HERITAGE KITCHENER MINUTES
FEBRUARY 7. 2006

The Heritage Kitchener Committee met this date, commencing at 4:02 p.m.

1. HERITAGE PERMIT APPLICATION HPA 2005-IV-018 - 787 KING STREET WEST -
KITCHENER WATERLOO COLLEGIATE AND VOCATIONAL INSTITUTE (KCI) -
PROPOSED SPRINKLER SYSTEM INSTALLATION
At the request of the applicants, the Committee agreed to defer and refer consideration of this
item to the March 7, 2006 Heritage Kitchener meeting, to allow the applicants time to resolve
various issues regarding the installation of the sprinkler system.
2. HERITAGE PERMIT APPLICATION HPA 2005-V-019 - 541 QUEEN STREET SOUTH -
VICTORIA PARK HERITAGE CONSERVATION DISTRICT - RELOCATION OF EXISTING
GARAGE TO SIDE YARD TO REAR YARD
Mr. L. Bensason advised that the owners have requested time to pursue the necessity of
undertaking a Site Plan Application and the time limit for consideration of their Heritage Permit
Application be extended to June 30, 2006.
On motion by Mr. Z. Janecki -
it was resolved:
"That pursuant to Section 42(4) of the Ontario Heritage Act, the time limit for
consideration of Heritage Permit Application HPA 2005-V-019 (541 Queen Street
South) be extended to June 30, 2006 to permit the applicant time to present
information regarding the necessity of undertaking a Site Plan Application at the June 6,
2006 Heritage Kitchener meeting."
3. HERITAGE IMPACT ASSESSMENT - CROSSCAN INVESTMENTS LTD. - SCOTT STREET /
ISRAEL PLACE / PEARL PLACE
At the request of staff this item was withdrawn and not considered this date.
4. LISTING OF CENTRE BLOCK PROPERTIES OF HERITAGE SIGNIFICANCE ON THE
CITY'S HERITAGE REGISTER / INVENTORY
The Committee was in receipt of correspondence sent to Centre Block private property
owners, dated December 22, 2005 informing them that their properties have been identified as
being of heritage significance and requesting their comments regarding the proposed addition
of said properties to the City's Heritage Registry. Further, the Committee was in receipt this
date of "Restoration Kitchener, A Proposal" concerning a multi-stage approach to reviewing
the properties listed on the City's Heritage Inventory.
Mr. L. Bensason advised that on January 30, 2006 Council deferred consideration of adding
privately owned Centre Block properties to the City's Heritage Register until after a public
consultation was held involving members of the development industry. He stated that on
January 31, 2006 additional letters were hand delivered to the concerned property owners
informing them of Council's decision and inviting them to take part in the future consultation
process. Mr. Bensason requested that the Committee defer consideration of this item until
after the proposed public consultation.

4. LISTING OF CENTRE BLOCK PROPERTIES OF HERITAGE SIGNIFICANCE ON THE
CITY'S HERITAGE REGISTER / INVENTORY (CONT'D)
Some members expressed frustration regarding the number of times that this issue has been
deferred by Council and raised concerns that the time they have already invested in reviewing
the Heritage Inventory may have been wasted.
At the request of staff, the Committee agreed to defer consideration of this item to a future
meeting of Heritage Kitchener after the completion of the public consultation process.
Mr. Dave Sim, resident, reviewed the submission, and asked that the Committee endorse his
"Restoration Kitchener, A Proposal" which recommends the City actively seek out partnerships
with the private sector for the restoration and preservation of heritage properties.
The Committee agreed to defer consideration of Mr. Sim's proposal to a future meeting of
Heritage Kitchener.
5. FORSYTH BUILDING UPDATE
The Committee was in receipt this date of the following documentation for consideration:
· Heritage Permit Application HPA 2006-IV-001 - 31 Young Street (Forsyth Building);
· Kitchener Public Library (KPL) Report, dated February 1, 2006 - Central Library
Project Update; and,
· Corporate Services Department Report CRPS-06-023, dated February 1, 2006 -
Retention / Removal/Remediation Options - Forsyth Complex.
Mr. L. Bensason advised that at the February 6, 2006 Finance and Corporate Services
Committee (FCSC) meeting Facilities Management staff, as the owner's representatives, were
directed to make a Heritage Permit Application to Heritage Kitchener regarding the demolition
of both the Smyth Residence and the 1937 Art-Deco Facade addition. Mr. Bensason reviewed
four options outlined in the staff report CRPS-06-023 which all call for the disassembly and
storage of the pre-cast concrete facade of the 1937 addition. He noted that this is due to the
erosion of the fasteners and ties holding the facade together. Mr. Bensason suggested that the
Committee may want to determine the features of the Art-Deco Facade that they would prefer
to see salvaged.
Ms. Helen Lippert, resident, advised that she is related to the person who constructed the
Mayfair Hotel and thanked the Committee for its dedication and work to further the
preservation of that building.
Mr. L. Bensason further advised that on February 6, 2006 FCSC also recommended that the
City-owned properties located in the Centre Block, being 11 Young Street (Mayfair Hotel), 156-
158 King Street West and 40 Ontario Street North, be listed in the City's Heritage Register as
'non-designated properties of cultural/heritage value or interest'. He noted that this would
provide a degree of protection to those buildings, which could still be proposed for designation
under Part IV of the Ontario Heritage Act.
Due to an emergency situation at City Hall the Committee recessed at 4:43 p.m.
6. ADJOURNMENT
This meeting of Heritage Kitchener was formally adjourned at 5:07 p.m. prior to concluding its
agenda, due to the emergency situation.
