Smola, with the following members present: Mayor C. Zehr and Councillors C. Weylie, G. Lorentz, B. Vrbanovic, M. Galloway and J. Ziegler. Officials Present:Ms. L. Korabo and Messrs. R. W. Pritchard, J. McBride and H. Gross PW-01-077 – CONSULTING ENGINEERING FEES – CEDAR STREET RECONSTRUCTION 1. The Committee was in receipt of Development and Technical Services Department report PW-01- 077, dated August 3, 2001, recommending approval of additional consulting engineering fees resulting from the Cedar Street reconstruction and that these fees be paid from surplus funds out of the Krug Street Reconstruction Project budget. Councillor C. Weylie requested information on the cost of street lighting for the reconstructed portion of Cedar Street and specifically asked that staff track lighting costs in each approved project. Mr. H. Gross indicated that this information is available as each project is tracked by individual tender and agreed to provide it to Councillor C. Weylie. Mayor C. Zehr questioned the total value of the Cedar Street project and Mr. Gross advised that the project had exceed budgeted funds, noting that the overexpenditure had been dealt with by Council in 2000. On motion by Councillor C. Weylie– it was resolved: “That Council approve additional consulting engineering fees in the amount of $20,985. (including GST) for the Cedar Street Reconstruction, completed in 2000; and further, That funding for the additional fees be taken from available surplus funds in the Krug Street Reconstruction Project Index code 852214.” PW-01-078-CONSULTING ENGINEERING FEES 2. GLASGOW STREET RECONSTRUCTION - The Committee was in receipt of Development and Technical Services report PW-01-078, dated August 3, 2001, recommending approval of additional consulting engineering fees resulting from the Glasgow Street reconstruction and that these fees be paid from surplus funds out of the Krug Street Reconstruction Project budget. On motion by Councillor C. Weylie – it was resolved: “That Council approve additional consulting engineering fees in the amount of $96,981. (including GST) for the Glasgow Street Reconstruction, completed in 2000; and further, That funding for the additional fees be taken from available surplus funds in the Krug Street Reconstruction Project Index code 852214.” NEIGHBOURHOOD PETITION - ALL-WAY STOP CONTROL 3. - GREENFIELD AVENUE AT EIGHTH AVENUE The Committee was in receipt of a neighbourhood petition containing approximately 90 signatures of area residents requesting installation of a permanent all-way stop control at Greenfield Avenue and Eighth Avenue. Mr. A. Douglas appeared in support of the petition. He noted that since the installation of a temporary all-way stop control at the intersection of Greenfield Avenue and Eighth Avenue, neighbourhood residents have noted a decrease in traffic and safety problems and are concerned that the elimination of the all-way stop and the reversal of stop controls from PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES AUGUST 13, 2001- 63 -CITY OF KITCHENER NEIGHBOURHOOD PETITION - ALL-WAY STOP CONTROL 3. - GREENFIELD AVENUE AT EIGHTH AVENUE (CONT’D) Greenfield Avenue to Eighth Avenue, will leave a significant length of Greenfield Avenue unobstructed thereby increasing speeding in the area. Councillor J. Ziegler advised that staff have indicated that the intersection does not meet traffic warrants and, therefore, are not recommending an all-way stop. However, Councillor Ziegler stated that even though traffic volumes are relatively consistent on both Greenfield Avenue and Eighth Avenue, Greenfield Avenue is a very straight roadway and is a direct route to the entrance of Fairview Mall. He further stated that, in his opinion, users of the all-way stop have been respecting this new traffic control. Mayor C. Zehr indicated his support for the installation of an all-way stop at the intersection of Greenfield Avenue and Eighth Avenue particularly in light of possible additional traffic in the neighbourhood when the Franklin Street bridge is removed as part of the Highway 8 widening project. In response to questioning, Mr. J. McBride advised Committee members of the following: · the process followed by staff leading to the installation of temporary all-way stop controls · the majority of traffic movements were on Greenfield Avenue, therefore, switching the stop controls to Eighth Avenue would provide a better traffic flow · traffic volumes at the intersection are approximately only 1/3 of those required by warrants for an all-way stop · staff surveys did not indicate a speeding problem in the area. Councillor J. Ziegler commented that the all-way stop has been meeting its objectives and neighbours in the immediate area appreciate the controls currently in place. He stated his support for the permanent installation of an all-way stop control at the intersection of Greenfield Avenue and Eighth Avenue. Councillor C. Weylie commented on methods used by the City of Waterloo in efforts to slow down traffic movements and suggested that City staff contact other municipalities and review methods in place which achieve the desired result of slowing traffic down. Councillor J. Smola noted he has received 4 requests for all-way stop controls in his Ward and indicated that staff’s comments concerning lack of warrant requirements sends a negative message to residents about their safety concerns. Mayor C. Zehr suggested that a study be conducted by staff which would include steps to be taken to alleviate any possible shift of traffic to other neighbourhood streets when new stop controls are installed. However, he also commented that the installation of additional stop controls could also have a negative environmental impact due to additional stopping/starting of vehicles. In conclusion, Mayor Zehr asked staff to contact other municipalities and report on their findings. On motion by Councillor J. Ziegler – it was resolved: “That Council approve the installation of an all-way stop at the intersection of Greenfield Avenue and Eighth Avenue; and further, That the Uniform Traffic By-law be amended accordingly.’ On motion by Councillor C. Weylie – it was resolved: “That in conjunction with Area municipalities, Traffic and Parking staff be requested to survey other cities as to their use of all-way stop controls to improve pedestrian and traffic safety; and further, NEIGHBOURHOOD PETITION - ALL-WAY STOP CONTROL 3. PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES AUGUST 13, 2001- 64 -CITY OF KITCHENER - GREENFIELD AVENUE AT EIGHTH AVENUE (CONT’D) That a report on this matter be brought to the November 19, 2001 Public Works and Transportation Committee meeting.” CSD-01-114 - PROPOSED TAXI CAB STAND – KING STREET WEST 4. The Committee was in receipt of Community Services Department report CSD-01-114, dated July 19, 2001, recommending establishment of a taxi cab stand in the on-street parking spaces located on the south side of King Street West, east of Water Street. Councillor B. Vrbanovic noted personal observances whereby Waterloo Regional Police officers in the Downtown core are waiting lengthy periods of time after requesting the towing of illegally parked vehicles in taxi cab stands between 11:00 p.m. and 3:00 a.m. He questioned if arrangements could be made with towing companies to have trucks on standby beginning at 11:00 p.m. in order that towing of illegally parked vehicles could be expeditiously done. Councillor Vrbanovic requested staff speak with Waterloo Regional Police concerning this matter and Mr. J. McBride agreed to raise this issue at an upcoming meeting. On motion by G. Lorentz – it was resolved: “That a Taxi Cab Stand be established in on-street parking spaces located on the south side of King Street West from a point 24 metres east of Water Street to a point 12 metres east thereof; and further, That the Uniform Traffic By-Law be amended accordingly.” CSD-01-115-AGREEMENT WITH WATERLOO REGION DISTRICT SCHOOL BOARD 5. -KITCHENER COLLEGIATE INSTITUTE (KCI) PARKING LOT NO. 12, 787 KING STREET WEST - The Committee was in receipt of Community Services Department report CSD-01-115, dated July 20, 2001, recommending the City enter into an agreement with the Waterloo Region District School Board to operate a public parking lot at 787 King Street West at an hourly rate of $2.00 or a $5.00 daily maximum. The report further recommends execution of a Management Agreement with the School Board. In response to a question by Councillor C. Weylie, Mr. J. McBride advised that a total of 128 parking spaces are included in this proposed agreement with these spaces being located in 3 lots on Green Street and immediately adjacent to Don McLaren Arena. Councillor Weylie questioned how the proposal of a ticket dispensing machine inside the arena to be used to accommodate free parking for arena users could be protected so that drivers of vehicles parked for other than arena attendance would not have access to free parking. Mr. McBride advised that the free parking stubs will only be available during normal hours of operation of Don McLaren Arena and provide a maximum of 2 hours free parking, and that staff will be refining parking procedures for arena users. On motion by Councillor C. Weylie – it was resolved: “That Council enter into an agreement with Waterloo Region District School Board to operate public parking at 787 King Street West, with the parking lot to be named Green Street Lot No.12; and, That hourly parking be provided at 787 King Street West at an hourly rate of $2.00 or a $5.00 daily maximum with By-law 88-169 being amended accordingly; and further, CSD-01-115-AGREEMENT WITH WATERLOO REGION DISTRICT SCHOOL BOARD 5. -KITCHENER COLLEGIATE INSTITUTE (KCI) PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES AUGUST 13, 2001- 65 -CITY OF KITCHENER PARKING LOT NO. 12, 787 KING STREET WEST (CONT’D) - That the Mayor and Clerk be authorized to execute a Management Agreement with the Waterloo Region District School Board, satisfactory to the City Solicitor.” CSD-01-117 - HEAVY TRUCK DESIGNATION – HURON ROAD AND STRASBURG ROAD 6. The Committee was in receipt of Community Services Department report CSD-01-117, dated July 11, 2001, recommending designation of portions of Huron Road and Strasburg Road as ‘Heavy Trucks Permitted’ from 7:00 a.m. to 7:00 p.m. daily. On motion by Councillor M. Galloway – it was resolved: “That Huron Road between Homer Watson Boulevard and Strasburg Road be designated as ‘Heavy Trucks Permitted’ from 7:00 a.m. to 7:00 p.m. daily; and, That Strasburg Road between Huron Road and Bleams Road be designated as ‘Heavy Trucks Permitted’ from 7:00 a.m. to 7:00 p.m. daily; and further, That the Uniform Traffic By-law be amended accordingly.” CSD-01-118 – ON-STREET PARKING – LINDEN AVENUE 7. The Committee was in receipt of Community Services Department report CSD-01-118, dated July 27, 2001, recommending the extension of the three (3) hour permitted parking area on the east side of Linden Avenue. On motion by Councillor C. Weylie – it was resolved: “That the three (3) hour permitted parking area on the east side of Linden Avenue be extended from Oak Street to a point 15 metres south of Joseph Street; and further, That the Uniform Traffic By-law be amended accordingly.” CSD-01-120 - ON-STREET PARKING – MARGARET AVENUE 8. The Committee was in receipt of Community Services Department report CSD-01-120, dated July 28, 2001, recommending the relocation of a two (2) hour permitted parking area presently located on the south side of Margaret Avenue to the north side of Margaret Avenue. On motion by Mayor C. Zehr – it was resolved: “That the two (2) hour, 8:00 a.m. to 6:00 p.m. permitted parking area on the south side of Margaret Avenue, between a point 32 metres west of Queen Street North and a point 24 metres east of Maynard Avenue, be relocated to the north side of Margaret Avenue between a point 32 metres west of Queen Street North and Maynard Avenue; and further, That the Uniform Traffic By-law be amended accordingly.” CSD-01-121 - ON-STREET PARKING – NINE PINES ROAD 9. The Committee was in receipt Community Services Department report CSD-01-121, dated July 27, 2001, recommending the prohibition of parking on the northwest side of Nine Pines Road between Ottawa Street South and Williamsburg Road. CSD-01-121 - ON-STREET PARKING – NINE PINES ROAD (CONT’D) 9. PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES AUGUST 13, 2001- 66 -CITY OF KITCHENER On motion by Councillor M. Galloway – it was resolved: “That parking be prohibited anytime on the northwest side (inside of curve) of Nine Pines Road between Ottawa Street South and Williamsburg Road; and further, That the Uniform Traffic By-law be amended accordingly.” CSD-01-122-DOUBLE-GATE DIVERTERS 10. IRON HORSE TRAIL AT QUEEN STREET CROSSING - The Committee was in receipt Community Services Department report CSD-01-122, dated July 24, 2001, recommending that double-gate diverters not be installed on the Iron Horse Trail at road crossings and the existing temporary double-gate diverters at the Queen Street crossing be removed. On motion by Councillor C. Weylie – it was resolved: “That double-gate diverters not be installed on the Iron Horse Trail at road crossings; and further, That the existing temporary double-gate diverters at the Queen Street crossing be removed and a single gate remain in place.” CSD-01-124 -REQUEST FOR EXEMPTION 11. MUNICIPAL CODE CHAPTER 450 (NOISE) - REGION OF WATERLOO – WESTMOUNT ROAD RECONSTRUCTION - PROJECT GLASGOW STREET TO JOHN STREET - The Committee was in receipt of Community Services Department report CSD-01-124, dated July 31, 2001, recommending an exemption from Municipal Code Chapter 450 (Noise) during roadway improvements of Westmount Road between Glasgow Street and John Street. On motion by Councillor C. Weylie – it was resolved: “That the Region of Waterloo and its Contractor(s) be exempted from the provisions of the City of Kitchener Municipal Code Chapter 450 (Noise), Article 6 (Construction Noise), during roadway improvements of Westmount Road between Glasgow Street and John Street, between the hours of 7:00 a.m. and 9:00 p.m. for the period September 4, 2001 to November 30, 2001, along with a 24-hour exemption tentatively expected to occur between September 15, 2001 and October 15, 2001.” CSD-01-123-DECORATIVE STREET NAME SIGNS 12. BRIDGEPORT NORTH COMMUNITY - RIVER RIDGE SUBDIVISION - The Committee was in receipt of Community Services Department report CSD-01-123, dated August 1, 2001, dealing with a request from Southstation Holdings Limited and Activa Holdings Limited to install decorative street name signs in the Bridgeport North Community. Mayor C. Zehr questioned if there would be significant on-going costs to the Corporation to maintain any decorative light standards approved for use in the Bridgeport North Community and also questioned the additional cost for decorative light standards over the cost of a regular standards. CSD-01-123-DECORATIVE STREET NAME SIGNS 12. BRIDGEPORT NORTH COMMUNITY - PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES AUGUST 13, 2001- 67 -CITY OF KITCHENER RIVER RIDGE SUBDIVISION (CONT’D) - In response to Mayor Zehr, Mr. J. McBride noted that the City requests a sufficient inventory to maintain or replace decorative street names and will request the developer to supply poles and hardware for the River Ridge Subdivision in order that no costs will be incurred by the City. He also noted that the additional cost for a decorative light standard is approximately $1000. - $1500. Mr. McBride further noted that if a light standard is damaged due to a traffic accident, the City has recourse to recoup a portion of the replacement cost through the affected insurance company. On motion by Councillor G. Lorentz – it was resolved: “That notwithstanding current City of Kitchener standards for street name signage, Council approve the use of decorative street name signs for all new streets in the Bridgeport North Community; and, That all developers in the Bridgeport North Community be required to install all required street name signage at their expense; and, That all developers in the Bridgeport North Community be required to supply the City of Kitchener with 10% of all poles, decorative signs and hardware required for future replacement/maintenance purposes; and further, That the City of Kitchener adopt the decorative street name sign used in the Wyldwoods Subdivision, and as proposed for the River Ridge Subdivision, as a decorative alternative sign to standard street name signs.” A question was raised as to certain incomplete servicing relating to the River Ridge Subdivision and was referred to Mr. J. Shivas for response. INFORMATION ITEMS 13. The Committee was in receipt of the following information report: PW-01-076 – Ministry of Transportation – Highway 401 Widening – Waterloo Regional Road 97 to Waterloo Regional Road 98.
