HomeMy WebLinkAboutCouncil - 2006-06-12 SSPECIAL COUNCIL MINUTES JUNE 12, 2006 CITY OF KITCHENER A special meeting of City Council was held at 5:27 p.m. this date, Chaired by Mayor C. Zehr and with all members present except Councillor M. Galloway. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Council considered a Member Communication Alert issued May 26, 2006 by the Association of Municipalities of Ontario (AMO) requesting municipalities to support the AMO's position on the Household Hazardous Waste /Household Special Waste (HHW / HSW) Position Paper; developed in anticipation of a designation of these materials by the Minister of the Environment in the near future. Moved by Councillor B. Vrbanovic Seconded by Councillor C. Weylie "That the draft `Proposal for a Provincial Household Hazardous Waste and Special Waste Strategy', dated May 2006, prepared by the Association of Municipalities of Ontario (AMO) and the Association of Municipal Recycling Co-ordinators (AMRC), be endorsed; and further, That this motion be circulated to the Premier of Ontario, the Minister of the Environment, AMO, AMRC and the Regional Municipality of Waterloo." Carried. Councillor B. Vrbanovic requested that an additional item be added to the special Council agenda regarding an item arising from the Finance and Corporate Services Committee meeting held earlier this date, dealing with a request from the Kitchener Downtown Business Association (KDBA) for permission to sell alcohol on City property for an event being held at 48 Ontario Street North (Legion Building). Councillor Vrbanovic advised that the matter is time sensitive as the first occasion for the event in question is to be held this coming weekend. Moved by Councillor B. Vrbanovic Seconded by Councillor G. Lorentz "That pursuant to Chapter 25 (Council Procedure) of the Municipal Code, the following matter be added to the agenda of the special meeting of Council on June 12, 2006: • request by the KDBA for permission to sell alcohol on City property in conjunction with a `Legion of Memories' event on June 16-25, 2006 at 48 Ontario Street North (Legion Building)." Carried Unanimously by all Members of Council present. Moved by Councillor B. Vrbanovic Seconded by Councillor G. Lorentz "That the request of the Kitchener Downtown Business Association for permission to sell alcohol on City property fora `Legion of Memories' event being held on June 16-25, 2006, at 48 Ontario Street North (Legion Building), be granted and be declared `Community Festivals' for the purpose of applying for a liquor licence." Carried. Moved by Councillor J. Smola Seconded by Councillor G. Lorentz "That an in-camera meeting of City Council be held immediately following this special meeting to consider a matter which is subject to solicitor-client privilege." Carried. SPECIAL COUNCIL MINUTES JUNE 12, 2006 - 166 - CITY OF KITCHENER Moved by Councillor C. Weylie Seconded by Councillor J. Gazzola "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 2006-124 by the Clerk." Carried. On motion, the meeting adjourned at 5:29 p.m. MAYOR CLERK
