HomeMy WebLinkAboutHeritage Kitchener - 2002-06-26HERITAGE KITCHENER MINUTES JUNE 26~ 2002 CITY OF KITCHENER Heritage Kitchener met this date, in special session, chaired by Ms. P. Wagner, commencing at 2:16 p.m., with the following members present: Messrs. J. Clinckett, B. Nixon, E. Lucy and W. Stauch. Regrets: Councillor M. Galloway, Ms. G. Engel, Ms. C. Martindale and Messrs. R. Green and B. Krafchek. Mr. Z. Janecki was not in attendance as he has a pecuniary interest in the only item of business at this meeting. Others Present: Ms. D. Gilchrist and Messrs. S. Vipond and L. Masseo In accordance with Section 25.10.8 (b) (4) of Chapter 25 (Council Procedure) of the Municipal Code, those members of the Committee in attendance agreed to proceed with the Committee business without a quorum being present, and should their be any recommendations to Council arising from this meeting, Council will be advised accordingly. HERITAGE PERMIT APPLICATION 2002-V-03 530-540 QUEEN STREET SOUTH - NEW DEVELOPMENT (DREWLO HOLDINGS) VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT In addition to the information provided in the agenda package, Committee members in attendance were provided with copies of a letter from Mr. B. Hermsen, MacNaughton, Hermsen, Britton, Clarkson Planning Limited, dated June 24, 2002, requesting a further deferral of this application. The letter also notes that Council will be requested to defer its consideration of this matter to the meeting scheduled for August 26, 2002. Mr. B. Hermsen was in attendance and apologized for not being prepared to present final plans today, when he had requested this special meeting. He advised that a considerable amount of input has been received, including comments received at the June 20th public meeting, and more time is required to consider these comments prior to proposing the final building and site plans. Mr. B. Morrison was in attendance on behalf of the neighbourhood residents advising they agree to a deferral, but asking that the matter be deferred until after Labour Day, when people will have returned from summer vacation. He stated that the Heritage Impact Assessment needs to be revised and the revisions require another public meeting. Mr. Hermsen responded to these requests stating he has to answer to a client who has agreed to defer this matter to the August 26, 2002 Council meeting. With respect to the request for another public meeting, he advised that there have already been three public meetings, and he saw no need for a further public meeting if the issues remain the same. The Committee discussed its need to review and comment on the Heritage Impact Assessment, and questioned whether a consolidated Heritage Impact Assessment will be prepared, incorporating the peer review of Richard Unterman, the Addendum provided by the applicant's consultant and the neighbours' comments. Mr. Hermsen responded that a second Addendum will be prepared and submitted to the City in time for the August meeting. It will include additional information on the historic occupation of the land, a new plan, elevation drawings and shadow study. The Committee requested that Mr. Hermsen provide copies of all revisions to the Committee no later than July 31, 2002, to allow adequate opportunity to review them prior to the August 13, 2002 Heritage Kitchener meeting, and Mr. Hermsen agreed to provide the City with these revisions by the end of July. Ms. D. Westman was in attendance and advised of her support of Mr. Morrison's presentation. On motion by Mr. J. Clinckett - it was resolved: "That consideration of Heritage Permit Application #2002-V-03, submitted by Drewlo Holdings Limited for the property known municipally as 530-540 Queen Street South, be further deferred and referred to the Auqust 13, 2002 Heritaqe Kitchener meetinq and the subsequent City Council meetinq of Auqust 26, 2002; and further, HERITAGE PERMIT APPLICATION 2002-V-03 HERITAGE KITCHENER JUNE 26~ 2002 - 35 - CITY OF KITCHENER 530-540 QUEEN STREET SOUTH - NEW DEVELOPMENT (DREWLO HOLDINGS) VICTORIA PARK AREA HERITAGE CONSERVATION DISTRICT (CONT'D) That revisions to the Heritage Impact Assessment for 530, 540-560 Queen Street South, be provided to Heritage Kitchener no later than July 31,2002." The Committee further discussed the need to meet and review the Heritage Impact Assessment. Mr. Clinckett noted Heritage Kitchener has priorities that are different from the neighbours' concerns, and not all of the Committee's concerns are included in Mr. Unterman's Peer Review. Mr. L. Masseo advised Heritage Kitchener's review of the Heritage Impact Assessment should be in the context of the Terms of Reference, and suggested that any comments from this Committee should be relative to compliance with the Terms of Reference. On motion by Mr. J. Clinckett - it was resolved: "That a sub-committee be formed consisting of all members of Heritage Kitchener, except those with a pecuniary interest in this matter, to consider the Heritage Impact Assessment for 530, 540-560 Queen Street South, the Peer Review prepared by Richard Unterman, the Addendum prepared by the developer's consultant, and all the revisions to the Heritage Impact Assessment which are to be submitted to the City by the developer no later than July 31,2002."
