Galloway - Chair Ms. J. Armstrong, Ms. D. Kuehl, Ms. L. Harris, Ms. A. Moore, Ms. E. Gallaher and Messrs. K. Kirby, J. Countryman, G. Yeates, J. Law, M. Stranz and Z. Janecki Staff: J. PRESENTATION - REGION OF WATERLOO - CULTURAL HERITAGE LANDSCAPES The Committee was in receipt this date of the Region of Waterloo Cultural Heritage Landscapes (CHL) discussion document, dated May 2005 concerning a Region of Waterloo initiative for the identification and protection of Cultural Heritage Landscapes. Ms. Kate Hagerman, Cultural Planner, and Ms. Lucille Bish, Director of Community Services, Region of Waterloo, gave a presentation on Cultural Heritage Landscapes (CHL), defined as a specific geographical area of heritage significance which has been modified by human activities and is valued by a community. In order to be significant, the CHL must be valued for the important contribution it makes to people's understanding of the history of a place, an event, or the inhabitants. Ms. Hagerman stated that the 3 types of Cultural Heritage Landscapes are: designated or intentionally created landscapes, such as, estates or parks; evolved landscapes which have developed organically over time; and, associative landscapes which are characterized by powerful religious, artistic, or cultural associations. Ms. Hagerman outlined the CHL identification criteria and the benefits of protecting them. She distributed a map of Kitchener and requested that Heritage Kitchener form a sub-committee to plot on the map possible CHL's in the City. She requested that this identification include: a general location; significance of area; the character defining elements; and, the boundaries and measurements of integrity of the site. Ms. Bish advised that they have yet to determine the level of government that will be responsible for designation of CHL's. She stated that they have met with local area municipal heritage staff for comment, and intend to compile the preliminary information received by the end of the summer into a draft policy framework to be integrated into the new Official Plan 2006. She requested that the sub-committee have information to her by the end of June 2005. In response to questions, Ms. K. Hagerman advised that buildings can be included as a feature, noting that a CHL can include more than one property. Ms. Hagerman reiterated that it is yet to be determined if the Region or the City will be responsible for designation. Mr. L. Bensason advised that during the meeting with the Region numerous questions were raised regarding the implementation of this policy and if a Cultural Heritage Assessment will be needed each time an application is received. He suggested that the Region hold a public feedback session. Ms. Bish advised that with this new policy they are beginning by stating in very general terms what they wish to accomplish and will narrow the focus as they proceed. She added that once their preliminary package is put together it will be presented to a focus group and then move on from there. She noted that the sub-committee does not have to limit itself to Kitchener and can include sites of interest outside the City. Councillor M. Galloway advised that the Committee will determine who will be involved on the requested sub-committee and will respond to the Region accordingly. 2. DTS-05-096 - PROPOSED HERITAGE DESIGNATION - 318 DUKE STREET WEST (FIRE HALL NO.2) The Committee was in receipt this date of a Statement of Significance / Heritage Property Report for 318 Duke Street West (Fire Hall No.2), dated June 2005, which provides historical information and an architectural description of the subject property. In addition, the Committee was in receipt this date of a copy of a fax, dated June 7, 2005 sent by the owner of the subject property to staff in response to the Statement of Significance. HERITAGE KITCHENER JUNE 7 2005 - 24- CITY OF KITCHENER 2. DTS-05-096 - PROPOSED HERITAGE DESIGNATION - 318 DUKE STREET WEST (FIRE HALL NO.2) (CONT'D) Mr. L. Bensason advised that he spoke with the property owners after the last meeting and they seemed agreeable to the idea of a Part IV designation, but reiterated their objection to a Heritage Conservation Easement Agreement. Mr. Bensason proposed the Committee proceed with the designation process and suggested that if the owner objects to the Notice of Intention that a Heritage Conservation Easement Agreement be added as a condition of approval to the owner's Zone Change Application. Mr. Bensason reviewed the circulated material and noted that typically designations do not mention interior features, but of particular interest in this case is the fire hose drying tower. He advised that the owners were given a copy of the Statement of Significance on June 2, 2005 and that he received the owner's response at noon today. He requested that the building's 1913 date stone be added to the Statement of Significance. Mr. Brian Bee, owner, stated that he wanted the Committee to understand the impact of a designation on an owner and that he has planned some changes, as outlined in his fax, to the property. Further, he requested the Committee recommend to Council: the waiving of the requirements of the Region of Waterloo's Noise Impact Study and Record of Site Condition; the City re-grade the lane-way adjacent to the north side of his property to lower the grade up to 14"; and, the City provide engineering and subsequent drain system connections up to the foundation wall for a basement drain, perimeter drain system and to a storm water catch basin in the parking area. Mr. Bee advised that on the second floor they had planned to install a deck and to add an additional deck to the rear of the building as a life safety requirement. He noted that the current garage style doors are not weather proof and may need to be changed so that they are no longer a functioning rollout door. Mr. Bee stated that on the top level of the drying tower they want to install architectural glass to make it a functional sitting area. He expressed concerns that maintenance costs to the property may increase as a result of the designation. Councillor M. Galloway advised that the Committee only has jurisdiction over whether or not to recommend the designation and not over the areas of concern that the owner has requested the City's assistance with. He stated that with regard to those issues, the Committee can only forward them to Council and request that they be forwarded to the appropriate staff for review and consideration. In response to questions, Mr. J. Willmer advised that the Zone Change Application is nearing its final stage and staff is anticipating holding a public meeting in August 2005. Mr. L. Bensason advised that he may not object to the owner's proposed glass floor on the top level because it still allows one to see the functionality of the hose tower. He added that it is difficult to comment on the proposed changes without knowing the specific details. He noted that with regard to Mr. Bee's requests he could not say with complete certainty that all will be supported by Council. Mr. Bensason stated that with regard to adding a Heritage Conservation Easement Agreement as a condition of approval of the Zone Change Application, the owner always has the right to appeal the decision. The following motion was voted on in 3 separate parts. On motion by Mr. Z. Janecki - it was resolved: "That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be directed to publish a Notice of Intention to designate the property municipally known as 318 Duke Street West (former Fire Hall No.2) as being of cultural heritage value or interest, with the following heritage attributes: Former Fire Hall No.2 was built in 1913 and is located at the northeast intersection of Duke Street (formerly Edward Street) and Breithaupt Street. The building features a classical style in the Italian Villa tradition and is in near original condition. The Fire Hall is Kitchener's oldest former fire hall building and was constructed to serve the needs of Berlin's industrial area and rapidly expanding residential community. Architecturally, the fire hall is rich in detailing, exemplifying characteristics common to Berlin era brick buildings including pilasters, voussoirs and corbel details. Of particular interest is the hose tower which was used to hang and dry out the hoses. HERITAGE KITCHENER JUNE 7 2005 - 25- CITY OF KITCHENER 2. DTS-05-096 - PROPOSED HERITAGE DESIGNATION - 318 DUKE STREET WEST (FIRE HALL NO.2) (CONT'D) The Heritage Attributes of the building include: all building elevations including original 3 storey 'L' shaped plan with 1 and 1 112 storey ell side extension, 2 storey rear extension, and attached 22 metre hose tower; stone foundation; red brick facades and brick detailing including pilasters and corbelling at the foundation and below the cornice on the north elevation, brick voussoirs above window and door openings, and semi-elliptical headed arcade on the hose tower; 1913 date stone on the west elevation; all window and door openings including garage door openings; all wood windows and doors including the garage doors and the 5-panel double wood doors on the second storey of the north elevation; concrete sills; wood soffit and facia; roof and roofline including parapet walls and brick chimney; and the framed and open vertical shaft of the interior of the hose tower from ground to top floor; and, That the requests of the owner(s) of 318 Duke Street West, as outlined in their written submission of June 7, 2005, including: waving the requirements of the Region of Waterloo's noise impact study and Record of Site Condition; the City re-grading of the laneway adjacent to the north side of the property to lower the grade up to 14 inches; and, the City providing engineering and subsequent drain system connections up to the foundation wall for a basement drain, perimeter drain system and to a storm water catch basin in the parking area, be forwarded to the appropriate staff for review and consideration; and further, That if the owner(s) of 318 Duke Street West object to the Notice of Intention staff be directed to add a Heritage Conservation Easement Agreement as a condition of approval of the Zone Change Application for the subject property." 3. HERITAGE PERMIT APPLICATION HPA 2005-IV-002 - 120 DUKE STREET WEST (ST. JEROME'S COLLEGE) - COUNCIL RESOLUTION - RETENTION / REMOVAL OF THE CROSS The Committee was in receipt of excerpts from the May 16, 2005 special Council minutes concerning the deferral of a Council resolution to Heritage Kitchener regarding the cross at St. Jerome's College / High School. In addition, the Committee was in receipt this date of a memorandum, dated May 26, 2005 from Ms. Fiona McCrea providing the City's Legal Services position that the cross is a designated feature. The Committee was in further receipt this date of a fax from Goodmans LLP to Mr. Ron Dupuis, Wilfrid Laurier University (WLU), dated June 7, 2005 regarding the solicitors for WLU's position that the cross should not be included as an aspect of the heritage designation applied to St. Jerome's College / High School. Mr. L. Bensason advised that Council resolved to remove the cross from St. Jerome's and donate it to the Father's of the Resurrection Congregation to be included as part of a display. He added that this resolution was referred to Heritage Kitchener for review and consideration. Mr. Bensason put forward that the Committee request that Council ask the owners to submit measured drawings of the cross, surrounding gables and the peak of the pediment to the City for its archives. In response to questions, Mr. L. Bensason advised that there is a cost involved in providing the measured drawings; however, WLU has expressed no concerns over providing measured drawings for the windows. He reiterated staff's position that the cross is a designated feature by virtue of being a part of the roofline which is included in the designation. Mr. R. Dupuis, WLU, advised that he supports Council's resolution and requested that the Committee endorse it. He added that he would be in support of providing measured drawings as suggested by Mr. Bensason. Councillor M. Galloway reviewed what occurred at the previous Council meeting regarding this issue and advised that any recommendations coming out of Heritage Kitchener this date will be forwarded to the special Council meeting on June 13, 2005. HERITAGE KITCHENER JUNE 7 2005 - 26- CITY OF KITCHENER 3. HERITAGE PERMIT APPLICATION HPA 2005-IV-002 - 120 DUKE STREET WEST (ST. JEROME'S COLLEGE) - COUNCIL RESOLUTION - RETENTION / REMOVAL OF THE CROSS (CONT'D) Mr. Z. Janecki put forward Council's resolution with the additional requirement to provide the measured drawings as discussed. At the request of Ms. D. Kuehl the following motion was voted on in 2 parts. On motion by Mr. Z. Janecki - it was resolved: "That the cross at 120 Duke Street West (St. Jerome's High School/College) situated on the peak of the pediment on top of the central pavilion on the south (front) elevation be removed and returned to its original owner, the Fathers of Resurrection Congregation, for eventual display at the University of St. Jerome's College; and, That the owners submit measured drawings of the cross, surrounding gables and the peak to the City for its archives; and further, That the Wilfrid Laurier University be required to erect a display and narrative of the history of the school at 120 Duke Street West property, in consultation with the City's Heritage planner and a representative of the Resurrection Congregation." 4. DTS-05-090 - HERITAGE PERMIT APPLICATION HPA 2005-V-004 - FRONT PORCH ADDITION - 22 THERESA STREET - VICTORIA PARK HERITAGE CONSERVATION DISTRICT The Committee was in receipt this date of Development and Technical Services Department report DTS-05-090, dated May 24, 2005 regarding a request to construct a front porch addition at 22 Theresa Street, which is within the Victoria Park Heritage Conservation District. Ms. S. Rice advised that staff is recommending the approval of this application with a condition that the proposed porch be re-designed so that the individual spindles forming part of the guard be positioned between the top and bottom rail; and, that the pressure treated wood be painted a colour complementary to the existing building, as outlined in the staff report. Ms. J. Armstrong expressed concern with the recessed steps, outlined in the Heritage Permit Application (HPA), and requested that they be moved forward to be in keeping with the styles of the neighbouring properties. She advised that to accomplish that, the applicant will either have to move the deck back or get an agreement from the City to have the steps encroach on the setback. A discussion ensued regarding the best re-positioning of the steps to allow for the continued functionality of the deck. On motion by Ms. J. Armstrong - it was resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA 2005-V-004 (22 Theresa Street) be approved to permit the work as shown on the site plan, submitted with the application, and indicated as 'SKA-1' attached in Appendix 'A' to Development and Technical Services Department report DTS-05-090; subject to the following conditions: a) That the proposed porch be re-designed so that the individual spindles forming part of the guard be positioned between the top and bottom rail, and that the pressure- treated wood should be painted a colour to compliment the existing building, as noted in the details and drawing attached as Appendix 'B' to the staff report; and further, HERITAGE KITCHENER JUNE 7 2005 - 27- CITY OF KITCHENER 4. DTS-05-090 - HERITAGE PERMIT APPLICATION HPA 2005-V-004 - FRONT PORCH ADDITION - 22 THERESA STREET - VICTORIA PARK HERITAGE CONSERVATION DISTRICT (CONT'D) b) That the proposed porch steps be re-designed so that they are located in the front of the porch and that the depth of the porch floor be consistent with the depth of the porches on the other residences on Theresa Street having the same architectural style, as opposed to the recessed steps, outlined in Appendix 'A' of the staff report." 5. DTS-05-091 - HERITAGE PERMIT APPLICATION HPA 2005-V-005 - SECOND FLOOR REAR ADDITION - 27 RICHMOND AVENUE The Committee was in receipt of Development and Technical Services Department report DTS- 05-091, dated May 24, 2005 regarding a request to add a second floor rear addition to 27 Richmond Avenue, located within the Victoria Park Heritage Conservation District. Ms. S. Rice advised that the addition will not be visible from the front street elevation and stated that the 10ft x 15 ft addition will be clad in cedar shakes with a row of 5 windows across the rear elevation and 3 / 2 windows on the side elevations. She added that the proposal meets the conditions of the District's Plan. Mr. Matt Wescott, applicant, displayed samples of the windows and cedar shakes being proposed for this project. In response to questions, he advised that the owners want to be able to open the windows as much as possible, which is why they are proposing casement windows instead of double hung. He added that the addition is setback slightly to preserve the existing gabling and the roof will be asphalt. Mr. Wescott noted that the rear elevation would be visible from Victoria Park and the addition would change the character of the house; however, the change will be in keeping with the style of the District. Ms. A. Moore put forward the recommendation from the staff report, to which Ms. J. Armstrong proposed an amendment to include provision for the colour of the siding to be consistent with the style of the Heritage Conservation District Plan and the roof be consistent with the existing. The following motion was voted on in 2 separate parts. On motion by Ms. A. Moore- it was resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA 2005-V-005 (27 Richmond Ave) be approved to permit the construction of a second floor rear addition, as shown on the plans dated May 2, 2005 submitted in support of the application, attached as Appendix 'B' to Development and Technical Services Department report DTS-05-091 ; subject to the following conditions: a) That the colour of the proposed cedar shake siding be consistent with the guidelines of the Victoria Park Heritage Conservation District Plan; and further, b) That the roofing material of the proposed addition be consistent with the style of the existing roof located on the original portion of the house." 6. DTS-05-087 - HERITAGE PERMIT APPLICATION HPA 2005-V-006 - PROPOSED 1 STOREY REAR ADDITION - 74 REX DRIVE - ST. MARY'S HERITAGE CONSERVATION DISTRICT The Committee was in receipt of Development and Technical Services Department report DTS- 05-087, dated May 6, 2005 regarding a request to add a 1 storey rear addition to 74 Rex Drive, located within the St. Mary's Heritage Conservation District. Mr. L. Bensason advised that the proposed addition is very large and in this District, is an issue due to available space. He stated that the addition is not visible from the street elevation and ties into the style of the District; as such, staff is recommending approval of this application. HERITAGE KITCHENER JUNE 7 2005 - 28- CITY OF KITCHENER 6. DTS-05-087 - HERITAGE PERMIT APPLICATION HPA 2005-V-006 - PROPOSED 1 STOREY REAR ADDITION - 74 REX DRIVE - ST. MARY'S HERITAGE CONSERVATION DISTRICT (CONT'D) Mr. Stuart Bowen, applicant, advised that the owner of this property is nearing retirement and wants to add a sunroom. Mr. Bowen noted that where the doors are shown on plans the owner wants to add a small patio and as there is a patio there at present, this represents no real change. Mr. K. Kirby advised that he spoke with the neighbouring property owners and they are supportive of this proposal. On motion by Mr. K. Kirby- it was resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA 2005-V-006 (74 Rex Drive) be approved, to permit the construction of a 1 storey rear addition, as shown on the plans submitted with this application, attached to Development and Technical Services Department report DTS-05-087." 7. DTS-05-094 - HERITAGE PERMIT APPLICATION HPA 2005-IV-007 - ALTERATION (WINDOW OPENINGS PHASE II) - 410 KING STREET WEST (FORMER KAUFMAN FACTORY) The Committee was in receipt of Development and Technical Services Department report DTS- 05-094, dated May 24,2005 regarding Phase II of the Kaufman Lofts Project. Mr. L. Bensason advised that the request is to alter the 1911 and 1925 building stages of the former Kaufman Footwear Factory to accommodate Phase II of the adaptive re-use of this property. He stated that approval of this application will restore the building to an image that was previously lost being a consistent window fagade. On motion by Mr. Z. Janecki - it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application 2005-IV-007 (410 King Street West) be approved to permit an alteration to the window openings, concrete lintels and sills, and brick and concrete infill panels (spandrels) of the 1911 and 1925 building phases of the former Kaufman Footwear factory, subject to the reuse of salvageable brick from the existing building where possible, and that the design of the new window sills be in keeping with the design of the original sills on the building, as outlined in Development and Technical Services Department report DTS- 05-094." 8. REQUEST FOR EXTENSION - HERITAGE PERMIT APPLICATION HPA 2005-V-003 - 79 JOSEPH STREET - KOR GALLERY The Committee was in receipt of a memorandum dated May 3, 2005 from Mr. L. Proulx requesting a deadline extension for Heritage Permit Application HPA 2005-V-003 to August 30, 2005. On motion by Ms. D. Kuehl - it was resolved: "That pursuant to Section 33(5) of the Ontario Heritage Act, the time limit for consideration of Heritage Permit Application HPA 2005-V-003 (79 Joseph Street, KOR Gallery) be extended to August 30, 2005 to permit the review of other options for signage for the KOR Gallery, as requested in correspondence from Mr. L. Proulx, dated May 3, 2005." HERITAGE KITCHENER JUNE 7 2005 - 29- CITY OF KITCHENER 9. DTS-05-093 - HERITAGE PERMIT APPLICATION HPA 2005-V-008 - CONVERT EXISTING DECK TO A 3 - SEASONAL SCREENED ROOM - 52 SCHNEIDER AVENUE - VICTORIA PARK HERITAGE CONSERVATION DISTRICT The Committee was in receipt of Development and Technical Services Department report DTS- 05-093, dated May 24, 2005 regarding a request to convert an existing deck to a screened sunroom at 52 Schneider Avenue, which is located within the Victoria Park Heritage Conservation District. Mr. L. Bensason declared a pecuniary interest regarding this matter as he is the applicant for this Heritage Permit Application. Ms. S. Rice advised that the applicant is requesting to build a 3 season screened sunroom on an existing deck. She displayed examples of similar designs within the District and advised that the applicant will add wood panels to support the screening. In response to questions, Mr. L. Bensason clarified that the addition will not be visible from the street elevations; the polycarbonate panels are clear to allow for additional sunlight; and the existing railing is intended to be retained. On motion by Mr. G. Yeates - it was resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA 2005-V-008 (52 Schneider Ave) be approved to permit the work as shown on the plans submitted with the application, attached as Appendix 'A' to Development and Technical Services Department report DTS-05-093." 10. REFERRAL FROM THE MAY 30, 2005 COUNCIL MEETING - CONSIDERATION OF A HERITAGE CONSERVATION EASEMENT AGREEMENT - 381 PIONEER TOWER ROAD Mr. Z. Janecki declared a pecuniary interest and abstained from all discussion and voting concerning this matter as he is employed by a Corporation with interests in this matter. The Committee was in receipt this date of excerpts from the May 30, 2005 Council meeting, concerning a request for a Heritage Conservation Easement Agreement to be applied to 381 Pioneer Tower Road. Mr. L. Bensason advised that on May 30, 2005 Council referred the following recommendation to Heritage Kitchener for comment: "That consideration of the request of Mr. Snider on behalf of Victoria Ariens, owner of 437 Pioneer Tower Road, to require a Heritage Conservation Easement Agreement to be entered into with regard to the Schoerg Farm House property, or alternatively, the Heritage Conservation Easement Agreement applied to the Betzner Farmhouse be removed to ensure equity between both parties, be deferred and referred to Heritage Kitchener for comment." Mr. Scott Snider, Turkstra Mazza Associates, lawyer for the Ariens, owners of 437 Pioneer Tower Road, advised that his clients' property is located in an adjacent subdivision, which contains the designated Betzner Farmhouse. He added that when his clients bought their property they were required to enter into a Heritage Conservation Easement Agreement. He stated that his clients' main interest in this matter is to ensure the Schoerg property is protected and that there is equity in how both properties are treated. He noted that the Schoerg property while designated, is not subject to a Heritage Conservation Easement Agreement and asked that consideration be given to this matter to ensure that both properties are treated fairly. Mr. L. Bensason advised that in 1996 a Plan of Subdivision was submitted to the City by JHS Properties Inc. and reviewed the lengthy process of finalizing negotiations. He advised that 2 years ago Council directed staff to reach a complete solution with JHS (owners of 381 Pioneer Tower Road). Mr. Bensason stated that the farmhouse on the subject property is currently in a HERITAGE KITCHENER JUNE 7 2005 - 30- CITY OF KITCHENER 10. REFERRAL FROM THE MAY 30, 2005 COUNCIL MEETING - CONSIDERATION OF A HERITAGE CONSERVATION EASEMENT AGREEMENT - 381 PIONEER TOWER ROAD (CONT'D) state of disrepair and conditions to its designation are necessary to ensure its protection and to have the owners address the repairs. He stated that the 3 primary components of a Heritage Conservation Easement Agreement are: the property is adequately maintained; the property cannot be demolished; and, the property has adequate insurance. He noted that in reaching the final solution conditions 2 and 3 will be met. In addition, as part of the solution reached the City will acquire part of the barn site on the subject property. Mr. Bensason advised that in the case of the Ariens' property an Easement Agreement was acceptable to the owners; in the case of 381 Pioneer Tower Road it is not. He stated that Council requested that a solution be reached and part of the complete solution was to negotiate with the owners and seek what protection measures they could for the subject property. In response to questions, Mr. L. Bensason advised that this issue is much more complicated than just someone stating they have an Easement Agreement on their property so their neighbour should have one too. He added that when reaching the complete solution with the property owners of 381 Pioneer Tower Road, while an Easement Agreement was unacceptable, the owners agreed to protect those lands through a designation which contains conditions to repair the farmhouse. Mr. Bensason added that if there is a request in future to sever this land from the Plan of Subdivision an opportunity may present itself to apply a Heritage Conservation Easement Agreement. Councillor M. Galloway advised that this situation seems to be all or nothing; staff could apply a Heritage Conservation Easement Agreement on the subject property; however, if that Agreement is appealed and the appeal stands, then there would be no conditions protecting the historical significance of this property. Mr. J. Will mer stated that while there are other issues here, this Committee is mandated to focus on those relating to heritage. He added that if this Committee believes that a Heritage Conservation Easement Agreement is warranted it should recommend same to Council and should not concern itself with the other factors involved in the negotiating process. On motion by Mr. K. Kirby- it was resolved: "That pursuant to Section 37 of the Ontario Heritage Act, Council pass a by-law providing for the entering into of a Heritage Conservation Easement Agreement with the registered owner(s) of the property municipally know as 381 Pioneer Tower Road; and, That the Legal Services be directed to prepare the necessary by-law and Heritage Conservation Easement Agreement for the subject property; and further, That the Mayor and Clerk be authorized to execute a Heritage Conservation Easement Agreement for 381 Pioneer Tower Road, in a form satisfactory to the City Solicitor." Mr. Z. Janecki previously declared a pecuniary interest and abstained from all discussion and voting concerning this matter as he is employed by a Corporation with interests in this matter. 11. PROPOSED ALTERNATIVES FOR LAND EXCHANGE - 437 PIONEER TOWER ROAD At the request of the owners this item was deferred and referred to the August 9, 2005 meeting of Heritage Kitchener. 12. HERITAGE INVENTORY REVIEW SUB-COMMITTEE - UPDATE The Committee was in receipt this date of a Cultural Heritage Resources Evaluation Form. Mr. L. Bensason requested that the members review this form in preparation for the next meeting of Heritage Kitchener. 13.
