COMPASS KITCHENER COMMITTEE MINUTES
November 22, 2005CITY OF KITCHENER
The Compass Kitchener Committee met on this date, commencing at 4:00 p.m.
Present: Don Bourgeois, Glen Woolner, Trudy Beaulne, Pat Doherty, John Hall
Staff: Michael May, Kate Sullivan, Glynis Martin
Regrets: Douglas Parker, Paul Royston
1. Citizen engagement process – identity exercise
Michael asked the committee to approve the identity exercise. There was a lot of discussion with
the final analysis being that Michael would take the committee’s suggestions and e-mail the
changes for final approval. The trick with this exercise is to keep it parallel with the Environics
survey, it is easy to deviate from the survey.
Don reminded the committee that our mandate is to confirm the vision, help council set priorities in
a more focused way, see if council was successful in achieving their objectives and look at the
social values of citizens which will inform priorities for future councils.
The following are the changes requested by the committee:

Question 2 change “core services” to “basic services” as core could be read as downtown

Question 3 replace the question with one from the survey

Question 5 change “all” to “any”

Question 6 was approved

Question 7 was approved.
2. Citizen engagement process – workbook
Michael asked the committee to look at the likes and dislikes section of the workbook. He
reminded us that the summary of what Environics said about each issue is missing and will be
done. The committee approved this section.
In the vision and value section:

Section 1 – governance and community engagement – approved

Section 2 – downtown – approved

Section 3 – development – Michael will be input from the city’s development staff

Section 4 – quality of life – difficult section as quality of life could be healthy environment,
walkability, balance between taxes and services, access to resources and so on. A big
intangible is level of volunteers. How important is the level of volunteers to our community?
The city does budgets from year to year, should they do multiyear strategic financial plan?
Is long-term planning appropriate? One suggestion was to have a separate section that
covers finances. Taxes should be included in quality of life section.

Section 5 – diversity – Kitchener economy is fuelled by immigration is an important point to
make. What does multiculturalism and diversity mean to you - inclusive services to be
added to accommodate other groups or ignored by city?

According to the survey 60% wanted to be multicultural but 58% want to stay same; this is
a ambivalent message, we need to it flesh out more. Ask citizens to take a stand where
multiculturalism is concerned.

Section 6 – environment – was approved.
3. Citizen engagement process – self identify survey
Michael will get the cost for the self identify piece from Environics. This section needs more work
as it is very confusing for the participant. There are five questions asked and the participant self
scores to figure out what segment of the population they belong to. This exercise is a teaser to get
people involved in the citizen engagement process.
