HomeMy WebLinkAboutHeritage Kitchener - 2001-12-07HERITAGE KITCHENER MINUTES December 7, 2001CITY OF KITCHENER Heritage Kitchener met this date, chaired by Councillor M. Galloway, commencing at 12:06 p.m., with the following members present: Ms. P. Wagner and Messrs. J. Clinckett, R. Green, P. Bufe and B. Scott. Ms. G. Engel and Mr. E. Lucy entered the meeting shortly after its commencement. Others Present:Ms. D. Gilchrist and Messrs. L. Bensason and P. Hicks. 1. 1 KING STREET WEST (WALPER HOTEL) -ALTERATION APPLICATION -SIGNAGE Mr. J. Clinckett declared a pecuniary interest in this application as he is acting as agent for the applicant, and did not participate in any discussion or voting with respect to this application. The Committee was in receipt of an alteration application and drawings from the owner of the Walper Hotel, 1 King Street West, requesting permission to erect non-illuminated, rigid banners and rigid awnings on the Queen Street elevation of the Hotel. Ms. Denise Strong, Manager of the Walper Hotel, was in attendance to represent the application and provided a set of revised colour drawings showing the location of the banners and awnings, showing the change in location for the awnings, now immediately above the ground floor windows. With the aid of a PowerPoint presentation, Mr. Bensason displayed the revised drawings. Upon questions, Ms. Strong advised that the new owner is looking for means of drawing attention to the Hotel, particularly as most of their patrons are driving west on King Street from the 401. The awnings will be constructed of treated material with a life expectancy of 8-14 years, washes well, and comes in a limited number of colours. The banners and awnings will be fixed to the building with four bolts, and they will not be illuminated. Ms. G. Engel and Mr. E. Lucy entered the meeting during the previous discussion. On motion by Mr. B. Scott – : it was resolved “That pursuant to Section 33 of the Ontario Heritage Act Council approve the request of the owner to alter the designated property municipally known as 1 King Street West (Walper Hotel) by installing non-illuminated, rigid banners and non-illuminated awnings on the Queen Street elevation of the building, as shown in the revised drawings prepared by MacDonald Signs and Awnings, submitted to Heritage Kitchener on 2001-12-07. “ 2. 166 DAVID STREET - VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT - ALTERATION APPLICATION - DORMER ADDITION The Committee was in receipt of a copy of Building Permit Application #01 109257, and accompanying drawings for approval of the construction of the shed dormer at 166 David Street, located in the Victoria Park Area Heritage Conservation District. Ms. Lesley Claire was in attendance to represent the application on behalf the owner. She noted that she has been dealing with the Building Division since September on this proposal and only recently found out that she had to bring her proposal to Heritage Kitchener. She noted that in addition to the construction of the dormer, which will provide liveable space on the third floor, they intend to do some restorative work on the house, particularly with respect to the front porch. Mr. L. Bensason gave a PowerPoint presentation showing the subject property and neighbouring properties, from various angles, as well as examples of other houses with shed dormers in the downtown. Following discussion with Ms. Claire and considering the visual impact this dormer addition will have on the streetscape, both parties agreed that the front wall of the dormer will be set back 2’ from the front wall of the third storey of the house. HERITAGE KITCHENER DECEMBER 7, 2001- 50 -CITY OF KITCHENER 2. 166 DAVID STREET - VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT - ALTERATION APPLICATION - DORMER ADDITION (CONT’D) On motion by Mr. B. Scott - : it was resolved “That pursuant to Section 43 of the Ontario Heritage Act Council approve the application of the owner to alter the designated property municipally known as 166 David Street, located in the Victoria Park Area Heritage Conservation District, to construct a shed dormer as shown in the plans attached to Building Permit Application Number 01 109257, save and except that the front wall of the dormer shall be setback 2’ from the front wall of the third floor of the house.” 3. 2002 MIKE WAGNER HERITAGE AWARDS - CONSIDERATION OF NOMINATIONS Mr. L. Bensason provided the Committee members with copies of all the nominations received for 2002 Mike Wagner Heritage Awards. He advised that all the supporting materials for each application has not yet been received. The Committee generally agreed to view the PowerPoint presentation of each of these properties at this time, but wait until the January meeting to decide which properties will be chosen for an award. Mr. Bensason then reminded the Committee that up to four awards may be given each year, in two categories: Outstanding Achievement Award, and Award of Merit. These awards will be presented at the February 25, 2002 Council Meeting. The Committee then viewed images of each nominated property as follows: 1. Kitchener Fire Department Headquarters, Strasburg Road – The History of the Kitchener Fire Department as displayed at the Headquarters; 2. 163 Joseph Street; 3. 189 Queen Street South (Schmaltz House) – Interior Restoration; 4. Williamsburg Chapel, Williamsburg Cemetery – Use of reclaimed bricks; 5. 122 Frederick Street (Registry Theatre); 6. 5 Maurice Street (Shantz Terrace); 7. 17 Norfolk Crescent (St. Mary’s Heritage Conservation District) – Front porch addition; 8. 63 Norfolk Crescent (St. Mary’s Heritage Conservation District) – Rear addition. 4.POTENTIAL HERITAGE CONSERVATION DISTRICTS - LOWER DOON AND CIVIC CENTRE - OUTCOME OF PUBLIC MEETINGS Mr. Bensason advised of the outcome of the recent public meetings held in Lower Doon and Civic Centre, and that he is still accepting comment cards from residents in these two neighbourhoods. He advised that he would prepare a report for Heritage Kitchener in this regard, early in the new year. 5.253 QUEEN STREET SOUTH (FOTI GALLERY) - VICTORIA PARK AREA HERITAGE CONSERVATION DISTRIC - REVIEW OF MATERIALS USED IN APPROVED ALTERATIONS Mr. Bensason provided the Committee members with copies of Council’s decision on the alteration application for 253 Queen Street South (Foti Gallery) dated April 23, 2001, and copies of the drawings submitted with the application. The Committee then viewed a PowerPoint presentation showing the finished alterations. Some differences were noted with respect to the side elevation of the addition, and some members questioned whether it would be possible for Heritage Kitchener to inspect designated properties once alterations are completed to determine compliance with Council approval. HERITAGE KITCHENER DECEMBER 7, 2001- 51 -CITY OF KITCHENER 6. REDEVELOPMENT POTENTIAL - PROPERTIES OWNED BY DOWNTOWN CHURCHES Mr. P. Hicks provided the Committee with extracts from a Zoning Map and Official Plan Map showing planning designations of church properties in the downtown core, as requested by Heritage Kitchener. He also provided an extract of Special Policy 13.1.3 from the Official Plan, dealing specifically with Zion Church. Mr. Hicks noted that some years back there was a proposal to have Zion Church as the headquarters for the United Church of Canada, but nothing further came of this proposal. He noted that at that time there was no consideration of actually demolishing the church. Councillor M. Galloway left the meeting at this time and Ms. P. Wagner assumed the Chair. 7. POSSIBILITY OF DESIGNATING ON HISTORIC MERIT ONLY - KRAUT LINE - INFORMATION FROM MINISTRY Mr. Fred Bishop was in attendance to advise of his interest in having the “Kraut Line”, consisting of Milt Schmidt, Woodrow “Woody” Dumart and Bobby Bauer, formerly residents of Kitchener-Waterloo, who played hockey for the Boston Bruins in the 1930s and 1940s, recognized by this community. He advised that he has been pursuing some form of recognition for these men for approximately two years. Mr. Bensason displayed an image of 130 Shanley Street, the former home of Milt Schmidt. He noted advice received from the Ministry, wherein they recommended against designation on historic merits only, and suggested simply plaquing this property as a means of recognition. Mr. Bishop advised that he has spoken to Frank Pizzuto, General Manager of Community Services, and there may be an opportunity to install some form of recognition at the Kitchener Memorial Auditorium through the Percentage for Art Policy. Mr. P. Bufe suggested investigating the architectural merits of 130 Shanley Street, for designation purposes. Ms. P. Wagner asked for volunteers to form a sub-committee to further investigate a form of suitable recognition for the Kraut Line, and Messrs. Bishop and Bufe volunteers for the sub- committee. 8. UPDATES Mr. Bensason provided brief verbal updates on the following: · Heritage Easement for the Steckle Homestead; · Easement Agreement Plaque for the Woolner Farm; · Signage for Upper Doon and Victoria Park; · Offer to purchase for the Kraushaar Properties; and, · Upcoming tour for Heritage Kitchener Members of the Forsyth Property. With respect to the tour of the Forsyth Property, Mr. Bensason advised that a tour will be nd arranged, to take place prior to December 22, and each newly appointed Committee member will be contacted by phone to arrange a date for the tour. Mr. Bensason then advised that this is Paul Hick’s last Heritage Kitchener meeting, as his work term is coming to an end. Mr. Bensason and the Committee both thanked Paul for his excellent work and wished him well in his future endeavours.
