KPL/CENTRE BLOCK PROJECT COMMITTEE MINUTES
September 29, 2005 City of Kitchener
KPL/Centre Block Project Committee met this date, commencing at 8:30 a.m., Chaired by Hans
Pottkamper with the following members present: Carla Ladd, Rosemary Pitfield, Hans Gross, Marty
Schreiter, Rod Regier, Craig Robson, Silvia Wright, Jana Miller, Sonia Lewis, Bruce MacNeil, Ray
Robinson,
Prior to the start of today’s meeting, no delegation were registered
Approval of Minutes
1.
On motion by: Marty Schreiter, it was resolved that the minutes of September 22, 2005 be accepted.
2.Centre Block Components
2.1 Request for Proposal
?
To simplify the prioritization of the City’s objectives, it was suggested that the
Committee members provide H. Gross with their suggestions and list of items.
Action:
?
H. Gross to compile a listing of City objectives from the Committee for further
discussion and prioritization.
3.Kitchener Public Library
3.1 Project Updates
?
C. Robson raised concerns that the function concept drawings for Centre Block were still
too detailed and should be reworked by the architect to provide only essential needs
required to build a new library and parking needs for the library
?
S. Lewis noted that the library and the architect will address the concerns raised by the
Committee prior to the public meeting
?
Public open house is scheduled for October 13, 2005, 6:30 p.m. at the main Kitchener
Public Library
?
S. Lewis noted that they have revised the date for presentation to the KPL Board,
originally scheduled for October 19 to November 16, 2005
4.Other Business
4.1 Parking Study
?
Discussion took place regarding the future and currents needs of parking solutions at the
Centre Block site.
?
The Committee requested that City staff and the study’s consultant attend a future
meeting to discuss possible parking solutions for the site.
4.2 Microsite Update
?
S. Wright provided an overview of the microsite which is being launched September 30,
2005; she noted the location and content of the Centre Block information.
?
The domain of www.downtownkitchener.ca was chosen to ensure that a general engine
search would generate an accurate hit.
?
The microsite is tied to the City’s website

4.3 Signage Design
?
R. Pitfield provided the Committee with a sample of a possible design for the Centre
Block sign. She noted that the recommendations are:
?
Visible location from King Street
?
On the Forsyth building or at the entrance to the Young Street surface lot
?
Duke Street – visible to vehicular and pedestrian traffic
?
The Committee will investigate the possibility of lighting the signs in the evening
5.Project Timeline Schedule
?
H. Gross provided an overview of the timelines for the RFP components, noting some
components still required clarification.
?
R. Pitfield provided an overview of the contents of each of the components of the
package and the deadlines for the each piece
?
It was noted that all documents will be available for the Committee’s review and
comments prior to the complete document being printed and distributed.
