MARCH 4, 2002CITY OF KITCHENER
The Finance and Corporate Services Committee met this date, chaired by Councillor J. Ziegler,
commencing at 2:10 p.m., with the following members present: Mayor C. Zehr and Councillors C. Weylie,
M. Galloway, G. Lorentz and J. Smola. Councillor B. Vrbanovic entered the meeting shortly after its
commencement.

1. CRPS-02-037 - REPEAL OF COUNCIL POLICY I-200 (MANAGEMENT COMMITTEE-
OPERATING PROCEDURES)
The Committee was in receipt of Corporate Services Department report CRPS-02-037, dated
February 18, 2002, recommending that Council Policy I-200 (Management Committee – Operating
Procedures) be repealed, in light of the recent passing of the Management Team By-law.
It was resolved:
“That Council Policy I-200 (Management Committee – Operating Procedures) dated
April 17, 1989, as amended June 18, 2001, be repealed.”
2.CRPS-02-022- 273 MARGARET AVENUE

BY-LAW PURSUANT TO MUNICIPAL CODE CHAPTER 665
(PROPERTY STANDARDS FOR MAINTENANCE AND OCCUPANCY)
The Committee was in receipt of Corporate Services Department report CRPS-02-022, dated
February 18, 2002, recommending a by-law be passed, pursuant to Municipal Code Chapter
665 (Property Standards for Maintenance and Occupancy) to authorize exterior property
standards repairs at 273 Margaret Avenue, at the property owner’s expense.
It was resolved:
“That pursuant to Municipal Code Chapter 665 (Property Standards for Maintenance and
Occupancy), a by-law be considered at the March 18, 2002 Council Meeting authorizing
exterior property standards repairs at 273 Margaret Avenue, at the property owner’s
expense, if the work has not been completed by the owner on or before March 15, 2002.”
3.CRPS-02-025- DECLARATION OF SURPLUS LANDS
- OTTAWA STREET SOUTH AT STRASBURG ROAD
- PARTS 1 & 3, REFERENCE PLAN 58R - 12663
The Committee was in receipt of Corporate Services Department report CRPS-02-025, dated
February 18, 2002, recommending that lands described as Part 1 & 3, reference plan 58R –
12663, at Ottawa Street South at Strasburg Road, be declared surplus to the City’s needs.
It was resolved:
“That Parts 1 and 3 on Reference Plan 58R-12663 be declared surplus to the City’s
needs; and,
That Legal Services be directed to transfer same to the Regional Municipality of
Waterloo; and further,
That the Mayor and Clerk be authorized to execute any necessary documentation
required by the City Solicitor.”
4.CRPS-02-040- AMENDMENT TO MUNICIPAL CODE CHAPTER 650
(LOT MAINTENANCE)

The Committee was in receipt of Corporate Services Department report CRPS-02-040, dated
February 27, 2002, recommending that Municipal Code Chapter 650 (Lot Maintenance) be

amended so as not to require Council to pass a by-law each time a clean-up is required
on

private property. The report also explained that a similar amendment is not required for
Municipal Code Chapter 665 (Property Standards for Maintenance and Occupancy) as the
authority for a municipality to undertake repairs or clean-up resulting from a property standards
order is contained in the Building Code Act.
Mayor Zehr noted in the report that the Ward Councillor will be informed of affected properties
in their Wards, and requested that the Mayor also be notified.
On motion by Councillor C. Weylie –
it was resolved:
“That Legal Services be directed to prepare a by-law for consideration at the Council
meeting of March 18, 2002, to amend Municipal Code Chapter 650 (Lot Maintenance)
to eliminate the requirement for Council to enact a by-law each time a clean-up on
private property is proposed.”
5. Grand River Transit - Request for Route Revision – Franklin Street Bridge Closure
Councillors B. Vrbanovic and J. Ziegler spoke of the need for alternate public transportation
routes, during the period that the Franklin Street Bridge is closed, in order for the public to have
access to the grocery stores on Weber Street, and children to have access to Sunnyside
School. Mayor Zehr advised that meetings are planned in this regard and agreed that
Councillor Vrbanovic and Ziegler be included in these meetings.
Councillor Vrbanovic also advised of his understanding the Freeport Bridge will be closed for
repairs for some months, at the same time the Franklin Street Bridge is closed; noting that King
Street was to remain open while the Franklin Street Bridge is closed. Mayor Zehr commented
that one lane of the Freeport Bridge is to remain open to traffic during the maintenance work.
Councillor Vrbanovic requested that a communications mechanism be developed to inform
Ward Councillors of Regional projects proposed to take place in their Wards.
On motion by Councillor B. Vrbanovic -
it was resolved:
“That Kitchener Council requests Grand River Transit develop a plan for citizens on the
south side of Highway 8 to access grocery stores, Sunnyside School, and other
services on the north side of Highway 8 during the period the Franklin Street Bridge is
closed.”
On motion by Councillor Vrbanovic –
it was resolved:
“That the Chief Administrative Officer, in conjunction with the Regional Chief
Administrative Officer, develop a communications mechanism whereby City of
Kitchener Councillors are informed of Regional projects proposed to take place in their
Wards.”
6. DOWNTOWN ENFORCEMENT ISSUES
Councillor G. Lorentz referred to a report received by Council from Ms. Karen Taylor-Harrison
with respect to downtown enforcement issues.
Mr. S. Turner advised that he had not yet received a copy of the report; although he is aware of
some of the issues, and staff are already putting mechanisms into place to deal with them.

7. “YOUR KITCHENER”
Several Committee members congratulated Ms. R. Pitfield on the first addition of “Your
Kitchener”. Councillor J. Ziegler requested that in future Ms. Pitfield replace the Mayor’s
photograph and letter with a photo of and letter from the Whole of Council, which was generally
agreed to by the Committee.
