KPL/CENTRE BLOCK PROJECT COMMITTEE MINUTES
October 20, 2005 City of Kitchener
KPL/Centre Block Project Committee met this date, commencing at 8:30 a.m., Chaired by Hans
Pottkamper with the following members present: Carla Ladd, Hans Gross, Marty Schreiter, Rod Regier,
Craig Robson, Ray Robinson, Silvia Wright, Sonia Lewis, Jana Miller, and Sandy Curzon
Approval of Minutes
1.
On motion by: Marty Schreiter, it was resolved that the minutes of October 6, 2005 be accepted with
amendment to the wording of 4.1. paragraph/bullet #3.
2.Centre Block Components
2.1 Rating of City’s Objectives
?
Committee discussed the revised draft objectives for the redevelopment of Centre Block.
?
The three key ‘essential objectives’ must be met by the developer in order to be
considered for the project
?
Committee then reviewed the 15 ‘rated objectives’ which are relative to the importance
of the project
?
It is understood that the Library’s essential objectives will then be included into the final
document
?
Discussion ensued around the rating which met with some resistance from members of
the Committee, however it was resolved that the objectives could be revisited once
Charette (workshop) determines what ‘compatible’ means.
?
Both the Library’s and Centre Block’s lists of rated objectives will be incorporated into
the Terms of Reference document.
?
Rating is a two part system whereby you establish value (weight) to an item and then
evaluate (score) the responses
?
C. Ladd suggested bringing James McKellar, Fairness Advisor for advise on weighting
and scoring the objectives which will ensure a fair and transparent process on how a
selection is made

S. Curzon to make the following changes:

#4 to read “Pedestrian connection(s) through Centre Block
?
#6 to read “Active uses (restaurants, retail, etc.) should be focused along all ground
levels that face public streets and public spaces”

#15 to read “No vehicular access to parking facilities to/from King Street
?
Add #16 to read “Provide residential development”

H. Gross to invite James McKellar to a future meeting (October 27), to review
objectives and ratings to clarify on how the selection is made

3.Kitchener Public Library
3.1 Project Updates
?
Levitt-Goodman Architects presented three conceptual drawings of the floors and
footprint of the library at a public open house held Thursday, October 13.
?
The architects will seek final approval of one of the designs from the KPL Board on

?
The three design options are available on KPL’s website www.kpl.org

KPL to provide their ‘essential list’ for discussion within the next few weeks
4.Other Business
4.1Charette
?
R. Regier presented a proposal to hold a one day charette/workshop to engage the public
in discussion and promote awareness on the design process for Centre Block
?
The charette will give the public/stakeholders the opportunity to develop conceptual
plans during a facilitated group interaction
?
R. Mounsey will coordinate the project; Economic Development will provide logistic
support and Glenn Scheels of GSP Group will be retained as Program Manager and
ultimately summarize the results for presentation to Committee and Council

As a request from KDBA, downtown restaurants will be considered for catering this
event
