HomeMy WebLinkAboutMinutes 2005-09-15 KPL/CENTRE BLOCK PROJECT COMMITTEE MINUTES September 15, 2005 City of Kitchener KPL/Centre Block Project Committee met this date, commencing at 8:30 a.m., Chaired by Carla Ladd with the following members present:Rosemary Pitfield, Hans Gross, Larry Gordon, Marty Scheriter, Rod Regier, Craig Robson, Silvia Wright, Jana Miller, Sonia Lewis, Bruce MacNeil Prior to the start of today’s meeting, no delegation was registered Approval of Minutes 1. On motion by: Carla Ladd, it was resolved that the minutes of September 01, 2005 be accepted 2.Centre Block Components 2.1 Request for Proposal ? H. Gross provided an update on the Table of Contents for the Terms of Reference document. ? R. Pitfield provided updated information on the marketing brochure and indicated that the following timelines are targets for completion of the Terms of Reference document: ? October 12 – first draft ? October 13 – copy to designer ? October 20 – document sent for review/approvals etc ? October 24 – all revisions returned to designer ? October 28 – first draft version to print shop (requires two weeks to print) ? November 10 – printed first draft presented to Committee ? November 15 – revisions/changes due ? November 21 – final version to print shop ? R. Pitfield also noted that the Terms of Reference will be provided in a CD format. ? C. Ladd suggested that presentation to Council may need to be done in January to provide sufficient time for Library Board and public feedback. ? H. Gross indicated that development of expanded evaluation criteria would likely be necessary to reduce the list of screened proponents to the two selected proponents which will then provide detailed proposals. ? H. Gross indicated that the development of the selection criteria would be assisted by prioritizing the City’s listed objectives. Action: ? H. Gross to complete initial draft of the expanded evaluation criteria and prioritization of objectives and present them back to the Committee. ? The timeline for the completion of the Terms of Reference document will be updated to allow for adequate public input. 3.Kitchener Public Library 3.1 Project Updates ? Conceptual design by architects to be presented to the Kitchener Library Board on Wednesday September 21, 6:00 p.m. at the Kitchener Public Library KPL/Centre Block Project Committee Page 1 of 3 Minutes: September 15, 2005 3.2 Word on the Street th ? Word on the Street, will be held Sunday, September 25 from 11am-5pm at Victoria Park with an open panel discussion at 2:30pm for public feedback ? Sonia Lewis, Marty Scheriter and Craig Robson to represent the Committee on the panel discussion 4.Other Business 4.1 Urban Design Guideline Principles ? C. Bluhm, Planner provided the Committee with a presentation on the draft Design Brief for the Centre Block / KPL site. ? Discussion took place regarding the content and the intention that the City has on the overall objectives. The purpose of the design brief is to provide guidelines for the industry to ensure that the site is developed within the overall objectives of the City. C. Bluhm lead the Committee through the document, analyzing the points and working through the order / detail of the overall objectives of the site design, development pattern and preferred built form. It was suggested that the detailed information be provided to the 2 selected proponents as part of the final stages in the selection process. 4.2 Website Update ? S. Wright provided some details on the content of the new Downtown Kitchener website, noting it will showcase projects, urban lifestyle, events and awareness of the downtown. Design of the website has been developed through consultation with stakeholders and the KDBA. ? Launch date is expected the week of October 3, 2005 ? Website address – www.downtownkitchener.ca 4.3Site Signage ? R. Pitfield advised that design and signage recommendations will be done next week 4.4Public Process Update ? R. Pitfield provided an update on the public process. She noted that the intention is to take the opportunity to have the public provide feedback. The meetings will be held over th a 2 week period starting the week of October 20 with the following focus groups: ? Downtown – including surrounding Neighbourhood Associations including Stanley Park Neighbourhood and Chicopee Centreville Neighbourhood Associations, ACAC (Arts and Council Advisory Committee, WRAC (Waterloo Regional Arts Council) and the larger downtown employers. ? Forest Heights and Doon neighbourhoods will be the suburban representation ? Chandler/Mowat Community Centre will host the multi-cultural representation ? Objectives of the meetings will focus on the needs of the surrounding users and validate the objectives (A,B,C) list for the RFP. Parking Study – presentation on September 22 ?
