HomeMy WebLinkAboutArts & Culture - 2002-04-09 ARTS AND CULTURE ADVISORY COMMITTEE Tuesday April 9, 2002 - 4:00 p.m. CITY OF KITCHENER The Arts and Culture Advisory Committee met this date, chaired by Michael Galloway, with the following members present: Ron Green, Martin DeGroot, Glen Sou lis, Peter Hinchcliffe, Denis Pellerin, Robyn Schuller, Fred Bishop, Isabella Stefanescu, Sher DiCiccio, Erina Harris, Lori Palubeski, Don Chapman, Linda Pretty (Recorder). 1. WELCOME AND APPROVAL OF MINUTES FROM MARCH 2002 A motion was made by Fred Bishop, seconded by Ron Green, that the minutes from the March meeting be approved. All were in favour; carried. 2. GUEST - Nicholas Rees, Kitchener Industrial Artifacts Project o Nicholas attended the meeting to update ACAC on the Industrial Artifacts Project. He provided a bit of background on the history of the venture. o HRDC may grant additional funding to hire 2 more people for a new sub-project to establish a website and make the catalogue public. o A database and photo image bank of area artifacts has been established - could be incorporated into the website. o Kaufman Shoes, which is currently for sale, is an architecturally significant building as it is the only building designed in Canada by Albert Kahn (1907 for the 1" wing). It houses a 30-ton steam engine manufactured by Babcock & Wilcox. The desire is to keep the steam engine (whose name is "Hazel") in the Region once the building is sold. Michael advised the committee that the building has been purchased by 410 King Properties, which plans to use the building for upscale office space. Part of the plan for the building includes opening a restaurant to be named Hazel and to have the steam engine on display in the area outside the restaurant. Members expressed concern regarding contaminants in the Kaufman building. Staff were requested to look into the matter and report at the May ACAC meeting. o A 14 ton punch press currently stored at Chandler Dr will be erected on Francis Green this year. This is the largest piece to be on display thus far. o A sewing machine from Kaufman's is in the vestibule out side the City of Kitchener's CAD's office on the 2nd floor at City Hall. It can be seen from the outside through the window in the vestibule, making it a semi-public display. o A $10,000 grant has been received from the Regional Heritage Foundation to allow expansion of the Oral History component of the project. o Nicholas stated that we have a collections policy (Artifacts). NOTE: Erina has researched and created a policy which will be shared with ACAC at the May meeting. ACTION: Staff will investigate the issue of contaminants in the Kaufman building and will report finding to the May ACAC meeting. 3. BUSINESS ARISING 3.1 The Auditorium - Lori P o $60,000 % for Art Project being investigated with the Aud's renovations. o A lot of interest from the community to commemorate the Kraut Line as a possible project. 3.2 Public Art Committee/Working Group - Lori P o The title of PAC is causing some confusion externally. It has been suggested to change the name to the "Public Art Working Group" to make it clearer. Issue to be discussed with PAC members. o The committee agreed to endorse that the "Public Art Committee" be changed to the "Public Art Working Group", for clarity. 3.3 Work Plan - Lori P o Lori had sent a list of outstanding items from the 2001 Culture plan to ACAC members for their review prior to this meeting. Martin briefly reviewed and explained each item. \April 9/02 - ACAC Minutes o ARTS AND CULTURE ADVISORY COMMITTEE Tuesday April 9, 2002 - 4:00 p.m. o Plans are underway to redevelop downtown sites - ACAC needs to come up with initiatives to include with the City's vision. o Members addressed and discussed each item on the workplan (see attached notes for outcome of discussion). o ACAC cannot initiate projects but can be a valued resource for ideas and suggestions. o Suggestions include that someone from ACAC to be part of planning/development process. o Suggest ACAC take a leadership role in forming a networking group bringing together various A/C groups in the Region - support, exposure. 3.4 Co-Chair Position Description Approval - Erina o Erina circulated the Co-Chair Job Description with the changes noted at the March ACAC meeting. ACTION: A motion was made by Ron Green, seconded by Fred Bishop to accept the ACAC Co- Chair Job Description as submitted at the April meeting. All were in favour; carried. 4. NEW BUSINESS 4.1 Endorsement of Artist-in-Residence Commission - Erina o Information had been circulated with the April agenda. o Council approved the rate of $5000 for Artist-in-Residence commissions, with funding derived from the Public Art Trust Fund. o Erina reviewed the project that will be installed at Doon Pioneer Park Community Centre, once approved by Council and created. o Erina requested endorsement from ACAC. ACTION: A motion was made by Isabella, seconded by Denis to approve the final commission from 2001 Artist-in-Residence, Andrew Wright. All were in favour; carried. 4.2 Endorsement of 2002 Artist-in-Residence - Erina o Information had been circulated with the April agenda. o Erina reviewed the project proposed by 2002 Artist-in-Residence, Sandra Martin. Sandra plans to create an archive of drawings and paintings studying the Grand River. o The original intent of the program was to create art by a practicing artist engaged with the community and to choose the best person to facilitate the program. as long as the work is relevant to the region. o It was noted that interest in this program is coming from artists outside of the region which could enhance both the Region and the program's profile. ACTION: A motion was made by Isabella, seconded by Martin to approve Sandra Martin as the 2002 Artist-in-Residence. All were in favour; carried. 5. REPORTS 5.1 PAC Report - Isabella (i) Podi Lawrence Painting - Information Item o Mayor Zehr, facilitated by Rosemary Upfold, passed on to PAWG a portrait of Mayor Zehr painted by local artist Podi Lawrence. The committee process established the recommendation that the City no accept/invest in the painting due to its bearing too stylized a likeness. (ii) Terms of Reference o Information was circulated outlining duties and responsibilities of PAWG (formerly PAC). o Content is the same as that in the ACAC Terms of Reference ("Direct responsibilities and roles of the Public Art Working Group"), and is completed to include its past Terms as \April 9/02 - ACAC Minutes 2 ARTS AND CULTURE ADVISORY COMMITTEE Tuesday April 9, 2002 - 4:00 p.m. . Endorsement was requested. Members present suggested to add appropriately, "endorsement of ACAC in conjunction with City staff", regarding its discussion of its Call-for-Members. ACTION: A motion was made by Ron Green, seconded by Isabella to endorse the PAWG Terms of Reference, with changes noted. All were in favour; carried. (iii) Call for Members Letter . Copy of letter calling for new members to PAWG was circulated. . Request for new members for this group does not have to be approved by Council. (iv) Rockway % for Art . Information was circulated regarding a proposed Public Art Competition to be held at Rockway Senior's Centre on the green-space. . More information will be coming as the project progresses. 5.2 DAC Report No report as Mike Peng was absent. 5.3 Staff Reports 5.3.1 Erina Harris (i) Rotunda Gallery Upcoming Show . Erina circulated an invitation to the current exhibition by Karin Rabuka. . Sandra Martin's exhibit in the Rotunda Gallery will run during the month of May. (ii) K-W Arts Awards . The event took place the past weekend (April 6) and went very well. Peter Hinchcliff was presented with a Literary Award for his work with the New Quarterly Literary Journal. Congratulations to Peter. (iii) Kocsis Exhibit . Deferred from discussion at the March ACAC meeting. . A collection of 14 paintings of downtown Kitchener factories may be on exhibit at Kitchener City Hall. The paintings, by local artist Heather Kocsis, will be displayed on the Main, 3'd and 7'" floors. . Erina requested endorsement from ACAC to bring the paintings to Kitchener City Hall. A motion was made by Denis Pellerin to approve the exhibit, but there was no seconder. The Chair, Mike Galloway, called for a show of hands for and against. Four members were in favour; 3 members were against, therefore, the motion was carried. At this point, Lori noted that ACAC is still short members and asked current members to remember to recruit. She also noted that the agenda has been reformatted to provide more information. Agendas will now be sent, with attachments, via Canada Post meaning that the deadlines for submission of items will be earlier (see attached schedule). Also, a reminder that PAWG meets one week following the ACAC meeting \April 9/02 - ACAC Minutes 3 ARTS AND CULTURE ADVISORY COMMITTEE Tuesday April 9, 2002 - 4:00 p.m. 5.3.2 Don Chapman (i) KidSPARK . Don brought along a sample of one of the projects that children will do during the KidSPARK event this summer. Another project is being planned as well. . The event (August 17 & 18) will have workshops, juggling, dance groups, etc. . All groups working with the event will receive honorariums; staff have applied for funding (a grant). . Don will provide updates as planning continues. (ii) Word on the Street . Currently finalizing plans to bring the event to Kitchener. It is held on the same day throughout Canada - this year, on Sunday September 29 in Victoria Park. . Don asked that a member of ACAC take part in the advisory committee planning for this event. Don will formally request a member at the may ACAC meeting. . Broad-based - multicultural; interpreters will be available. Want to reflect socio- economic needs as well as cultural, etc. (iii) One Book - One Community . Waterloo Region is one of only two communities in Canada that have adopted "One Book" programs. In a joint venture, the cities and libraries of Waterloo Region have chosen "No Great Mischief" by Alastair McLean as the "One Book" in the inaugural year of the program. The goal for 2002 is to have 1% of the population of Waterloo Region read the book - about 4000 people and to attend one of a series of events featuring the author on September 25, 26 and 27 in Cambridge, Kitchener and Waterloo. . The purpose of this venture is to encourage literacy and literature. . Don will present the marketing plans to this committee - more information to come. . Launch is on April 23 at the Main Library from 10:00-11:30 a.m. (iv) CAFKA * Nothing new to report. (v) Proposal to University of Waterloo . The proposal to the University of Waterloo Cura study has been accepted - a study to determine the economic/cultural/social impact on the community of festivals we hold in the area. . Need a staff working group. . Don will address this issue again at the May ACAC meeting. 6. OTHER . Erina noted that the brochures for Kilometre of Culture require detailed revision. . Martin - Members of the Regional Foundation Community Structure met for the first time. Individual artists and organizations will be included. This Foundation parallels the Heritage Foundation. The application process is being looked at. Recommendations can still be made. Martin will provide a progress report at the May ACAC meeting. 7. NEXT MEETING The next meeting will take place on Tuesday May 14 from 4-6 p.m. in the Schmaltz Room at Kitchener City Hall.
