DOWNTOWN ADVISORY COMMITTEE MINUTES
September 8, 2005 City of Kitchener
The Kitchener Downtown Advisory Committee met this date, commencing at 4:10 p.m.,
Chaired by Doug Hoch with the following members present: Christina Weylie, Tony DiBattista,
Glen Woolner, Jason Lane, Markus Stranz, Marcus Shantz, Jamie Hill, Denis Pellerin
City staff present include: Silvia Wright, Tracey DeVille, Rod Regier and John McBride

1.1 Parking Solutions Presentation
Doug Hoch introduced Mr. John McBride, Director of Transportation Planning. Mr. McBride
introduced Geri Kozorys-Smith and Jennifer Ip, Marshall Macklin Monaghan, consultants for
the Feasibility Study for the Development of Short and Long Term Parking Solutions for
Downtown Kitchener.
Ms. Kozorys-Smith provided an overview of the steps they took to complete the study. She
noted that the study which began with a stakeholders meeting on January 27, 2005, was
intended to identify both existing demands and deficiencies in the downtown Kitchener
parking. Solutions and strategies were addressed to assist in the focus on both long and
short term solutions to parking in downtown Kitchener. The study outlined the current
issues, future development blocks, future short term and long term parking requirements
and provided potential solutions and considerations.
The following sites were identified as preferred locations for a new parking structure:

Site 1 (Block 24 - Francis / Charles), presently a municipal lot with 151 spaces;
studies show short term needs at 217 spaces and long term needs at 287. Potential
3 level parking structure with 380 spaces

Site 4 (Block 17 - Young / Duke), presently a municipal lot with 162 spaces; studies
show short term needs at 270 spaces and long term needs at 289 spaces. Potential
2 level underground parking garage with 350 spaces (in addition to proposed parking
for the development on this block)
Following a question / answer session, the following issues were clarified:

Feasibility study to be presented to Development and Technical Services in late
September then to Council in early October

Previous study completed in 2000 was based on industry standards whereas this
study was more of a hands on direct count approach
?
Potential partnerships will depend on the urban design guidelines; however, all
partnership possibilities will be investigated

2. New Business
Mr. Hoch introduced the Committee to new members, Rod Regier, Executive Director of
Economic Development and Jamie Hill, Arts & Culture Representative.
3. Approval of Minutes
On motion by, Glen Woolner
It was resolved:
"That the minutes of July 14, 2005 be approved"
4. Appointments
?
Safe & Healthy Community Advisory Committee Representative
No nominations were put forward. It was noted that the request for appointment to the
Committee will be on future agendas until such time that the position is filled. Updates from
the Safe & Healthy Community Advisory Committee will be done through receipt of the
minutes.
Councillor C. Weylie noted that the recent advertisement of vacancies, which has resulted in
Mr. Hill joining the Committee, also generated a possible representative for the Education
sector.
Action: Committee Administrator to contact the Office of the City Clerk for further details and
action.
5. New Business
Ms. Silvia Wright provided an update on the Upper Storey Financial Incentives. She noted
that the process is nearing completion and should be ready to accept applications in
October.
5. Advisory Committee Update
Mr. Hoch informed the Committee updates are done through distribution of the minutes and if
there is a particular item which needs attention, the representative from that Committee could
provide more information.
The Committee requested that future circulations include the minutes from the Centre
Block/KPL Committee.
On motion, the meeting was adjourned at 6:00 p.m.
