HomeMy WebLinkAboutMinutes 2005-11-24 KPL/CENTRE BLOCK PROJECT COMMITTEE MINUTES November 24, 2005 City of Kitchener KPL/Centre Block Project Committee met this date, commencing at 8:30 a.m., Chaired by Hans Pottkamper with the following members present: Carla Ladd, Hans Gross, Rod Regier, Craig Robson, Sonia Lewis, Bruce MacNeil, Marty Schreiter, Larry Gordon, Jana Miller and Sandy Curzon Approval of Minutes 1. On motion by S. Lewis, it was resolved that the minutes of November 17, 2005 be accepted and posted on the city’s website www.city.kitchener.on.ca 2.Centre Block Components 2.1Results of Discussions with James McKellar ? H. Gross presented a draft report based on discussions with J. McKellar. The purpose of the meeting was to review the P3 Guidelines document; to identify how KPL’s evaluation of the City’s objectives and the City’s objectives fit into the proponent selection process; and to determine a weighting /scoring system for the objectives ? The process of how to evaluate/score the proponents during the interview process covered four areas: experience; financial ability; credentials; and references ? Discussion/Comments: During the proponent selection process, clarity needs to be put around what ‘similar o projects’ mean without restricting options, thus allowing for flexibility of project experience. Possible rewording would be ‘experience in large scale private developments’ Include a public process when interviewing the primary proponents to short list to o two proponents Action: ? Sub-Committee group will further develop the draft, based on today’s discussions and th bring forward to Committee December 8 3.Kitchener Public Library 3.1Project Updates ? J. McBride, Director of Parking has requested KPL to provide back-up data that supports the 230 parking spaces required for the new central library especially during the peak time period of weekday afternoons ? It was noted that the Parking Study went before Development & Technical Services st (DTS) Committee on November 21 and will be approved at Council November 28th. Once the City and Library parking needs are determined/confirmed, the parking component will be incorporated into the RFP Action: ? KPL to keep Centre Block Project Committee informed of the progress KPL/Centre Block Project Committee Page 1 of 3 Minutes: November 24, 2005 4.Other Business 4.1 Centre Block Charette/workshop ? G. Scheels, GSP Group and R. Mounsey, Senior Urban Planner presented a draft report which summarized the results of the design workshop groups and includes recommendations for further discussion by staff and Centre Block Committee. ? It is important to note that the workshop was not designed to achieve concensus - it did however, produced a variety of views on the pre-determined topics that were presented for discussion ? Based on the outcome of the workshop, the report listed seven recommendations for Centre Block Project Committee’s consideration which include investigating the inclusion of the former Capital Theatre into the Centre Block Project. ? Discussion/Comments: S. Lewis requested that if further consideration was taken of the inclusion of the o Capital Theatre, that Phillip Carter, who originally made the suggestion be advised Concern was raised as to the strength of the wording around the seven action items o Learn from the market, and meet the public expectations was highly recommended o ? In summary, the workshop was successful in engaging public discussion of the development of Centre Block. The report, once finalized, will be posted on the City’s website Action: ? G. Scheels & R. Mounsey will provide a final document for approval at the next st Committee meeting of December 1 4.2 Action Items ? Staff and Committee were asked to review and update the current action items including potential discussion dates and assign who is accountable for bringing the item forward. The intent is that all outstanding actions items be addressed within the timeframe of the release of the RFP 5. Project Timelines ? H. Gross provided an updated schedule for the development of Centre Block for discussion ? Further environmental testing on the site has moved the completion of the Terms of Reference from January to March 2006. ? Expressions of Interest from developers are expected by April with two potential proponents selected in July 2006. ? Two proponents will then be given 4 months to present a more detailed proposal for receipt in early December 2006. ? Presentation to various groups including the public and Council, will take place between January and March 2007 ? Final selection of preferred proponent June 2007; the start of construction in April of 2008; completion in December 2009 ? In reality, based on the revised schedule, the project will take an additional 12 months to complete than originally thought KPL/Centre Block Project Committee Page 2 of 3 Minutes: November 24, 2005 ? Given the extensive scope of the project and the revised timelines, Committee agreed that it would be advisable, at this time, to give the development industry a ‘heads-up’ Action: ?
