HomeMy WebLinkAboutSafe & Healthy - 2002-02-05SAFE AND HEALTHY COMMUNITY ADVISORY COMMITTEE MINUTES FEBRUARY 5, 2002CITY OF KITCHENER The Safe and Healthy Community Advisory Committee met this date, commencing at 4:00 p.m., under Mr. Dennis Schnarr, Co-Chair, with the following members present: Councillor B. Vrbanovic, Ms. M. Dunk, Supt. A. McConnell and Messrs. F. Bishop and P. Doherty. Ms. T. Beaulne and Ms. H. Cullen entered the meeting after its commencement. Others Present:Ms. S. Adams and Mr. L. Neil. DRAFT TERMS OF REFERENCE REVIEW 1. Ms. S. Adams referenced the original draft Terms of Reference, prepared by the Deputy City Clerk, which she had revised and circulated for consideration at the special January 29, 2002 meeting. It was the intent that the Terms be broad in order to be adaptable to the Committee's goals and objectives and that comments of the Committee would be taken back to the Deputy City Clerk for review. The following revisions were agreed to under the itemized categories listed in the draft Terms of Reference, as follows: 1) Purpose and Scope · should reflect a reciprocal relationship with City Council · should require that outside groups/agencies be notified of advisory committee activities 2) Operating Guidelines b) - Committee members be appointed longer than one year - consider staggered appointment terms, some of which should extend beyond the term of the current council Additional points: · should have authority to receive and invite delegations for the purpose of making presentations · establish policies and procedures respecting meeting attendance and expected meeting participation by Committee members 3) Responsibilities a) - Committee reporting relationship should be direct to City Council, as required Additional point: · reference should be made to an expectation that members of the Advisory Committee will share information with other groups to which they belong Ms. H. Cullen entered the meeting during discussion of the above revisions. It was agreed that Ms. S. Adams would incorporate Committee responses into a re-draft of the Terms and bring a revised document to the Committee at its next meeting. STRATEGIC PLANNING FOLLOW-UP 2. Mr. D. Schnarr referred to the Committee's special meeting minutes of January 29, 2002 which was a strategic workshop held to review the goals and strategic plans of the former committees which have been replaced by the Safe and Healthy Community Advisory Committee, conduct a SWAT analysis and begin to develop the goals and strategic direction that the new Committee would take. Councillor B. Vrbanovic distributed a compilation of the issues raised at the January 29th special meeting. The compilation reflected issues that were categorized under the following themes, each of which were further broken down into sub-categories: Themes: HousingCollaboration/Partnerships ·· Education and Awareness (social marketing)Advocacy ·· Training (skill development)Existing Program Support ·· SAFE AND HEALTHY COMMUNITY ADVISORY COMMITTEE MINUTES FEBRUARY 5, 2002- 8 -CITY OF KITCHENER STRATEGIC PLANNING FOLLOW-UP (CONT'D) 2. Mr. D. Schnarr requested that each Committee member identify 3 areas within each theme which the Committee could work on and that following the presentation and discussion of the themes, he asked that their suggestions be returned at the end of the meeting to be listed and prioritized. Councillor B. Vrbanovic then presented and commented on the content and intent of each themes. Ms. T. Beaulne entered the meeting during this discussion. Following the presentation, Ms. T. Beaulne suggested that some of the issues within the themes, as listed in the document, were actually strategies and not issues. She recommended that an effort be made to clearly define issue areas and separate them from strategies which could then be addressed separately. Councillor B. Vrbanovic responded that he could reframe the document around issues and strategies but noted that there was merit in identifying what issues Committee members consider to be priorities. He indicated that this information would be brought back to the next Committee meeting.
