CSD-05-127 - LEISURE FACILITIES MASTER PLAN PROGRESS REPORT The Committee considered Community Services Department report CSD-05-127 (K. Woodcock / G. Hummel) regarding an organizing structure for review and assessment of the recommendations contained in the Leisure Facilities Master Plan (LFMP) and requesting direction on an approach to move forward with the implementation plan. The Committee also received this date copies of the LFMP-Background Report - Volume I (January 2005); LFMP- Master Plan - Volume II (February 2005); and LFMP-Executive Summary - Volume III (February 2005). Ms. A. Pappert advised that the goal of this meeting was to obtain confirmation that staff are on the right track in terms of an organizing structure for review and assessment of the LFMP recommendations; to bring awareness as to the magnitude of the implementation plan; and to reach an agreement on an approach to be taken; with subsequent information to be brought forward at the December 5, 2005 Community Services Committee meeting. Ms. K. Woodcock presented details of the organizing structure, which divides the 34 recommendations of the LFMP into 85 actions and aligns the actions into 3 strategic result categories, being: policies; delivery strategies; and facility initiatives. It was noted that the policy actions address gaps in the current policy framework and resolutions are required before other recommendations in the plan can be implemented and before any change in operating practices can occur. Delivery strategies include operating practices and pre-planning required for implementation of policy, and a number of strategies need to be developed and approved prior to any facility initiatives being completed. Facility initiatives will be realized once policies and delivery strategies are in place. It is staffs' opinion that pre-planning and policy development is critical and will involve careful linking of resource allocations, and co-ordination among several departments, external partners and other initiatives to be successful. Next steps in the process include identifying the gaps in policy and recommending priorities, timelines and resource requirements. Two options for moving ahead with implementation of the LFMP were proposed as follows: · Option 'A' (Phased Approach) - staff to continue review and assessment of the LFMP recommendations and report at the December 5, 2005 Community Services Committee meeting on a short-term plan for actions that must occur in 2006 - 2007; and continue work on a long-term, phased implementation plan for 2008 - 2016 to be considered in segments throughout 2006; · Option 'B' (Paused Approach) - staff to complete entire review and assessment of all LFMP recommendations and complete a detailed implementation plan for consideration by the end of 2006. Option 'A' is preferred as it will provide sufficient assignment of resources to commence implementation and allows for projects already budget approved to continue; whereas, Option 'B' may require pausing of 2006 - 2007 projects to ensure a complete review is provided. CSD-05-127 - LEISURE FACILITIES MASTER PLAN PROGRESS REPORT (CONT'D) A discussion followed, during which concerns were raised with regard to the impact either approach may have on projects already underway and / or otherwise committed to. It was suggested that it may be more appropriate to delay a decision on a particular approach to allow more information to be provided regarding implications on an individual project basis and to look at same within the context of the capital budget process. At the request of Mayor C. Zehr the staff recommendation was voted on in two parts. On motion by Mayor C. Zehr - it was resolved: "That the organizing structure for review and assessment of the recommendations of the Leisure Facilities Master Plan (LFMP), as outlined in Community Services Department report CSD-05-127, be approved; and further, That a decision to proceed with either Option 'A' (Phased Approach) or Option 'B' (Paused Approach) for moving forward with implementation of the Leisure Facilities Master Plan (LFMP), as outlined in Community Services Department report CSD-05- 127, be deferred and referred to the December 5, 2005 Community Services Committee meeting, pending additional information regarding implications on an individual project basis within the context of the Capital Budget process." 2.
