Weylie -Chair Mayor C. Zehr and Councillors J. Smola, B. Vrbanovic, G. Lorentz and M. Galloway. Staff: C. Ladd, Chief Administrative Officer R. McCrea, Assistant City Solicitor L. MacDonald, Director of Legal Services & City Solicitor D. Gilchrist, Committee Administrator 1. DTS-06-016 - TRAFFIC CONTROL - RIVER ROAD EAST & LORRAINE AVENUE - CHICOPEE-GRAND RIVER WARD The Committee considered Development and Technical Services Department report DTS-06- 016, dated January 24, 2006, regarding right turns during the red phase being permitted for the southbound direction on Lorraine Avenue at River Road East. On motion by Councillor B. Vrbanovic - itwas resolved: "That right turns during the red phase be permitted for the southbound direction on Lorraine Avenue at River Road East; and further, That the Uniform Traffic By-law be amended accordingly." 2. DTS-06-017 - 2006 DUKE & ONTARIO GARAGE POST TENSIONING TENDON REPAIRS - CONSULTANT SELECTION BRIDGEPORT-CENTRE WARD The Committee considered Development and Technical Services Department report DTS-06- 017, dated January 26, 2006, regarding a consultant selection for the Duke & Ontario Garage post tensioning tendon repairs. On motion by Councillor B. Vrbanovic - itwas resolved: "That the consultant selection process be waived and the contract for the 2006 Duke and Ontario Garage Post-Tensioning Tendon Structural Engineering Services be awarded to Read Jones Christoffersen Ltd." 3. CRPS-06-016 -ENVIRONMENTAL COMMITTEE RECOMMENDATION - 2006 COST SHARING REQUEST -REGION OF WATERLOO NON- ESSENTIAL PESTICIDE REDUCTION SOCIAL MARKETING CAMPAIGN The Committee considered Corporate Services Department report CRPS-06-016, dated January 25, 2006, containing a recommendation from the City's Environmental Committee regarding the City's participation in the 2006 cost sharing request with the Region of Waterloo for the non- essential pesticide reduction social marketing campaign. On motion by Councillor B. Vrbanovic - itwas resolved: "That the City of Kitchener recognizes the public's growing concern regarding the use of pesticides, involuntary exposure and the potential effect on the health of humans and other non-target species; and, DEVELOPMENT & TECHNICAL SERVICES COMMITTEE MINUTES FEBRUARY 6, 2006 - 18- CITY OF KITCHENER 3. CRPS-06-016 -ENVIRONMENTAL COMMITTEE RECOMMENDATION (CONT'D) That continuing public education must remain a key initiative in efforts to encourage the reduction of the non-essential use of pesticides in our community; and, That the City continue to participate in cost-sharing with 50% by area municipalities and 50% by the Region, and approve the request of the Region for a financial contribution in the amount of $28,800 for 2006, Year 3 of the cost-shared community-based social marketing (CBSM) campaign; and further, That Kitchener's contribution be contingent upon cost-sharing by all area municipalities." 4. DTS-06-018 - REQUEST FOR DEFERRAL OF DEVELOPMENT CHARGES - 233 LAWRENCE AVENUE - BLAZE PROPERTIES INC. WEST-VICTORIA PARK WARD As Mr. Voll was not able to be in attendance, the Committee members generally agreed to defer consideration of this matter to its meeting scheduled for February 20, 2006. 5. PRESENTATION -REGIONAL ROADS PROGRAM As the delegation from the Region was not in attendance, the Committee members generally agreed to defer consideration of this matter to its meeting scheduled for February 20, 2006. 6.
