HomeMy WebLinkAboutArts & Culture - 2002-03-12 ARTS AND CULTURE ADVISORY COMMITTEE Tuesday March 12, 2002 - 4:00 p.m. CITY OF KITCHENER The Arts and Culture Advisory Committee met this date, chaired by Ron Green, with the following members present: Ron Green, Martin DeGroot, Glen Sou lis, Peter Hinchcliffe, Denis Pellerin, Robyn Schuller, Fred Bishop, Isabella Stefanescu, Mike Peng, Mike Galloway, Erina Harris, Lori Palubeski, Linda Pretty (Recorder). 1. WELCOME AND APPROVAL OF MINUTES FROM FEBRUARY 2002 A motion was made by Fred Bishop, seconded by Denis Pellerin, that the minutes from the February meeting be approved. All were in favour; carried. 2. GUEST Gail Roth Abbott was unable to attend the ACAC meeting, thus, Lori addressed this item. . The Living Well Foundation s looking for art items that can be donated for its 4'" Annual Spring Charity Art Exhibition and Auction on Thursday April 25 at Victoria Park Pavilion. A tax receipt will be issued for the donation and items will be returned to the artist if they are not sold. Preview is at 6:00 pm, auction at 7:00 pm. Tickets are $10 in advance and $12 at the door - all proceeds go to the Living Well Foundation. Members were asked to promote this event and call Gail at 741-2507 to donate. 3. BUSINESS ARISING 3.1 Terms of Reference Update - Lori P. . The Terms of Reference had been presented at the January ACAC meeting, based on the new template from Clerks Department. Further to committee review in January and February, changes noted at that time have been forwarded to Randy Goss, who will review once again and forward to Council for the meeting on March 25. Carla Ladd, Director of Corporate Research and Planning, will also review the document. . Lori distributed copies of the updated Terms of Reference; members looked over the document and noted several minor changes. ACTION: Lori will make changes noted and forward the updated copy to Randy, Carla and ACAC members. 3.2 Co-Chair Job Description - Erina H. . Erina circulated copies of revisions requested by the committee for the Co-Chair Job Description. The Job Description was derived from the City of Kitchener Code By-Laws as found on the City's public website, and from the Standardized Roberts Rules of Order. The document also follows procedures set by Council (1 ACAC member and 1 Council representative acting as alternating Co-Chairs rather than a Chair and a Vice-Chair). . It was noted that each Committee of Council operates differently, using the By-Laws as a guideline and adopting and deleting items from the Job Description as needed. . Members discussed the paper and noted a few minor changes. 3.3 Koscis Exhibition Update - Erina NOTE: This item has been deferred from several previous ACAC meetings. . A collection of 14 paintings of downtown Kitchener factories will be on exhibit at Kitchener City Hall. The paintings, by local artist Heather Koscis, will be displayed on the Main, 3'd and 7'" floors. An opening will be held in mid-May in the Rotunda - invitations to be mailed. 3.4 Commentary re PAC and Koscis Exhibition - Isabella . The paintings noted in 2.3 had been shown at the KOR Gallery and were bought by a Toronto collector. The collector agreed to the 2-year exhibit at Kitchener City Hall. \March 12/02 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE Tuesday March 12, 2002 - 4:00 p.m. . The Public Art Committee (PAC) had concerns about the exhibit that they feel had not been fully addressed by City staff. The paintings are mixed-media and many are fragile (collages) and would have to be mounted so they would not be damaged. Also, the body of work is of uneven quality - it was suggested to select some pieces for exhibition, but not all. There was also a concern regarding insurance. . Erina responded to Isabella's concerns, reminding Isabella that the City's insurance will cover the collection. As well, all of the pieces will be hung high and over seating areas or out of reach (no glass). All 14 of the pieces will be included. . Isabella will give a PAC report at each ACAC meeting and will distribute ACAC minutes to PAC. PAC reports are for information and endorsement. PAC, as a sub-committee of ACAC, can request ACAC to forward items to Council. ACTION: PAC minutes will be included as an addendum with the ACAC minutes and distributed to ACAC members. 3.5 Grant Review Process - Lori . Lori talked to Frank Pizzuto requesting to include ACAC in the grant review process. Frank indicated that, once drafted, the document will be forwarded to ACAC members for feedback. ACTION: Lori will talk to Frank regarding the time lines for the grant review. UPDATE - Response from Frank: It is anticipated that a review process will be brought to Community Services Committee in April. The process will include the recommended review process for Annual, Sports and One Time Grants. It will address consultations with advisory groups, recipients of grants, community groups and so on. Staff will also recommend a review of other municipalities and their practices. The goal is to have a final report to Committee and Council in August 2002 however this could change based on the amount of change that is recommended to the current process. 3.6 Other . The Terms of Reference were revisited and a few other changes were made. . William Nixon has resigned from ACAC, therefore, the committee is now short one member. Members were asked to make suggestions if they felt someone was qualified and interested in being part of the committee. It was noted that Council appoints members to the committees, but ACAC can make recommendations to Council. . A $400 grant was approved for the K-W Children's Drama Workshop and $500 to WRAC. . There is an art exhibit by St. Mary's High School senior students currently in the Rotunda. The exhibit is dedicated to St. Mary's High School in its last days in its historic location. . March 21 is the National Day for Elimination of Racism. There is a youth focus to the day and events have been planned at Kitchener City Hall such as videos, a panel discussion, etc. The new Lieutenant Governor will be attending. 4. NEW BUSINESS 4.1 Regional Arts & Culture Masterplan - Martin . Martin briefly touched on the background of the Masterplan. . Martin, as a member of the steering committee, received a draft copy of the interim report, which is based on information received during the consultation process. Survey results are not included in the document as they had not been collated when the report was summarized. Once a final draft has been delivered, recommendations will be made to the Region. . The next meeting regarding the Masterplan is on March 26. At that meeting, the group will likely review recommendations that have been made, as well as the results from the survey. \March 12/02 - ACAC Minutes 2 ARTS AND CULTURE ADVISORY COMMITTEE Tuesday March 12, 2002 - 4:00 p.m. . Once the initial report has been reviewed, a draft plan will be distributed in mid-April, which will be circulated to groups for review. The deadline for comments will be mid-May following which the document will be presented at the Community Services Committee meeting on June 18 and at Regional Council on June 26. . The City of Kitchener's Economic Development staff are involved in the process. . When they receive a copy, ACAC members will review the document and respond. . Waterloo Regional Arts Foundation, which will be primarily a funding body, is in development. The first meeting of that group is on March 20. Martin will provide a report at the April ACAC meeting. 4.2 2002 Work Plan Process - Lori Deferred to the April meeting. 4.3 Arts Networking, Mailouts, etc. - Martin . The Arts Council is looking for co-ordination/co-operation when doing large mailouts. The intention is to encourage organizations to help each other by sharing mailouts of already similar mailing lists. 4.4 ACAC Agenda - Mike G. . Mike recommended a new structure for the agenda in order to provide members with increased background information. The agenda format will now include: brief summaries for new agenda items. attachments to support and assist with discussion items. references to previous documents that were distributed. 4.5 Other . Nothing new to report on the aforementioned Glass Blowing equipment (Lori gave brief background on this item). . Group is meeting again on Friday March 15 to discuss ideas for the downtown centre block. . KOR: A new part time Executive Co-ordinator and a Gallery Co-ordinator have been hired for KOR Gallery. The next step is to hire a consultant to conduct an operational review. Part of the review will be to clarify the vision/mandate of KOR. The City is a partner in the Gallery, as it owns the building housing the gallery and deals with facility issues. ACTION: "Ongoing Issues" will be added to the agenda to address issues that haven't be resolved. 5. REPORTS 5.1 PAC Report - Isabella . The 1" phase of the Forest Heights Pool renovation art competition has been completed. Four finalists have been chosen by a jury. The next phase will be juried on April 17"'. . Sandra Martin, an artist from Guelph, has been chosen as the Artist-in-Residence for 2002 by PAC. This appointment will be presented to Council for approval and then an official public announcement will be made. The Artist-in-Residence program is open to artists in the region and artists whose work is relevant to the Region. . Items #7 in the ACAC Terms of Reference refers to the "direct responsibilities and roles of the Public Art Committee". . The Region is discussing the possibility of implementing a "% for Art" public art competition at Rockway Senior Centre. . PAC - completing approval re final proposal for Artist-in-Residence, Andrew Wright commission. ACTION: (1) Artist-in-Residence will be added to the April ACAC agenda for endorsement by ACAC and will be addressed at the next PAC meeting for their endorsement, as well. (2) Committee Reports will be moved on the ACAC agenda and placed before New Business. \March 12/02 - ACAC Minutes 3 ARTS AND CULTURE ADVISORY COMMITTEE Tuesday March 12, 2002 - 4:00 p.m. 5.2 DAC Report - Mike Peng . The issue of the downtown centre block was discussed at the last DAC meeting. It was noted that arts and culture is important to the downtown (Children's Museum, Registry Theatre, etc.). . Staff extended congratulations to Mike and to Theatre and Company, for winning the Arts and Culture Award for the Annual Kitchener Downtown Business Awards. . Invitations will be sent soon to the K-W Arts Awards Yearly Gala "Movable Feast" taking place on April 6 at the Walpar Hotel's Crystal Ballroom starting at 7:00 p.m. 6. OTHER Lori suggested that the next ACAC meeting be used to carry out a visioning session on ACAC's direction during the next year. ACTION: Lori asked that members review the Terms of Reference, write down comments and come to the April meeting with items for discussion. Lori will review the outstanding items of the Culture Plan that was drafted in 2001 and will attach these to the minutes. 6. NEXT MEETING The next meeting will take place on Tuesday April 9 from 4-6 p.m. in the Schmaltz Room at Kitchener City Hall. \March 12/02 - ACAC Minutes 4
