Ziegler, commencing at 2:15 p.m., with the following members present: Mayor C. Zehr and Councillors, C. Weylie, M. Galloway, B. Vrbanovic, G. Lorentz and J. Smola. Others PresentMs. J. Koppeser, Ms. D. Gilchrist and Messrs. R. Pritchard, J. Shivas, K. Carmichael. : 1.CRPS-02-010 -REQUEST FOR MIDWAYS -HOMENIUK RIDES -707 OTTAWA STREET SOUTH -120 PIONEER DRIVE The Committee was in receipt of Corporate Services Department report CRPS-02-010, dated January 16, 2002, requesting the Committee’s direction with respect to a request received from Homenuik Rides to hold Midways at 120 Pioneer Drive, from May 23-26, 2002, and 707 Ottawa Street South on April 18-21 and April 25-28, 2002. Ms. Linda Homeniuk, applicant, was in attendance to answer any questions the Committee might have in this regard. With respect to the location at 707 Ottawa Street South, Ms. Homeniuk advised that Weiland Ford has provided them with space closer to the Expressway and away from the residential area. Also, in response to questioning, Ms. Homenuik advised that on Friday and Saturday nights she would not be opposed to turning down music at 8:00 p.m. The Committee advised Ms. Homeniuk that they would be inclined to approve her request in accordance with the resolution passed last year for Midway requests at the same addresses, with the music to be turned off at 8:00 p.m. on Thursday nights and Sunday nights, and turned down at 8:00 p.m. on Friday and Saturday nights. On motion by Councillor G. Lorentz – It was resolved: “That the request of Homeniuk Rides Incorporated to hold midways at the Southwest Optimist Park, 120 Pioneer Drive from May 23 - May 26, 2002, and at Weiland Ford, 707 Ottawa Street South from April 18 – April 21, 2002 and April 25 – April 28, 2002 be approved; and further, That approval of these midways be subject to the following conditions: a) That the hours of operation are as follows: · Thursday and Friday, 3:30 p.m. to 11:00 p.m. · Saturday, 10:00 a.m. to 11 p.m. · Sunday, 12 noon to 10 p.m. b) That the music at the midways be turned off one hour before closing time excepting those evenings (Thursday and Sunday) preceding school days when it shall be turned off at 8:00 p.m. and, c) That the music at the midways be turned down at 8:00 p.m. on Friday and Saturday evenings; and, d) That parking arrangements be reviewed with staff of the Traffic and Parking Division to ensure adequate off-street parking will be provided; and, e) That the required licence be obtained.” 2.FIN-02-003 - HIRING ENGINEERING CONSULTANT -WATERMAIN ALONG WABINAKI DRIVE EXTENSION -FAIRWAY ROAD TO GOODRICH DRIVE The Committee was in receipt of Financial Services Department report FIN-02-003, dated January 3, 2002, recommending that the normal procedure for hiring a consulting engineer be waived, and that Conestoga-Rovers & Associates be hired to design and undertake contract administration for 2.FIN-02-003 - HIRING ENGINEERING CONSULTANT FINANCE & CORPORATE SERVICES COMMITTEE MINUTES JANUARY 21, 2002- 9-CITY OF KITCHENER -WATERMAIN ALONG WABINAKI DRIVE EXTENSION -FAIRWAY ROAD TO GOODRICH DRIVE (CONT’D) the installation of a watermain along the Wabanaki Drive extension from Fairway Road to Goodrich Drive. It was resolved: “That the normal procedure for hiring an Engineering Consultant be waived, and Conestoga-Rovers & Associates be retained to undertake the design and contract administration for the installation of a watermain from Fairway Road to Goodrich Drive in conjunction with the Wabanaki Drive extension already underway by Conestoga- Rovers & Associates.” 3.CRPS-02-011- ACCESS AGREEMENT -WALTER BEAN GRAND RIVER TRAIL The Committee was in receipt of Corporate Services Department report CRPS-02-011, dated January 16, 2002, recommending that the City enter into an agreement with 1205457 Ontario Inc. with respect to temporary use of their land for access to the Walter Bean Grand River Trail. It was resolved: “That the Mayor and Clerk be authorized to execute the agreement between the City of Kitchener and 1205457 Ontario Inc. in the form as attached to Corporate Services Department report CRPS-02-011, allowing the general public to use land owned by 1205457 Ontario Inc. to access the Walter Bean Grand River Trail.” 4.SEWER BACKUP – 20 FLINT DRIVE At the request of Councillor J. Ziegler, Councillor M. Galloway assumed the Chair. Councillor J. Ziegler requested that staff be instructed to investigate the problem with respect to the property at 20 Flint Drive and to resolve it to the mutual satisfaction of the property owner and the City. On motion by Councillor J. Ziegler - it was resolved: “That staff be directed to investigate the problem with respect to the property at 20 Flint Drive, and resolve the situation to the mutual satisfaction of the property owner and the City.” . 5ADJOURNMENT On motion, the meeting adjourned at 2:20 p.m. Dianne H.
