KPL/CENTRE BLOCK PROJECT COMMITTEE MINUTES
January 5, 2006 City of Kitchener
KPL/Centre Block Project Committee met this date, commencing at 8:30 a.m., Chaired by Hans
Pottkamper with the following members present: Craig Robson, Hans Gross, Rod Regier, Sonia
Lewis, Marty Schreiter, Silvia Wright, Larry Gordon, Jana Miller and Sandy Curzon
Approval of Minutes

On motion by Larry Gordon, it was resolved that the minutes of December 15, 2005 be accepted
and posted on the city’s website www.city.kitchener.on.ca
2.Project Timelines
2.1 Review Development Schedule

In order for the Terms of Reference document to go before City Council on March

20 for approval, the document must be complete and ready for printing by February
th

Project Committee discussed having a draft legal agreement prepared, by outside legal
counsel, between the City and the Developer. The draft would become a summary on
issues pertinent to the agreement for inclusion in the RFP framework

Staff to proceed with seeking Legal Counsel to have a draft legal agreement prepared ,
which would then be completed once the final component is selected.

H. Gross and J. Miller will consolidate current information to begin finalization of the
document

3.Centre Block Components
3.1City Objectives
?
Project Committee completed the review of the City’s Objectives and deferred Items 9
& 12
?
It was agreed that the priority order of the objectives remain unchanged
?
Discussion then focused on the scoring with various scenarios. It was suggested that
once complete, the scoring system be published

Staff to update the objectives based on the changes discussed and bring back for

consideration the flexibility of grading within points
4.Kitchener Public Library (KPL)
4.1Project Updates
?
S. Lewis provided further information on Leadership in Energy and Environmental
Design (LEED) certification and Commercial Building Incentive Program (CBIP)
?
Meeting the requirements of these two programs will have an approximate cost of
$700,000 with a return of $100,000 in annual energy savings
?
CBIP is related entirely to energy efficiency, LEED deals with indoor quality and
ambiance. Statistics show that better working conditions for building occupants could
result in less sick leave and higher productivity

4.2Cost Estimates
?
It was clarified that the cost estimates presented at last weeks meeting, reflected the
local (Kitchener) market
?
Contingencies used were the same as those in KPL’s Business Case or were consistent
with commonly used standards.

4.3KPL Objectives
?
S. Lewis indicated that KPL Board have not provided further revisions, since the

December 14 draft

Further discussion of KPL Objectives are expected by the end of January to both KPL
Board and Project Committee
4.4Funding Shortfall
?
Concern was raised on how KPL will address the funding shortfall for the new library
?
S. Lewis advised that KPL Board have not, at this time, dealt with this issue

S. Lewis to keep Committee informed of the Board’s discussions
5.Other Business
5.1 Forsyth Building
?
City staff will meet to determine the next steps, based on a report from MTE, that is
expected later this week

5.2 Risk Assessment
?
A building materials survey and environmental testing has been done for the Forsyth
and Mayfair buildings
?
Because of inconclusive geotechnical findings, additional drilling has started, which
will include inside the Forsyth building
?
In order to allow residential use on Centre Block, a Risk Assessment process is
required whereby the environmental testing, currently being done is used as the basis
for that process
?
The cost for the Risk Assessment is estimated at $30-$35,000 for the main block and
an additional $25-$30,000 for the Legion.
?
Timing for MOE approval is expected to take 30-50 weeks, which will not be
completed prior to the release of the RFP. The RFP documents will indicate, to
developers, that the City will undertake to complete the Risk Assessment for the site
?
Committee then discussed including the Legion in the Risk Assessment, which some
felt would add value to the property

Project Committee agreed to proceed with a Risk Assessment to both Centre Block
site and Legion property
5.3 Outstanding Action Items

With a target date of February 20, Project Committee reviewed the outstanding
action items that still need to be addressed
?
Concern was raised that with only 7 weeks left, the 1 ½ hour meetings may have to be
extended in order to deal with more complicated issues

Target dates to be applied to all Action Items to meet with February 20 deadline
?
Staff to review the list of Action Items and identify those that will require additional
time over and above the weekly 1 ½ hour meeting i.e. Design Brief & D1 Zoning
5.4Public
?
Question: has there been any consideration given for commercial use on the library
site which could be rented out
?
Answer: S. Lewis advised that there has been space allotted for a café in KPL’s
Building Program and that commercial space is not part of KPL’s mandate
