 30, 2001, recommending the form for a weekly market vendor rental agreement. Ms. S.
Massel was in attendance to represent the report and advised that staff are asking for approval of
a contract for short term vendors at the Kitchener Farmers' Market. She noted that the main
difference between the regular contract for annual vendors and the contract for short term vendors
is that the short term vendors are not guaranteed a specific location within the market.
On motion by Councillor J. Smola -
it was resolved:
"That Council approve and authorize the use of the Kitchener Farmers' Market Weekly
Rental Agreement, in the form attached to Community Services Department report CSD-01-
020 as a pre-approved contract to be used with short term vendors at the Kitchener
Farmers' Market."

CSD-01-024- SKILLS CANADA
- SPONSORSHIP GRANT REQUEST
The Committee was in receipt of Community Services Department report CSD-01-024, dated
February 9, 2001, recommending that the City purchase a premier sponsorship for the 12th
Annual Ontario Technological Skills Competition to be held from May 6 - 9, 2001, at the Kitchener
Memorial Auditorium Complex. The report noted that Skills Canada entered into a 5-year
agreement from 2000 - 2004 to host their event in the City of Kitchener as a result of the City's
financial commitment to this event.
Ms. Gail Smythe of Skills Canada was in attendance to represent the request for the City to
purchase a premier sponsorship and in support of the staff recommendation. She advised of the
success of Skills Canada and these competitions and of the outstanding support received from this
community for the competitions. She asked Council for its continued support.
Councillor B. Vrbanovic congratulated Ms. Smythe on the success of Skills Canada and what has
been done at the Kitchener Memorial Auditorium Complex.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That a grant in the amount of $25,000. be approved for a premier sponsorship for the 12th
Annual Ontario Technological Skills Competition being held May 6 - 9, 2001 at the
Kitchener Memorial Auditorium Complex."
6.
CSD-01-028- INDUSTRIAL ARTIFACTS PROJECT
- SIGNING AUTHORITY FOR LETTER OF UNDERSTANDING
RE: USE OF CITY SUPPORT SERVICES AND SPACE IN
VICTORIA PARK PAVILION
The Committee had been provided with a new copy of Community Services Department report
CSD-01-028, dated February 17, 2001, attached to which was a copy of the Letter of
Understanding between the Corporation of the City of Kitchener and the Industrial Artifacts Project.
Mr. G. Melanson advised the Committee members that the new copy of the report had been
provided because the wrong agreement had been attached to the report that is included in the
Committee's agenda.
On motion by Councillor M. Galloway -
it was resolved:
"That Council approve the January 29, 2001 Letter of Understanding with Nicholas Rees,
Director of the Industrial Artifacts Project, as attached to Community Services Department
report CSD-01-028; and further,

That Shelley Adams, Director of Community Programs and Services Division, be authorized
to sign the Letter of Understanding on behalf of the City."

CSD-01-027- KITCHENER OKTOBERFEST LIONS CLUB
- LICENSING AGREEMENT
- USE OF SPACE IN GRAND RIVER RECREATION COMPLEX
The Committee was in receipt of Community Services Department report CSD-01-027, dated
February 8, 2001, recommending an agreement with the Kitchener Oktoberfest Lions Club Inc.
with respect to their use of designated areas in the Grand River Recreation Complex.
On motion by Councillor J. Smola -
it was resolved:
"That the Mayor and Clerk be authorized to execute a Licensing Agreement dated
December 19, 2000 with the Kitchener Oktoberfest Lions Club Inc. regarding their use of
designated areas in the Grand River Recreation Complex, in the form as attached to
Community Services Department report CSD-01-027."

CSD-01-031- COMMUNITIES IN BLOOM
The Committee was in receipt of Community Services Department report CSD-01-031, dated
February 16, 2001, recommending that the City of Kitchener participate in the 2001 Ontario edition
of Communities in Bloom. The report advises that an invitation has been received to participate in
the Ontario edition of the Communities in Bloom Program this year. The Kitchener in Bloom
Committee met on February 15, 2001 to discuss the invitation and was enthusiastic about their
support to enter the program in 2001, as well as continuing with the successful local program such
as the Front Yard and Business Awards Competition.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That the City of Kitchener participate in the 2001 Ontario edition of Communities in
Bloom."
