OCTOBER 5, 2001CITY OF KITCHENER
Heritage Kitchener met this date, chaired by Ms. P. Wagner, commencing at 11:45 a.m., with the
following members present: Ms. C Martindale and Messrs. P. Bufe, R. Green, E. Lucy, W. Stauch and J.
Clinckett. Ms. G. Engel was in attendance for part of the meeting.
Others Present:Ms. D. Gilchrist and Messrs. L. Bensason and P. Hicks.

.CIVIC CENTRE – AREA OF INTEREST FOR POSSIBLE HERITAGE CONSERVATION
DISTRICT
Mr. Bensason advised that since the last meeting he, Ms. P. Wagner and Mr. R. Green walked the
Civic Centre area, and he confirmed that the area of interest for the possible Heritage
Conservation District will be that area identified by Heritage Kitchener at its September meeting.
Mr. Bensason advised that the next step will be to send notices to residents of both Civic Centre
and Lower Doon, provide them with an explanation of what is involved in designating a Heritage
Conservation District, and invite each group of residents to their own Open House in November.
Following these Open Houses, Heritage Kitchener will have to decide which Heritage
Conservation District to pursue.
Mr. P. Bufe suggested individual designations be pursued for the following properties, should Civic
Centre not be the next Heritage Conservation District: 161 Queen Street North and 127-129 Water
Street North.

DTS-01-004-BPS-ST. MARY’S HERITAGE CONSERVATION DISTRICT

The Committee had been provided with copies of staff report DTS-01-004-BPS, dated 2001-09-19,
attached to which, as appendix E, is the St. Mary’s Heritage Conservation District Study and
Heritage Assessment Report. The Committee members were requested to review the report prior
to the November 1, 2001 meeting, and if they have any major concerns with the report to contact
Mr. L. Bensason as soon as possible.
Mr. Bensason advised that the Development and Technical Services Committee will consider the
Zone Change Application associated with the Heritage Conservation District Plan on Monday
October 29, 2001, at 7:00 p.m. Heritage Kitchener will consider the final recommendation on the
Heritage Conservation District on Thursday, November 1, 2001, and recommendations from both
committees will be considered by Council on Monday, November 5, 2001.
With respect to the associated zone change, Mr. Bensason advised that staff have received a
neighbourhood petition from 60 residents, in opposition to the zone change, and the staff report
has been provided to these people.
Ms. P. Wagner noted that the St. Mary’s Heritage Conservation District Project has taken 3 years
to complete and thanked Mr. Bensason for his extensive involvement in this project. She asked
that Heritage Kitchener members appear at the Development and Technical Services Committee
meeting to show support for the staff recommendations.
Ms. G. Engel entered the meeting at this time.
3.
ALTERATION APPLICATION – 20 COLLEGE STREET
– PART OF FORMER ST. JEROMES HIGH SCHOOL
The Committee was in receipt of an Alteration Application for the property at 100 Duke Street
West, being part of the building known as St. Jeromes High School. Attached to the application
was correspondence from Mr. Joe Moon, Project Manager, dated September 27, 2001, outlining
some of the details of the restoration/renovation project.
Mr. Moon was in attendance to present the Alteration Application and provided the Committee with
a revised Alteration Application showing the property address to be 20 College Street, and
correspondence, dated October 5, 2001 providing a more detailed explanation of the
renovation/restoration work to be undertaken. Mr. Moon advised that the Resurrection Fathers still
own the building.

Mr. L. Bensason gave a PowerPoint presentation of photographs of the subject building while Mr.
Moon provided an explanation of each aspect of the work as outlined in his correspondence of
October 5, 2001.
The following changes were agreed to, with respect to the details of the renovation/restoration
work:
#3Remove upper wooden gable structure. Erect a new wooden gable at same location,
matching previous pitches and sizing. Existing gable roof system consists of galvanized
sheet steel with a fibreglass/tar coating. This new system is to be utilized on new gable.
#5Reconstruct new brick piers at two locations to match existing, using saved brick and re-
claimed brick. Re-claimed brick is to match colour and size of existing brick as closely as
possible. Appropriate Heritage mortar mix with high lime content will be used for all
masonry repairs. Mortar will match existing as closely as possible and be prepared
according to historic recipes. Pointing of joints are to match original. (Ribbon Joint). If a
source for re-claimed brick can not be secured, new brick will have to be introduced as an
option, to the City’s satisfaction. We are looking at Canada Brick’s “Williamsburg Mark 2” or
their “Red Smooth” as possible replacements. These bricks are manufactured in “Ontario
Size” and some inventory is presently available.
#8Recaulk all masonry to adjacent materials as necessary.
#10Remove existing asphalt roof shingles and replace with asphalt shingles of the same
green/grey colour or a colour to match the roof covering on the Duke Street building.
Existing metal drip edge at bottom edge of roof will be removed and replaced with new pre-
painted metal drip edge.
The Committee noted that the applicant does not own the property and the fact that the Ontario
Heritage Act only permits owners to make alterations to designated properties. It was agreed that
any recommendation to approve this application would be subject to the applicant becoming the
owner of the property or obtaining written authorization of the owner to undertake these
alterations.
Mr. E. Lucy questioned the end use of the building and Mr. Moon advised that a definite end use
will probably be decided in 6-8 months. Mr. Lucy then questioned whether the proposed work must
be undertaken before winter. Mr. Moon advised that there are no work orders at this time;
however, there is some concern for public safety and the barricades will remain on the sidewalk
until the work is complete.
Mr. Clinckett thanked Mr. Moon for coming forward with this proposal.
On motion by Mr. R. Green –
it was resolved:
“That pursuant to Section 33 of the Ontario Heritage Act, approval be given to the
application of 977323 Ontario Limited to alter the designated property municipally known as
20 College Street (part of St. Jeromes High School), as outlined in correspondence dated
October 5, 2001, from Cambridge Engineering and Planning Consultants Limited, and
amended at the Heritage Kitchener meeting of October 5, 2001; and further,
That prior to undertaking any work on the property, the applicant shall do either of the
following:
a) become the registered owner of the subject property and provide evidence of same
to the City Clerk, or,

b) obtain written authorization from the registered owner of the subject property to
undertake the full scope of the work identified in the correspondence and as
amended, and provide the written authorization to the City Clerk.”
Carried unanimously.
4.
REQUEST FOR VOLUNTEER – LOST HERITAGE BUILDING PROJECT REPORT
The Committee was in receipt of a memorandum from Community Heritage Ontario, dated August
30, 2001, with respect to a Lost Heritage Building Research Project they are jointly undertaking
with the University of Waterloo. The memorandum requests participation by Heritage groups
across the province to volunteer 10-15 hours gathering data in their municipalities. Mr. Bensason
volunteered Mr. Hicks time for this project.
Mr. W. Stauch left the meeting at this time.
5.
INFORMATION ITEMS
Regarding the letter received from the Region of Waterloo with respect to the St. George Street
Water Tower, as attached to the agenda, Ms. Wagner advised that this structure has been added
to the Region’s list of Regionally Significant Heritage Structures.
The Committee questioned the value attached to the maintenance of the structure and what type
of maintenance this amount of money would cover. It was generally agreed that further
correspondence to the Region would wait until the Heritage Planning Advisory Committee has
evaluated the structure.
With respect to the Class Environmental Assessment for Fairway Road, Mr. Bensason advised
that a Steering Committee has been formed and a consultant has been hired by the Region. He
noted that the Woolner Farm, which is designated and over which the City has a Heritage
Easement, is located in the study area.
On motion by Mr. J. Clinckett –
it was resolved:
“That the Region of Waterloo be advised that the property municipally known as 748 Zeller
Drive (Woolner Farm), designated under Part IV of the Ontario Heritage Act and over which
the City of Kitchener has a heritage easement, is located within the study area for the Class
Environmental Assessment – Fairway Road Extension from Zeller Drive to Fountain
Street.”

NEW BUSINESS
Ms. P. Wagner advised that a new concept for widening Victoria Street will be displayed in the City
Hall Rotunda on Wednesday, October 17, 2001, from 5-8 p.m. She asked members to review this
new concept and determine whether any properties on the Heritage Inventory will be impacted by
the new widening concept.
Ms. Wagner then advised of newpaper articles about the proposal of St. Peter’s Lutheran Church,
Trinity United Church and Zion United Church to enter into a partnership to build low cost housing,
and her concern that they may build on the church properties. She asked that these buildings be
placed on the Heritage Inventory.
Mr. Bensason noted that because Official Plan Policies can impose Heritage Impact Assessments
on owners of properties listed on the Heritage Inventory, staff are of the opinion that property
owners should be advised before their properties are added to the Heritage Inventory. Also, an
evaluation of each property should be undertaken before it is added to the Heritage Inventory. He
also suggested that Council be advised of recommendations to add properties to the Heritage
Inventory.

Ms. Wagner asked that any existing building reports on these churches be provided to Heritage
Kitchener for the next meeting.
7.
DOON VILLAGE ROAD RESURFACING
The Committee commented on City Council’s action not to support their recommendation with
respect to use of trap rock as part of the slurry seal resurfacing of roads within the Upper Doon
Heritage Conservation District. They asked that a protocol be developed to provide the Heritage
Kitchener Chair with background information on Heritage Kitchener recommendations to Council
when he has not been able to attend the Heritage Kitchener meeting.
8.
NEXT MEETING
Committee members are reminded that the next Heritage Kitchener meeting has been
rescheduled to Thursday November 1, 2001, commencing at 9:00 a.m., in the Conestoga
Room.
