HomeMy WebLinkAboutCouncil - 2005-08-22 S SPECIAL COUNCIL MINUTES AUGUST 22, 2005 CITY OF KITCHENER A special meeting of City Council was held at 5:00 p.m. this date, Chaired by Acting Mayor G. Lorentz and with all members present except Mayor C. Zehr and Councillor B. Vrbanovic. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Council considered a Letter of Notice with attached documentation from R. Gosse, Deputy City Clerk, dated August 12,2005 and an addendum letter dated August 19,2005, regarding appointments to fill vacancies on the Economic Development Advisory Committee, Downtown Advisory Committee and the Kitchener Public Library Board. Councillor C. Weylie advised that not enough applications have been received to fill all the vacancies and there were applications still being submitted and she recommended deferral of the appointments to the next meeting of Council. Moved by Councillor C. Weylie Seconded by Councillor M. Galloway "That the appointments to fill vacancies on the Economic Development Advisory Committee, Downtown Advisory Committee and the Kitchener Public Library Board be deferred and referred to the August 29, 2005 Council meeting to allow time for more applications to be submitted." Carried. Council considered a recommendation arising from the Community Services Committee meeting held earlier this date regarding a requested exemption to Chapter 450 (Noise) of the Municipal Code. Moved by Councillor J. Smola Seconded by Councillor M. Galloway "That the Kitchener Youth Action Council (KYAC) be granted an exemption to Chapter 450 (Noise) of the Municipal Code on Friday, August 26, 2005 between the hours of 6 P.M. and 11 :30 P.M. for their 3rd Annual Unity Jam to be held in the Civic Square." Carried. Council considered a recommendation arising from the Finance and Corporate Services Committee meeting held earlier this date regarding a request related to the Zeller Drive Sewage Pumping Station. Moved by Councillor J. Gazzola Seconded by Councillor C. Weylie "That Purchase Order #0400650, dated July 2, 2004 to Sierra Construction Ltd. be extended from its original amount of $3,636,716. to $4,805,977.70, including GST, to facilitate payment of the anticipated extras, being an extension of the Purchase Order to a maximum amount of $1,169,261.70." Carried. Council considered a recommendation arising from the Development & Technical Services Committee meeting held earlier this date regarding consultant services related to emergency repair work to the Ward's Pond Dam. Moved by Councillor M. Galloway Seconded by Councillor C. Weylie "That the scope of Purchase Order #0401197 with CH2MHill, be expanded for the Wards and Brigadoon Pond Environmental Assessment (EA) to an additional up-set limit of $26,300. incl. GST, to carry out the detailed design and supervise the emergency repairs to the Wards Pond Dam and Embankment, as per the direction of the Ministry of Natural Resources; and further, That construction of the required works be completed by City CS-Operations Forces." Galloway "That an in-camera meeting of City Council be held immediately following this special meeting to consider five matters subject to solicitor-client privilege." Carried. Moved by Councillor M. Galloway Seconded by Councillor J. Smola "That leave be given the Mover and Seconder to introduce the following by-laws for three readings and that the same be taken as read a first, second and third times, be finally passed and numbered serially by the Clerk. (a) Being a by-law to amend By-law 85-1, as amended, known as the Zoning By-law for the City of Kitchener - 410 King Properties Limited - King Street West. (By-law No. 2005-150) (b) To confirm all actions and proceedings of the Council. (By-law No. 2005-151 )." Carried. On motion, the meeting adjourned at 5:05 p.m. MAYOR CLERK
