HomeMy WebLinkAboutPublic Works - 2001-09-10PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES SEPTEMBER 10, 2001CITY OF KITCHENER The Public Works and Transportation Committee met this date commencing at 9:40 a.m., Chaired by Councillor J. Smola, with the following members present: Mayor C. Zehr and Councillors C. Weylie, B. Vrbanovic, G. Lorentz and M. Galloway. Officials Present:Ms. L. Korabo and Messrs. R. W. Pritchard, S. Gyorffy, J. McBride, H. Gross, D. Quinn and F. Pizzuto. CSD-01-136 – ON-STREET PARKING – FORWELL ROAD 1. The Committee was in receipt of Community Services Department report CSD-01-136, dated August 10, 2001, recommending the prohibition of parking on the south side of Forwell Road. On motion by Councillor B. Vrbanovic – it was resolved: “That parking be prohibited on the south side of Forwell Road from a point 44 metres east of Centennial Drive to the east limit; and further, That the Uniform Traffic By-law be amended accordingly.” CSD-01-139 – INTERSECTION CONTROL – ST. JEROME CRES / ST. JEROME AVE 2. The Committee was in receipt of Community Services Department report CSD-01-139, dated August 13, 2001, recommending the installation of a stop control on St. Jerome Avenue at the intersection of St. Jerome Crescent. On motion by Councillor M. Galloway – it was resolved: ‘That a southbound facing stop control be installed on St. Jerome Avenue at the intersection of St. Jerome Crescent; and further, That the Uniform Traffic By-law be amended accordingly.” FIN-01-019 – NATURAL GAS RATES – GAS SUPPLY CHARGE DECREASE 3. Councillor J. Smola advised that a request had been received from staff to defer consideration of Financial Services Department report FIN-01-019, dated September 5, 2001, dealing with a decrease in the supply price of natural gas, to a future meeting. Mr. D. Quinn advised that deferral is being requested to allow staff an opportunity to refine recommendations concerning natural gas rates. Councillor G. Lorentz raised concern that deferring consideration of a rate decrease could be seen by taxpayers as delaying monies payable to them. He questioned if deferring consideration would mean less of a decrease being passed onto consumers and Mr. Quinn advised that the decrease would be applied as soon as possible. Councillor B. Vrbanovic noted that as price increases are experienced at the well head and take time to be passed along to consumers, likewise price decreases can also take time to become effective as gas supplies are purchased in advanced to meet anticipated demand; therefore, price decreases are passed on to consumers only when gas is used. Vrbanovic – it was resolved: “That consideration of Financial Services Department report FIN-01-019, regarding natural be deferred and referred to a future meeting of gas rates – gas supply charge decrease, the newly established Finance and Corporate Services Committee. ” CRPS-01-161 – LOCAL IMPROVEMENT – SECTION 12 VICTORIA STREET NORTH 4. – BOTH SIDES FROM LACKNER BLVD TO 70M WEST OF SMETANA DR The Committee was in receipt of Corporate Services Department report CRPS-01-161, dated September 5, 2001, recommending re-initiation of a revised local improvement petition for construction of sanitary sewer and connections on both sides of Victoria Street North. On motion by B. Vrbanovic – it was resolved: “That based on project costs within a tender that closed August 23rd, 2001, Council re- initiate a revised local improvement under Section 12 of the Local Improvement Act for the construction of a sanitary sewer and connections on both sides of Victoria Street North, from the westerly limit of 1392 Victoria Street North to Lackner Boulevard.” INTERSECTION CONTROL – FISCHER-HALLMAN ROAD / ACTIVA AVENUE 5. Councillor M. Galloway requested staff prepare a report concerning the possible installation of traffic signals to be located at the intersection of Fischer-Hallman Road and Acitva Avenue. He noted that traffic volume has become heavier at this location due to rapid residential development and proposed that this matter be considered as part of the 2002 Capital Budget. WATER / SEWAGE SERVICES 6. Councillor G. Lorentz requested an update from Mayor C. Zehr concerning discussions held at the Regional level regarding the possible transfer of sewer and water operations to the upper tier. He expressed concern regarding the impact of this action on Kitchener taxpayers, noting that extensive funding would be required by the Region to deliver a service that is already being delivered by area municipalities. In response to Councillor Lorentz, Mayor Zehr advised that he had a package of information summarizing studies undertaken by the Region and would circulate same to members of Council. Mayor Zehr stated that there was no specific direction from Regional Council at this time; however, noted that a meeting is being scheduled with Kitchener Regional Councillors to discuss the impact of this proposal on staffing and area residents. He cautioned that tabling discussion on the transfer of sewer and water to the upper tier could potentially reopen the entire rationalization debate. ADJOURNMENT 7.
