HomeMy WebLinkAboutArts & Culture - 2002-06-11ARTS AND CULTURE ADVISORY COMMITrEE Tuesday 3une 11 2002- 4:00 p.m. CiTY OF KITCHENER The Arts and Culture Advisory Committee met this date, chaired by Ron Green, with the following members present: Martin DeGroot, Denis Pellerin, Robyn Schuller, Fred Bishop, Nike Peng, Tsabella Stefanescu, Sher DiCiccio, Peter Hinchcliffe, Erina Harris, Lori Palubeski, Don Chapman, Linda Pretty (Recorder). WELCOME AND APPROVAL OF MINUTES FROM MAY 2002 The update on the Kaufman contamination had been omitted from the May minutes. The report is as follows: The building is being converted to commercial usage with a proposal for a portion allotted for residential use under consideration. There is minor contamination in the building that has to be taken care of. Marketing for space rentals is currently underway. With the changes noted, a motion was made by Fred Bishop to approve the minutes from the May meeting. All were in favour; carried. Fred noted that, in order to save time when groups are requesting support from ACAC for a grant submission, delegates initially submit information and then appear as a delegation at a meeting, if ACAC members feel it is necessary. Members acknowledged that the issue should be discussed. ACT[ON: "How to Handle Grant Applications" will be added to the September ACAC agenda. GUESTS: Carla Ladd, Director, Corporate Research and Planning David Corks, Manager of Downtown and Market Research Carla and David attended the meeting to provide an update on downtown redevelopment. · The downtown area is divided into 4 districts: The Warehouse District; The Market District; The Governor's District and the Centre District. District boundaries have formally been adopted by City Council under the Planning Act. Care has been taken to tie in downtown neighbourhoods. · The plan is to have Kitchener as the arts and culture centre for the Region. ACAC is an important resource in this goal. By creating a nice place to live, we attract people who are creative (David circulated an article "Creativity drives urban economies" to support that assertion.). · Lori and Don are part of the Downtown Development team and provide input into the process. · Carla noted that they are trying to clarify the focus of the downtown; to determine what is the singular vision for this area. She talked about bringing back the downtown as a community. · How can ACAC be involved in the process? · Carla suggested that ACAC members recommend to City staff that space for a cultural storefront be considered in the initial planning stages of any redevelopment (ie. the new market). · Council is in the process of deciding what they'd like to see in the centre block- a live/work space could be part of that. Tt was noted that a live/work space is generally occupied by artists, who are, for the most part, in a Iow-income category. Education/clarification is needed on the difference between subsidization/non-profit and Iow-income live/work space. · ACAC needs to establish their priorities and make specific suggestions - acting in an advisory capacity. Tnput into the redevelopment process is welcome. · Although the Culture Plan is still relevant and can be referred to, there are aspects of it that need to be revisited. · ACAC to form working groups to meet over the summer to work on outstanding issues. ACTION: (i) Lori, Martin, Peter - will meet to brainstorm and compile possible plans for a cultural storefront. (ii) Erina and isabella - will prepare an issue paper on live/work space. (iii) Martin, Denis and Peter will meet with Lori to discuss plans for the cultural storefront. (iv) Lori and Denis will draft a request for space for the cultural storefront, send to committee members for comments and then will meet with Frank to discuss. \June 11/02 - ACAC Minutes ] ARTS AND CULTURE ADVISORY COMMITrEE Tuesday .lune 11~ 2002 - 4:00 p.m. 3. BUSINESS ARiSiNG 3.1 Letter to K-W Multicultural Centre - Erina Refer to the Hay 2002 ACAC minutes, Ttem 3.1. be sent. The letter is in final collective editing stage and then will 4.0 4.1 NEW BUSINESS Summer ACAC Meetings - Lori Following discussion, it was decided that ACAC as a whole will not meet until September, but that working groups will meet over the summer. The September 10 meeting will be a working meeting and will be scheduled for a longer time period, from 4-7 pm; refreshments will be served. 5.0 5.1 S.2 REPORTS PAWG Report - isabella (i) (ii) The Photo Arts Collective A Photofest is being organized by the Photo Arts Collective for the month of April 2003. They will be looking for 10 to 20 photographers to exhibit as part of the event. The Rotunda Gallery will be incorporated as part of the Photofest if a photographer is accepted with the upcoming submissions. The work of one photographer would be exhibited at the gallery. P.A.W.G can choose the photographer. There is no defined theme Several new members have joined PAWG: Brian Page, Landscape Architect, City of Kitchener Faith Hieblinger, Curator of the Homer Watson Gallery Tilman Lichter, arts activist and philosopher A motion was made by Tsabella, seconded by Sher, that ACAC accept the new members to the Public Art Working Group. All were in favour; carried. See attached for a complete list of members. DAC Report · Discussed social/subsidized housing at the last meeting. · Arts and culture are becoming a priority in developing the downtown. · District boundaries are different depending on the organization ie. KDBA has different boundaries than the City's. · Hike and Martin will make a presentation to DAC re ACAC; Tsabella will present re live/work space. 5.3 Staff Reports 5.3.1 Erina Harris (i) National Award for Munipalities Erina distributed information regarding a new program, the "Cultural Capitals of Canada". Through this program, the Government of Canada is inviting municipalities to develop the potential of their local artistic and cultural life. Funds can be matched up to $500,000 to help municipalities undertake large-scale activities. Don will prepare a marketing plan that will be reviewed at the September ACAC meeting. \June 11/02 - ACAC Minutes 2 ARTS AND CULTURE ADVISORY COMMII-rEE Tuesday .lune 11~ 2002 - 4:00 p.m. (ii) New Community Centre in Stanley Park Erina distributed an e-mail updating information about the new Stanley Park Community Centre. Additionally, there will be an open house at St. Daniel's Church on .lune 13 from 7-9 pm. Architects will have the plans available and will answer questions. This will qualify for a "$ for Art" competition. (iii) IAP - Project Hazel There is some uncertainty as to the final ownership of the steam engine at Kaufman, nicknamed "Hazel". A working group is meeting to determine the final placement of Hazel. For more information see minutes from the April ACAC meeting. (iv) Km of Culture Brochures are being updated and will be sent for design work in .luly. Tt is the hope that editing and design required for the .luly deadline will also permit additional members to walk the tours. Erina will keep all posted. 5.3.2 Don Chapman · Plans are moving forward with MFA project in the Kaufman building. Exhibit will run concurrently with KAFKA. Hope to make it an annual event. · One Book, One Community - Plans are coming together for Alastair McLeod's visit on September 26 at 7:00 pm at the KPL Main Branch (downstairs). A sign language interpreter will be present. · Word on the Street will take place on Sunday September 29. More information to follow. · Plans are moving forward with KidSPARK. · A $10,000 grant has been received to hold a blues festival at City Hall Civic Square. There will be a free concert on Friday August 9 from 11:30-1:30 pm; on August 10 the festival will take place from 1:00-10:00 pm. Every year, a highschool-aged blues group will be selected to perform at the festival. · Don is working with CAFKA on the 2002 "Power to the People", a project inspired by the creation of Ontario Hydro. Twenty pieces were chosen for the exhibit from 80 entries with the intent to address all aspects of the meaning of "Power to the People". One of the pieces chosen is causing concern and it is expected that Kitchener City Council will not allow the work to be shown. Discussion ensued. Tsabella noted that the group is willing to entertain any idea that will allow the art to be included in the show. A motion was made by Sher DiCiccio, seconded by Peter Hinchcliffe, that City Council make every effort to keep the composition in the show with supporting material documenting the intent of the piece. Fred Bishop was opposed; all others were in favour. Motion carried. The K-W Art Gallery changed banks, from the Royal Bank to TD Canada Trust. The gallery now has a $200,000 line-of-credit. The City of Kitchener has requested that the gallery back up the line-of-credit guarantee with 13 pieces of art as collateral. The works would be auctioned to raise the money if the gallery defaults. Tsabella made a motion that, in the event that the gallery defaults on the line-of-credit, that the art used a collateral not be auctioned, but be kept as the property of the City of Kitchener. Fred seconded the motion; all were in favour. Motion carried. NEXT MEETING A motion was made by Fred Bishop, seconded by Denis Pellerin, to adjourn the ,June meeting. All were in favour. Motion carried. The next meeting will take place on Tuesday September 10 from 4-7 p.m. in the Conestoga Room on the Main Floor at Kitchener City Hall.
