DECEMBER 11, 2001CITY OF KITCHENER
The Safe City Committee met this date, chaired by Ms. L. Korabo, Committee Administrator,
commencing at 4:10 p.m., with the following members present: Supt. A. McConnell and Messrs. T.
Dickson, D. Schnarr and B. Burns. Councillor B. Vrbanovic, Ms. T. Beaulne and Mr. F. Bishop were
in attendance for part of the meeting.
Others Present:Ms. J. Dean and Ms. S. Adams.
This meeting of the Safe City Committee commenced without a quorum present.
APPOINTMENT OF ACTING CO-CHAIR
1.
The Committee Administrator informed members that Councillor B. Vrbanovic had advised he
would be late arriving for today's meeting and, therefore, it was necessary to appoint an Acting
Co-Chair in the absence of both Co-Chairs.
Ms. L. Korabo opened the floor for nominations for an Acting Co-Chair and Mr. T. Dickson
nominated Mr. D. Schnarr. No other nominations were forthcoming and all members present
voted in support of Mr. Schnarr who then assumed the Chair.
APPROVAL OF MINUTES

On motion by Mr. T. Dickson -
it was resolved:
"That the minutes of October 2, 2001, as mailed to the members, be approved."

Ms. J. Dean distributed the December 2001 Safe City Co-Ordinator Report to members for
their information. The Committee then reviewed the report which included updates on the
following topics:

Members of the Committee discussed the success of the 2001 Lighten Up Campaign and it
was suggested that promotional information on the campaign be distributed to homes identified
as not having exterior lights on.
Councillor B. Vrbanovic entered the meeting at this time and assumed the Chair from Mr. D.
Schnarr.

With regard to the Graffiti Busters Program and the Mural Mentoring Program, Mr. D. Schnarr
suggested neighbourhood groups and schools be encouraged to paint murals depicting
pedestrian or cycling activities on the abutments of the CN Rail bridge traversing the Iron
Horse Trail.
Ms. T. Beaulne entered the meeting at this time and a quorum was now present.
CSD-01-228 - MUNICIPAL RESPONSE TO DRUG ADDICTION AND SEX TRADE

WORKERS IN KITCHENER
At its meeting of June 11, 2001, Council requested the Safe City Committee to comment on
the report entitled "Between a Rock and a Hard Place". In addition to this report, a second
report prepared by Dr. Hugh Russell entitled "The Track" was also circulated for information.
Due to the complexity of the issue and the limits on Committee time, a working group was
formed to meet separately and prepare a report for review and presentation to Council. In
response to this direction, draft report CSD-01-228 (J. Dean/S. Adams/F. Pizzuto), dated
December 2001, was circulated. The draft report recommends the newly established Safe and
Health Community Advisory Committee help to facilitate a process bringing together all
stakeholders involved in addressing the issues detailed in the two reports. The purpose of the
stakeholders meeting would be to clarify roles, mandates and develop an action plan with
respect to the needs of all parties involved.
On motion by Mr. T. Dickson -
it was resolved:
"That the City of Kitchener, through its Safe and Healthy Community Advisory
Committee, help to facilitate a process which brings together all the stakeholders
involved in addressing the issues related to drug addiction and prostitution; and further,
That the purpose of this stakeholder meeting be to clarify roles, mandates and develop
an action plan with respect to the needs of all parties."
Councillor B. Vrbanovic indicated that this recommendation will be presented to City Council at
its meeting of January 14, 2002.
CSD-01-226 - FINAL REPORT FROM THE SAFE CITY COMMITTEE TO THE SAFE AND

HEALTH COMMUNITY ADVISORY COMMITTEE
The Committee was in receipt of draft Community Services Department report CSD-01-226 (J.
Dean/S. Adams/F. Pizzuto), dated November 29, 2001, as a final report of the Safe City
Committee.
Councillor B. Vrbanovic advised that this report provides a complete summary of the activities
of the Safe City Committee and the City-Wide Youth Issues Sub-Committee and lists all items
to be carried forward to the Safe and Healthy Community Advisory Committee for
consideration and possible action.
During its review of the summary report, members made several suggestions concerning
additions or changes including additional headings to be added and more detail to be included
concerning the community exchange held in Windsor during 2000. Following a brief
discussion, a recommendation was put forward to accept the draft report as a reflection of the
work undertaken by the Safe City Committee and refer it, with suggested changes, to the Safe
and Healthy Community Advisory Committee for consideration and possible action.
On motion by Mr. T. Dickson -
it was resolved:
"That the Safe and Healthy Community Advisory Committee receive Community
Services Department report CSD-01-226 as information and refer consideration of same
to the newly formed Safe and Healthy Community Advisory Committee."

MARIJUANA 'HOME-GROW' OPERATIONS

Councillor B. Vrbanovic circulated a copy of a resolution approved by City Council on
November 26, 2001, concerning marijuana 'home-grow' operations. He provided background
information about these types of operations located within the boundaries of the City, noting
increasing neighbourhood concern regarding hazards such as faulty electrical wiring and
safety of emergency personnel.
Councillor Vrbanovic advised that he had recently presented this resolution to the Federation
of Canadian Municipalities (FCM) Board of Directors, requesting support of the matter. The
FCM Board referred consideration of this resolution to its February 2002 meeting. In addition,
Councillor M. Galloway, who is the City's representative on the Association of Municipalities of
Ontario (AMO) Board of Directors, will be requesting support of this resolution in the near
future. Councillor Vrbanovic also advised that the City of Vancouver has a successful program
in place to eliminate home-grow operations.
FEDERATION OF CANADIAN MUNICIPALITIES - COMMUNITY SAFETY/CRIME
7.
PREVENTION COMMITTEE UPDATE
Councillor B. Vrbanovic provided the Committee with an update concerning the Community
Safety/Crime Prevention Committee's discussion on the following topics:
·
National Committee on Crime Prevention - municipal drug strategies and available funding
·
A possible joint future project involving FCM and the Canadian Safe School Network
·
A national vision on policing terrorism
·
Security classifications and information concerning the transfers of offenders.
CLOSING COMMENTS

As this was the last meeting of the Safe City Committee, Councillor B. Vrbanovic thanked all
the members of the Safe City Committee, both present and past, for their excellent work and
positive contributions to many projects undertaken by the Committee. He indicated the
summary report presented to the Committee this date was a good indication of the many
positive projects the Safe City Committee had initiated. Finally, he stated that a strong
foundation has been laid by this Committee for the Safe and Healthy Community Advisory
Committee to follow.
Councillor Vrbanovic requested comments from any other members, and several expressed
their thanks and gratitude for the work of the Committee and the efforts of various agencies to
promote safety in Kitchener.
