HomeMy WebLinkAboutPublic Works - 2001-09-24PUBLIC WORKS & TRANSPORTATION COMMITTEE MINUTES SEPTEMBER 24, 2001CITY OF KITCHENER The Public Works and Transportation Committee met this date commencing at 9:10 a.m., Chaired by Councillor J. Smola, with the following members present: Mayor C. Zehr and Councillors M. Galloway, G. Lorentz and C. Weylie. Councillors B. Vrbanovic and J. Ziegler were in attendance for part of the meeting. Officials Present:Ms. P. Houston, Ms. V. Turner-Shoemaker, Ms. J. Billett and Messrs. S. Gyorffy, F. Pizzuto, J. Shivas, D. Mansell, J. McBride and D. Quinn. CSD-01-162-INTERSECTION CONTROL – RITTENHOUSE ROAD 1. -SOUTHERLY INTERSECTION WITH FOLKSTONE CRESCENT / ROSEBANK CRESCENT The Committee was in receipt of Community Services Department report CSD-01-162, recommending installation of an all-way stop control on Rittenhouse Road, at the southerly intersection with Folkstone Crescent and Rosebank Crescent. In response to a question from Mayor C. Zehr, Mr. J. McBride advised that the industry, from a technical perspective, has found all-way stop controls to be effective when warranted. He stated that there has been no change in their use; however, staff are reviewing Provincial guidelines to determine if it is feasible to reduce standards for implementation. On motion by Councillor M. Galloway – it was resolved: “That an all-way stop control be installed on Rittenhouse Road, at the southerly intersection of Folkstone Crescent / Rosebank Crescent; and further, That the Uniform Traffic By-law be amended accordingly.” Councillor J. Ziegler entered the meeting at this time. FIN-01-026-CONTRACT 2. - WARMTH FOR ALL CHARITABLE CORPORATION (SHARE THE WARMTH) The Committee was in receipt of Financial Services Department report FIN-01-026, recommending that a partnership agreement be entered into with Warmth for all Charitable Corporation (Share the Warmth), who through public donations, purchase heat and energy on behalf of families, seniors, terminally ill and disabled persons living at or near the poverty level. On motion by Councillor M. Galloway – it was resolved: “That the Mayor and Clerk be authorized to execute an agreement dated January 24, 2001, satisfactory to the City Solicitor, with Warmth for all Charitable Corporation (Share the Warmth).” ES-01-079-CLASS ENVIRONMENTAL ASSESSMENT – SCHEDULE B 3. HENRY STURM WATERCOURSE XV - HIGHLAND WEST COMMUNITY SUBDIVISION - The Committee was in receipt of Engineering Services report ES-01-079, recommending that the consultant selection process be waived and Planning & Engineering Initiatives Limited be retained as engineering consultants to undertake a Schedule B - Class Environmental Assessment for the naturalization of Henry Sturm Watercourse XV. Mr. D. Mansell advised that the subdivision number, 30T-01202, referenced in the staff report should be deleted as it was applied in error. He further advised that the Sunvest / Stoltz Farm has not yet been assigned a number. HENRY STURM WATERCOURSE XV - HIGHLAND WEST COMMUNITY SUBDIVISION (CONT’D) - On motion by Councillor C. Weylie– it was resolved: “That Council waive the consultant selection process and retain Planning & Engineering Initiatives Limited as the engineering consultant to undertake a Section B - Class Environmental Assessment for the naturalization of the Henry Sturm Watercourse XV, being undertaken in conjunction with Highland West Community Subdivision; and further, That the Mayor and Clerk be authorized to execute an agreement, satisfactory to the City Solicitor, for the provision of professional engineering services between the City of Kitchener and Planning & Engineering Initiatives Limited.” FIN-01-027-RESIDENTIAL ENERGY EFFICIENCY PROGRAM (REEP) 4. KITCHENER UTILITIES SPONSORSHIP - The Committee was in receipt of Financial Services Department report FIN-01-027, requesting authorization for Kitchener Utilities to sponsor the Residential Energy Efficiency Program (REEP) through the Demand Side Management Program. The report outlines that REEP is a joint project of the University of Waterloo and The Elora Centre for Environmental Excellence, whose purpose is to assist homeowners with household energy efficiency improvements to reduce heating and cooling costs. On motion by Councillor G. Lorentz – it was resolved: “That Kitchener Utilities be authorized to sponsor the Residential Energy Efficiency Program (REEP) through the Demand Side Management Program.” INFORMATION ITEM 5. The Committee was in receipt of Development and Technical Services Department information report ES-01-080 which provides an update with respect to the Ministry of Transportation’s Highway 7 / 8 projects. Mayor C. Zehr commented that the Ministry of Transportation appears to have resolved issues of alignment with respect to the Highway 7 project, proposing some modifications in the Township of Woolwich. No change to the alignment is anticipated within the City of Kitchener; however, the new proposal has not yet formally been made public. Mayor Zehr also expressed concern with regard to the Highway 8 project in relation to the Franklin Street bridge and questioned if staff had any sense of timing for the contract. Mr. S. Gyorffy advised that, while the Ministry is hopeful that the project will be underway by the spring of 2002, they have not committed to a specific timeframe; however, they are cognizant of the many issues that have been raised with respect to the disruption of travel and the removal of the Franklin Street bridge. STREET LIGHTING – WOOLWICH STREET 6. – SUNBRIDGE CRESCENT TO KIWANIS PARK DRIVE Councillor J. Smola raised concern with the installation of street lighting on Woolwich Street, in the area of Sunbridge Crescent to Kiwanis Park Drive. He noted that the boundary between Kitchener and Waterloo divides Woolwich Street and the responsibility for servicing and associated costs for ongoing development in this area remains an issue of concern. In this regard, he asked that staff be directed to prepare a report for consideration at a future meeting. Vrbanovic entered the meeting at this time. By general consent, staff were directed to prepare a report relative to street light servicing and associated costs on Woolwich Street, from Sunbridge Crescent to Kiwanis Park Drive, for consideration at a future meeting of the Development and Technical Services Committee. ADJOURNMENT 7. It was noted that this would be the last meeting of the Public Works and Transportation Committee, originally established on December 1, 1991 and consistently Chaired by Councillor John Smola throughout its tenure. As of October 1, 2001 the Public Works and Transportation Committee will be dissolved and the newly restructured Standing Committees, as established by Council resolution on August 27, 2001, will become effective.
