FEBRUARY 18, 2002CITY OF KITCHENER
The Community Services Committee met this date, Chaired by Councillor G. Lorentz, commencing at
3:35 p.m. with the following members present: Councillors B. Vrbanovic, C. Weylie, J. Smola, J. Ziegler
and M. Galloway.
Officials Present: Ms. S. Adams, Ms. L. Eckel-Braun, Ms. J. Billett and Messrs R. Pritchard, G.
Melanson, K. Baulk and R. Weber.
1.
CSD-02-056-HOSTING OF “PEER MENTORING FOR YOUTH IN SPORT AND
RECREATION” COMMUNITY WORKSHOP
- DELEGATION OF SIGNING AUTHORITY - AGREEMENT TO HOST
The Committee was in receipt of Community Services Department report CSD-02-056, dated
February 1, 2002 recommending co-hosting a Community Workshop for youth with The Boys and
Girls Clubs of Ontario as an International Year of Volunteer initiative.
It was resolved:
“That the City co-host with The Boys and Girls Club of Ontario a “Peer Mentoring for Youth
in Sport and Recreation” Community Workshop on March 23, 2002; and further,
That subject to the satisfaction of the City Solicitor, the Acting Facilitator of Seniors, Leisure
Programs and Volunteer Management be authorized to sign the Hosting Agreement as
attached to Community Services Department report CSD-02-056.”

CSD-02-058 -DELEGATION OF SIGNING AUTHORITY
-SHOWCASE RENTAL CONTRACT
The Committee was in receipt of Community Services Department report CSD-02-058, dated
February 11, 2002 requesting approval of a standard rental contract for City facilities.
It was resolved:
“That subject to the satisfaction of the City Solicitor, the Showcase Rental Contract be
approved as attached to Community Services Department report CSD-02-058; and further,
That the Supervisor/Manager of the City facility in which the Showcase is to be located be
authorized to sign the Showcase Rental Contract.”

CSD-02-053 -LICENCE AGREEMENT - 3734 KING STREET EAST
- WALTER BEAN GRAND RIVER TRAIL
The Committee was in receipt of Community Services Department report CSD-02-053, dated
January 30, 2002 recommending that an agreement be entered into with the owners of 3734
King Street East to construct a portion of the Walter Bean Grand River Trail on their property.
It was resolved:
“That subject to the satisfaction of the City Solicitor, the Mayor and Clerk be authorized to
execute a licence agreement with the owner(s) of 3734 King Street East, Stefan and Olga
Nagy, as attached to Community Services Department report CSD-02-053, to construct part
of a public trail known as the Walter Bean Grand River Trail on a portion of their property.”

CSD-02-059 -DELEGATION OF SIGNING AUTHORITY
-DISPLAY OR EXHIBITION SPACE SHORT TERM CONTRACTS
-AGREEMENT WITH THE CADILLAC FAIRVIEW CORPORATION LIMITED
The Committee was in receipt of Community Services Department report CSD-02-059, dated
February 6, 2002 requesting delegation of signing authority for short term agreements with
local mall owners for rental of space for City related activities.

It was resolved:
“That subject to the satisfaction of the City Solicitor, the Co-Ordinator of Athletics be
authorized to sign a Display or Exhibition Space Short Term Contract with The Cadillac
Fairview Corporation Limited, as attached to Community Services Department report CSD-
02-059, for the purpose of renting and using space for Minor Sports registrations on March
1 and 2 and September 6 and 7, 2002; and further,
That subject to the satisfaction of the City Solicitor, the Co-ordinator of Athletics or the
Manager of Administrative Services be authorized to sign the Display or Exhibition Space
Short Term Contract with local mall owners/property managers, including The Cadillac
Fairview Corporation Limited, for the purpose of renting and using space for future City
related activities.”

CSD-02-055 -CHAPTER 210 OF MUNICIPAL CODE (CEMETERIES - MUNICIPAL)
- AMENDMENTS
The Committee was in receipt of Community Services Department report CSD-02-055, dated
February 1, 2002 recommending revisions to various clauses of Chapter 210 of the Municipal
Code to reflect current trends and customer requests relative to memorialization.
It was resolved:
“That staff of Legal Services be directed to prepare a by-law to amend various clauses of
Municipal Code Chapter 210 (Cemeteries - Municipal) in accordance with revisions set out
in Community Services Department report CSD-02-055.”
6.
CSD-02-062-CEMETERIES - CORPORATE EDUCATION AND PARTNERSHIP PROGRAM
The Committee was in receipt of Community Services Department report CSD-02-062, dated
February 8, 2002 recommending implementation of a program to enable employees from local
companies to purchase pre-need cemetery property at a discounted price.
Ms. L. Eckel-Braun was in attendance to provide an overview of the staff report and advised
that staff have significantly reduced Cemetery operating costs through review and
strengthening of its market strategies. She commented that it is desired to create a link
between the Cemetery unit and local citizens through outreach/educational programs, such as
the Corporate Education and Partnership Program. She stated that this program is geared
toward key corporations and will allow on-site educational programs to be conducted with their
employees that will enable them to make informed decisions about Cemetery services and
their future needs.
It was resolved:
That the Cemetery Unit implement a Corporate Education and Partnership Program as
“
outlined in Community Services Department report CSD-02-062.”

NEW BUSINESS
Councillor B. Vrbanovic referred to calls received from several Neighbourhood Associations
regarding the proposed Affiliation Policy and their concerns regarding the issue of liability. He
requested that staff bring forward a report for consideration at a future meeting. Ms. S. Adams
acknowledged these concerns, pointing out that the intent of the policy is to formalize existing
guidelines and no change is proposed with respect to what the City will cover. She advised
that several drafts have been submitted to Neighbourhood Associations for review and when
they reach a comfort level staff will come forward with a report.
