ARTS AND CULTURE ADVISORY COMMITTEE

1. APPROVAL OF MINUTES AND REVIEW OF AGENDA
A motion was made by Ron, seconded by Sheila, to accept the minutes of the September
meeting as well as the October agenda. All were in favour; carried.
Erina advised members that Robert Gissing has submitted his resignation from ACAC.

4. NEW BUSINESS
4.1 KOR Update - Christiane Sadeler
Christiane attended the meeting to provide an update regarding KOR Gallery.
· KOR Gallery Board of Directors decided to cease operations. Christiane will meet with Co-
Chairs to discuss next steps.
· Exhibits are being returned to artists.
· Christiane will advise KOR that ACAC would like equipment to remain in the community, if
possible.
· The City is property owner, funding partner and unsecured creditor.
· It is not yet known what will happen to the building.
4.2 Grants Update - Erina
Erina will send to ACAC members via e-mail a list of Provision Grants awarded to date.
Sivakumar, who is part of the Grants Sub-committee, recommends that the grant process
better support smaller community groups. The Tamil Cultural Association was denied a grant
by the City of Kitchener because they didn't fill out the right application form (see ACAC
minutes from August 2005, Item 3.1). As noted at the August ACAC meeting, this is a big
event, free to the public, for local artists to showcase their talent to the community. The City
of Waterloo approved $2000 this year. Sivakumar provided this example to illustrate his
concern.
It is part of CulturePlan II to pursue alignment of the grant process with both City of
Kitchener and City of Waterloo, in the future - to be revisited.
Sivakumar stepped down for the Tamil grant review to avoid any conflict of interest.
Peter noted that the whole City of Kitchener grant process is being reviewed this year.
It would be useful for ACAC to make a brief to City raising concerns that Sivakumar has
voiced - that more attention be given to small groups regarding the grant procedure.
Suggest grant sub-committee get in touch with Renate to work towards recommendations for
guidelines.
ACAC recommended that (a) small groups be supported, (b) grants be streamlined between
Kitchener and Waterloo and (c) that Provision Grants not require free or highly disconnected
admission as this limits arts groups ability to grow.

4.3 Arts and Culture Co-ordinator Hiring - Erina
Cheryl York has been hired as the Arts and Culture Co-ordinator. Cheryl and Erina will work out
their individual portfolios. CPII identified three areas: Programming which will go to Cheryl;
Economic Development will be Erina's responsibility and; Community Development which will
slowly go to Cheryl and be shared with Erina.
5. REPORTS
5.1 Public Art Working Group (PAWG) Report - Sheila
Sandra Martin has been elected as the new chair of PAWG
The public art competition for Chandler Mowat Community Centre and Victoria Hills
Community Centre has been delayed but will move ahead very soon.
A logo for the Rotunda has been approved by PAWG but will come to ACAC for approval as
well.
ASAP - KCI student's sidewalk painting project didn't take place.
There are about fifty "Harvest People" around the city now. Congratulations to Denis for his
initiative!
Tony Urquhart's Artist-in-Residence commission, the "Barn Box", was approved and discussed
as to whether it can be installed at the Centre in the Square balcony. The piece was
approved by PAWG and will go to Council for approval. Members asked whether the Centre
in the Square is the appropriate place to show this piece as only paying customers will
actually see it.
ACTION: Erina will look into whether the Centre in the Square can make the artwork
accessible to non-paying patrons.
5.2 Downtown Advisory Committee (DAC) Report - Denis
· No report as the group didn't meet.
· Members were asked to e-mail Denis with comments re Oktoberfest.
5.3 Cultural Development Committee (CDC) Report - Ron
· K-W Little Theatre has a new building on their property.
· The Waterloo Stage building was sold to a developer who has a tenant keeping the building
as a theatre.
· Plans are underway for Waterloo's 150th anniversary in 2007.
· City of Waterloo is still restructuring.
5.4 Waterloo Region Arts Council (WRAC) Report - Martin
· Artsfest launched during the first week of October. Seventy thousand dollars for proposals
has been allotted to this area, only one of four areas chosen in Ontario (matching fund to pair
re arts and business communities).
· New information is being collected for the Cultural Directory.
5.5 Staff Reports

6.0 OTHER
· Jennifer Breithaupt, who is on the board of the Homer Watson Gallery, asked for support
from ACAC regarding the proposed renovations which are seen to be in conflict with Heritage
allowances. Jennifer will follow-up with Heritage Kitchener.
· Erina mentioned that the November meeting will be the last for this group, with the new year
starting in December. Robert Gissing, who, as noted, has resigned, will be replaced.
Members are currently serving two-year terms.
7.0 ADJOURNMENT/NEXT MEETING
A motion was made by Annalee, seconded by Denis, that the October ACAC meeting be
adjourned. All were in favour.
The next ACAC meeting will take place on November 8 at 4:00 p.m. in the Schmaltz Room at
Kitchener City Hall.
