HERITAGE KITCHENER MINUTES
SEPTEMBER 6 2005

The Heritage Kitchener Committee met this date, commencing at 4:05 p.m.

1. DTS-05-147 - HERITAGE PERMIT APPLICATION HPA 2005-IV-011 - 410 KING STREET
WEST (KAUFMAN lOFTS) -INSTAllATION OF VINYL BANNER SIGNS
The Committee was in receipt of Development and Technical Services Department report
DTS-05-147, dated August 16, 2005 regarding a request to install 7 vinyl banner signs at 410
King Street West (former Kaufman Footwear Factory).
Mr. L. Bensason advised that the applicant is seeking approval to alter the 1911 and 1925
building phases of the former Kaufman Footwear Factory in order to accommodate the
installation of 7 new vinyl banner signs, associated with the adaptive re-use of the property
into condominium lofts. He stated that on December 7, 2004 Heritage Kitchener approved
installation of 4 vinyl banner signs on the King Street fac;;ade of the 1908 and 1920 building
phases and this request is similar.
Mr. Andrew Smith, Andrin Homes, advised that after the signs are removed they will apply a
technique that is capable of patching the mortar and the brick, which will return the fac;;ade to a
condition similar to that prior to installation.
Some members voiced concerns with the possibility that due to the spacing of the signs some
of the mounting brackets will need to be fastened into the building's brick rather than its
mortar. Mr. J. Law requested that the staff recommendation be amended to include a
provision that the mounting brackets be modified so that they are only fastened into the
building's mortar and not its bricks. Mr. A. Smith advised that they will be capable of modifying
the mounting brackets on site to accommodate Mr. Law's request.
On motion by Mr. J. Law-
it was resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA 2005-IV-011 (410 King Street West) be aooroved to permit the installation of
seven vinyl banner signs to be located on the King Street fac;;ade of 1911 and 1925
building phases, and the Victoria Street fac;;ade of the 1925 building phase of the former
Kaufman Footwear factory, subject to the method of attaching the banner signs not
being invasive to the historic masonry, the mounting brackets being modified so that
they are only affixed into the building's mortar and not the bricks, and that the banner
signs be capable of being removed in the future without causing permanent damage to
the historic building fabric; all as shown on the plans and specifications submitted with
the application, attached as Appendix 'A' to Development and Technical Services
Department report DTS-05-147."
2. DTS-05-149 - HERITAGE PERMIT APPLICATION HPA 2005-IV-012 - 393 TilT DRIVE-
FRONT PORCH ADDITION
The Committee was in receipt of Development and Technical Services Department report DTS-
05-149, dated August 25, 2005 regarding a request to build a front porch addition at 393 Tilt
Drive, which has been designated under Part IV of the Ontario Heritage Act.
Mr. L. Bensason advised that the applicant is seeking permission to construct a new porch on
the front fac;;ade of his home at 393 Tilt Drive, circa 1812. He stated the applicant has
undertaken a significant rehabilitation program over the 20 plus years of their ownership and
particularly in the last 2 years when agreements over ownership and maintenance were signed

between themselves, the City and the subdivider of the land. He added that in staff's opinion
the proposed addition compliments the existing building and does not distract from or obstruct
the building's heritage features. Further, evidence suggests that some structures did extend
from the original front fac;;ade. Mr. Bensason noted that the proposed porch will be made
entirely of wood and further incorporates fieldstone into its support pillars. The size and scale
of the proposed porch to the building, as well as style continuity with the existing rear porch and
veranda, reflect upon the historic agricultural character of this property and its surroundings.
Mr. Terry Reynolds, applicant, commented that he will ensure that fine attention to detail is
followed in the construction of this porch, which will be in keeping with the heritage nature and
style of the building.
On motion by Ms. D. Kuehl -
it was resolved:
"That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA 2005-IV-012 (393 Tilt Drive) be aooroved to permit the addition of a front porch as
shown on the plans submitted with the application, attached as Appendix "B" to
Development and Technical Services Department report DTS-05-149."
3. DTS-05-146 - HERITAGE PERMIT APPLICATION HPA 2005-V-013 - 57 JUBILEE DRIVE,
VICTORIA PARK HERITAGE CONSERVATION DISTRICT - FASCIA SIGN FOR THE
BOATHOUSE RESTAURANT
Ms. E. Gallaher declared a pecuniary interest in this matter and did not participate in any
discussion or voting regarding this matter as she is employed by the applicant.
The Committee was in receipt of Development and Technical Services Department report DTS-
05-146, dated August 25, 2005 regarding the installation of a fascia sign for the Boathouse
Restaurant located at 57Jubilee Drive, within the Victoria Park Heritage Conservation District.
Ms. S. Rice advised that the applicant is seeking approval to erect the fascia sign which will be
placed on the front wall of the building facing Jubilee Drive, between 2 windows and under the
roof line. She stated that the applicant is proposing to use a forest green colour, which is in
keeping with the guidelines of the District Plan. She added that staff have proposed that the
fascia sign meet the policies of the Victoria Park Area Heritage Conservation District Plan and
request approval be subject to the following conditions:
a) that the method of attaching the fascia sign not be invasive to the historic
masonry, and the sign be capable of being removed in the future without
causing permanent damage to the historic building fabric, to the satisfaction of
the Heritage Planner; and further,
b) that the background face colour shall be classic forest green and shall be
approved by the Heritage Planner before construction of the sign.
Ms. Cindy Ward, Boathouse tenant, advised that the sign has been styled after a standard park
sign, so that it appropriately suits the landscape of Victoria Park. She stated that staff from the
City's Community Services Department will be assisting with the installation of the sign and
noted that the Boathouse has been without a sign for over a year. The sign will be fixed
between the 2 frosted windows on the front fac;;ade and will be oval in shape with a width of
2.43 metres (8 feet) and a height of 1.2 metres (4 feet). The backing of the sign will be
constructed of half inch white PVC material and the face will be covered with reflective and
regular vinyl. She added that there are 2 lights on either side of the sign so it will be visible at
night.
A lengthy discussion ensued regarding the proposed location and material for the sign. Mr. G.
Yeates asked that the recommendation, as put forward by Ms. S. Rice, be approved.

On motion by Mr. G. Yeates-
it was resolved:
"That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA 2005-V-013 (57 Jubilee Drive) be aooroved to permit the construction of a fascia
sign, as shown on the drawings submitted in support of the application, attached as
Appendix 'A' to Development and Technical Services Department report DTS-05-146,
subject to the following conditions:
a) That the method of attaching the fascia sign not be invasive to the historic
masonry, and the sign be capable of being removed in the future without causing
permanent damage to the historic building fabric, to the satisfaction of the
Heritage Planner; and further,
b) That the background base colour shall be classic forest green and shall be
approved by the Heritage Planner before construction of the sign."
4. HERITAGE DESIGNATION REQUEST - 518 BRIDGEPORT ROAD EAST
Mr. L. Bensason advised that he received correspondence from the owners of 518 Bridgeport
Road East requesting that their home be considered for designation under Part IV of the
Ontario Heritage Act. He stated that the gardens, terraces and views of the property were
designed and planted under the direction of Mr. Carl Bordstrum, a Canadian Landscape
Architect of significant stature and historical interest. He added that Mr. Bordstrum is the same
person who landscaped the Sims Estate. Mr. Bensason noted that a heritage report will be
prepared for this property, which will be presented at a future Committee meeting.
5. HERITAGE INVENTORY REVIEW - UPDATE
Mr. L. Bensason advised that the review of rural properties, as directed by Council, should be
complete by the next Heritage Inventory sub-committee meeting, September 20, 2005. After
which time the sub-committee will proceed with reviewing the remainder of the properties on
the inventory. He noted that he has almost completed his report to Council on the new process
by which future properties will be added to the Heritage Inventory.
6. WORK PROGRAM REVISITED
Mr. L. Bensason advised that this item was added to the agenda in response to requests by
several members of the Committee to undertake projects on the Committee's behalf. He
advised that he and Councillor M. Galloway will assist in co-coordinating any proposed projects
and direct members to the appropriate City staff for assistance. He outlined potential projects as
follows:
· creation of walking tour booklets of the various Heritage Conservation Districts - a
member(s) would need to review the old booklets and update them; once this is complete
they can then forward the approved booklet to the City's Corporate Communication
Department for design and development;
· interpretive heritage area for Spadina Avenue - proposed development of a Heritage
Theme Parquet;
· development of signage for the Heritage Conservation Districts - a member(s) can review
the proposed designs for signage and determine possible locations.
Ms. D. Kuehl requested that a previous suggestion to develop City maps of Heritage
Conservation Districts and designated heritage buildings be re-visited. She also proposed that a
walking tour brochure of all the City's industrial artifact sites be developed and consideration be
given to modelling the Spadina Avenue Interpretive Heritage Parquet after Waterloo's Veterans
Green Area.

In response to questions, Mr. L. Bensason advised that he had spoken to the City's GIS staff
who indicated there should be no difficulty in developing a heritage map of the Conservation
Districts. He added that a member of Heritage Kitchener will be needed to assist GIS staff in its
development.
A discussion ensued regarding the possible distribution of the proposed maps and it was
suggested that they could be given to local Real Estate companies who could hand them out to
clients or people interested in moving to this area.
Mr. L. Bensason suggested that the members contemplate these proposed projects to
determine which ones they might be interested in pursuing and also put forward other project
proposals.
7. ST. JEROMES HIGH SCHOOL - 1907 TIME CAPSULE FOUND
The Committee was in receipt of an excerpt from the Kitchener Downtown Evolution Newspaper,
dated September 2005, regarding the discovery of a time capsule from 1907 unearthed at St.
Jeromes High School.
Mr. L. Bensason advised that when the time capsule was discovered workers at St. Jerome's
immediately brought it to the Mayor's Office at which time he and the Manager of Corporate
Records reviewed its contents. The time capsule, being the property of the owners of St.
Jerome's, Wilfrid Laurier University (WLU), was handed over to an archivist at WLU for
examination.
Members expressed an interest in reviewing the findings of the archivist and directed staff to
send a letter to WLU requesting that the findings of the archivist's examination be presented at a
future meeting of Heritage Kitchener.
8. CENTRE BLOCK HERITAGE ANALYSIS
The Committee was in receipt of the Centre Block Heritage Analysis, dated September 2005
and was in receipt this date of a City of Kitchener media release regarding the Kitchener Public
Library (KLP) / Centre Block Project Committee, dated August 4, 2005. In addition, the
Committee was in receipt this date of a copy of Council's May 27, 2002 resolution, deferring a
recommendation of Heritage Kitchener dealing with a request that 31 Young Street (John
Forsyth Factory) be designated under Part IV of the Ontario Heritage Act and include the
preservation of the building as a condition of any re-development.
Mr. Z. Janecki advised that the above material was circulated to the Committee due to the
possible demolition of the John Forsyth Factory and other heritage buildings located in the City's
Centre Block to accommodate construction of a new main library on the Block.
Mr. L. Bensason advised that staff were directed to develop a Heritage Analysis of the buildings
located in the Centre Block and this analysis was presented to the Centre Block Project
Committee last week. He stated that the properties identified in the analysis were divided into 4
categories, as follows:
1) formerly designated under the Ontario Heritage Act;
2) listed on the City's Heritage Inventory (meaning they have been identified by
Heritage Kitchener as being of cultural heritage interest but are not designated);
3) worthy of consideration for listing on the Heritage Inventory; and,
4) worthy of further investigation and evaluation to establish heritage interests.
Mr. Bensason then provided an overview of the properties outlined in the Heritage Analysis.
A lengthy discussion ensued regarding the Committee's opposition to the demolition of heritage
properties to make room for the new library. Mr. K. Kirby advised that the Committee should

send a definitive message to Council that these properties should be preserved and that a
different location should be sought for the library if these buildings cannot be incorporated into
the Centre Block's re-development. Ms. A. Moore expressed frustration with proposed
demolition of the buildings as any appeal against demolition would be adjudicated by Council.
Mr. E. Gallaher commented that a number of these buildings would lend themselves quite well to
re-use. For instance, the new library would most likely contain a theatre component and the
Capital Theatre could accommodate that need. Several members expressed the need to have a
representative from Heritage Kitchener on the Centre Block Project Committee.
It was generally agreed that this matter be deferred to the next meeting of Heritage Kitchener to
allow Councillor M. Galloway to be in attendance. The delay will also provide an opportunity for
circulation to Heritage Kitchener members of all previous information on this topic, including any
information regarding placement of the new library on the Centre Block and a site visit to be
arranged so that the heritage buildings located in the Centre Block can be examined.
