DECEMBER 10, 2001CITY OF KITCHENER
A special meeting of City Council was held at 2:30 p.m. this date and Chaired by Mayor C. Zehr with all
members present.
Notice of this special meeting had been previously given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code. The purpose of the meeting was to
consider year 2002 appointments to the Standing and Special Committees of City Council and Boards
and to authorize an in-camera meeting of Council.
Moved by Councillor G. Lorentz
Seconded by Councillor J. Smola
“That an in-camera meeting of City Council be held immediately following the 2002
Appointment Meeting this date to consider a personal matter, four matters subject to solicitor-
client privilege and three matters land acquisition matters which are also subject to solicitor-
client privilege.”
Carried.
Attached hereto and forming part of these minutes are the appointments as approved for the year 2002
with the exception of those specifically noted in the minutes, all positions were filled by acclamation.

“That Council consider applications received after the deadline date from the following individuals:
Victoria Machado, Denis Pellerin, Steve Cook, Patrick O’Toole and Sadia Gassim.”
Carried.
Council was made aware of the applications from Dr. James Currie, Mr. Tony Duscio and Mr. Nelson
Stead and reminded of Council policy which indicates that no lay appointee is to serve more than a
maximum of 6 consecutive years on any special Committee of Board.

“That notwithstanding the provisions of Clause A of Council Policy I-60 (Appointment of Lay
Members – Length of Service), we hereby confirm the following appointments, namely:
Dr. James CurrieDog Designation Appeal and Animal Designation Appeal
Committees;
Tony DuscioProperty Standards Committee;
Nelson SteadProperty Standards Committee.”

“That the appointments to the Standing Committees of Council be for a further two year term
ending November 30, 2003.”
Carried.
Councillor G. Lorentz raised a concern regarding Council policy whereby an individual must either
reside, work or own property in Kitchener to be eligible for appointment and whether this would apply to
a current member of a Committee who due to a change in residence or employment no longer meets
that eligibility criteria. It was pointed out that Policy I-61 does not address this situation.

“That Council Policy I-61 (Appointment – Special Committee) be amended to reflect that if during
the term of the appointment a member of a Board or Committee no longer meets the eligibility
requirement, that they must either reside, work or own property in Kitchener, they are required to
advise the Deputy City Clerk in writing of the change prior to the date Council next meets to make
its annual appointments, on which date that member’s term will expire, if the member has not
resigned in the intervening period.”
Carried.
Council was in receipt of a letter from Mr. Jamie Grant, General Manager, Centre in the Square,
requesting that Council consider the appointment recommendation of the Board of Directors’ Personnel
Committee and to request that Council consider making all future appointments to the Centre in the
Square Board effective January 1 rather than November 30. It was suggested this would allow for a
more informed appointment of a Chair and Vice-Chair.

“That Ms. Joan E. Euler be appointed for a one-year term and Messrs. Ted Bleaney and Warren
Griffin be appointed for a three-year term, to the Board of Directors of the Centre in the Square;
and further,
That these appointments and all future appointments to the Centre in the Square Board become
effective on the first day of January.”
Carried.
It was further noted that in the event of a resignation relative to the above policy change, that the Board
recommend a replacement from among the existing pool of applicants.
Council considered appointments to the three ad hoc committees; Companion Animals Working Group,
Animal Control By-laws, and Wellhead Protection Strategy, and was reminded that changes in the
Committee structure adopted by Council in August, 2001, included an annual review of ad hoc and sub-
committees to determine whether they need to continue. Councillor J. Ziegler suggested that the
Companion Animals Working Group and Animal Control By-law Ad Hoc Committees were no longer
required. Council was informed that Mr. Brock Stanley, Assistant General Manager, Business &
Planning Services, had forwarded information recommending the Wellhead Protection Strategy Ad Hoc
Committee continue.

“That the Ad Hoc Committee on Companion Animals Working Group and the Animal Control By-
law Ad Hoc Committee be dissolved; and further,
That Ms. Janice Given and Messrs Brock Stanley and George Borovilos be appointed to the
Wellhead Protection Strategy Ad Hoc Committee.”
Carried.
In considering appointments to various community Boards and Committees, Council questioned the
requirement to make appointments to some of the Committees. It was agreed that: appointment to the
Citizens’ Advisory Committee on Air Quality be referred to the Environmental Committee for comments
with respect to appointment; that appointment of the Flood Emergency Co-ordinator be deferred and
referred to the Development & Technical Services Department for recommendation; that no appointment
be made at this time to the Folk Arts Multicultural Centre Festival Committee; the Kitchener Downtown
Community Health Centre appointment is no longer required; and, that Council decline any further
appointment to the Social Planning Council Board of Directors. It was also agreed that appointments to
the Mayor’s Advisory Council for Kitchener Seniors and the Mayor’s Advisory Council on Youth not be

made as they have now become resource groups for the Community Services Department. Council
participation is to be based on interest and involvement in specific initiatives.
Council gave consideration to and agreed with the request of Councillor B. Vrbanovic that he be
removed from the Economic Development Advisory Committee and that Councillor C. Weylie be
appointed as Council Co-Chair.
Council was in receipt of a letter from Mr. Ron Charie, President – Kitchener-Wilmot Hydro, dated
October 1, 2001, recommending the re-appointment of existing members for a further year, ending
December 31, 2002. Councillor J. Ziegler raised a concern with the re-appointment and suggested that
Council discuss sometime in mid-2002, future appointments to the Board of Directors of Kitchener
Power Corporation including length of term, advertisement and the possibility of staggered terms.

“That Ms. Sandra Ellis and Ms. Betty Sims and Messrs. Rob Caldwell and Bruce Lee be re-
appointed as Directors of Kitchener Power Corporation for a further one year term ending
December 31, 2002; and further,
That Council review the appointment process and related issues by June, 2002.”
Carried.
Council then gave consideration to the appointment to fill a vacancy on the Kitchener Public Library
Board.

“That F. George Zador be appointed to the Kitchener Public Library Board for the term ending
November 30, 2003, to fill the vacancy resulting from the resignation of Myrta Rivera.”
