JUNE 4, 2001CITY OF KITCHENER
A special meeting of City Council was held at 11:45 a.m. this date and Chaired by Acting Mayor B.
Vrbanovic with the following members present: Councillors J. Smola, J. Ziegler, M. Galloway, G. Lorentz
and C. Weylie.
Notice of this special meeting had previously been given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Council considered recommendations arising from the Finance and Administration Committee meeting
of this date concerning requests to conduct Progressive Bingo Games.
Councillor B. Vrbanovic disclosed a pecuniary interest and abstained from all voting and discussion
concerning this matter as he is associated with an organization that derives part of its revenues from
bingos.
Moved by Councillor J. Smola
Seconded by Councillor J. Ziegler
“That the City of Kitchener has no objection to a Provincial Licence being issued to the
Kitchener Charities Bingo Committee to operate a Progressive Bingo Game (Rules of Play ‘A’
– Accumulator Style Game) on an on-going basis; and further,
That the City of Kitchener has no objection to a Provincial Licence being issued to the
Concourse Charities Bingo Association to operate a Progressive Bingo Game (Rules of Play
‘D’ – Two $5,000. Progressive Style Game) on an on-going basis.”
Carried.
Council was in receipt of Corporate Services Department report CRPS-01-082 (J. Koppeser), dated
May 29, 2001, recommending declaration of the K-W Multicultural Festival as a “Community Festival”
and the issuing of a Temporary Retail Market Licence.
Moved by Councillor G. Lorentz
Seconded by Councillor M. Galloway
“That in conjunction with the Multicultural Festival and all activities connected therewith, to be
held at Victoria Park, Saturday, June 23, 2001 and Sunday, June 24, 2001, the period of June
23 to July 2, 2001, inclusive, be declared a period of Civic Celebration in the City of Kitchener
and that this event be considered a “Community Festival” within Kitchener; and further,
That the Kitchener-Waterloo Multicultural Centre Inc. be granted a Temporary Retail Market
Licence, provided the necessary licence, including Health and Fire approvals, is obtained.”
Carried.
Council was in receipt of Community Services Department report CSD-01-090 (N. Voll/S. Adams/F.
Pizzuto), dated June 1, 2001, recommending the City enter into an agreement for use of a kiosk to
sell raffle tickets.

Seconded by Councillor G. Lorentz
“That the Mayor and Clerk be authorized to sign a short term lease agreement, to the
satisfaction of the City Solicitor, enabling City of Kitchener staff, Youth Services Canada staff
and Community Services volunteers to use the community kiosk at Fairview Park Mall
(Cadillac Fairview Corporation Ltd.) from June 11 to 17, 2001.”
Carried.
Council was in receipt of correspondence from L. Gordon, Manager of Purchasing, dated May 31,
2001, recommending awarding of a renovation contract for the Centreville-Chicopee Community
Centre.

Seconded by Councillor M. Galloway
“That Tender T01-064, Renovations to the Centreville Chicopee Community Centre, be
PM Contracting Ltd., Kitchener,
awarded to at their tendered price of $56,746., plus G.S.T. “
Carried.
G. Sosnoski advised of two additional items for in-camera consideration this date, both subject to
solicitor-client privilege.
Moved by Councillor B. Vrbanovic
Seconded by Councillor C. Weylie
“That an in-camera meeting of City Council be held immediately following this special meeting
to consider three personal matters, a personal matter also subject to solicitor-client privilege, a
land acquisition matter, a labour relations matter and four matters subject to solicitor-client
privilege.”
Carried.
On motion, the meeting the recessed at 11:47 a.m. and re-convened at 3:07 p.m., Chaired by Mayor
C. Zehr and with all members present.
Council considered a recommendation arising from the Community Services Committee meeting of
this date involving nominations for the Syl Apps Award.
Moved by Councillor G. Lorentz
Seconded by Councillor M. Galloway
“That the City of Kitchener Council endorses the nominations of Tara Shephard and Graham
Duench for the 2001 Syl Apps Awards of Excellence.”
Carried.
It was noted that consideration of an Itinerant Vendor Licence application from Vi Tran stands
referred to the Committee of the Whole agenda of June 11, 2001.

Seconded by Councillor C. Weylie
“That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 2001-104 by the Clerk.”
Carried.
On motion, the meeting adjourned at 3:08 p.m.
