APPROVAL OF MINUTES AND REVIEW OF AGENDA A motion was made by Ron Green, seconded by Denis Pellerin, to approve the minutes of the February Meeting. All were in favour; carried. 3. BUSINESS ARISING 3.1 Welcome to New Members -Erina New members, Lawrence McNaught and Jamie Hill, were introduced and welcomed to the meeting. 3.2 Grants Sub-Committee Up-Date -Cheryl/Annalee Annalee explained the grant process and advised that the Grant Sub-committee currently has four members but would like five. She suggested that if either of the new members is interested in being part of the committee, that they contact Cheryl York. 3.3 KOR Update -Erina • Erina gave background on KOR. • Avenue for the Wayne Herschenrater exhibition has not yet been confirmed. It may be held at Globe Studios; Martin will update. • Discussion continues regarding monies owed for the KOR utility bill (approximately $6000) and the proposed donation of art work. Answers to a number of questions posed by Council are still outstanding. (See ACAC minutes from January 2006 Item 3.1 and February 2006 Item 3.1) Martin noted that the City has a policy regarding accepting donations and that it is important to keep the debt and donations separate, and to follow the public art policy. • The KOR board has not yet formally dissolved. • The KOR building, owned by the City of Kitchener, is now temporarily housing ROOF. Future use of the building is unknown. ACTION: Jennifer will contact Carl Clappison regarding the current location of archival materials. 3.4 Joint Meeting of CDC/ACAC -Peter At the joint meeting held two weeks ago, the submission of an application to Cultural Capitals of Canada was discussed extensively. Generally one municipality takes the lead in making an application to this program. A report will go to CSC on March 27 to ask for Council approval for Kitchener to pursue research. \March 2006 -ACAC Minutes Arts and Culture Advisory Committee Tuesday March 14, 2006 - 4:00 a.m. ACTION: A motion was made by Martin, seconded by Jennifer, to advise Council that ACAC unanimously supports the significance of the Cultural Capitals of Canada program to accelerate community-wide cultural development as recommended in Culture Plan II; and, further ,that ACAC recommends Council approve staff's research into the feasibility of a Cultural Capitals application project. All were in favour; carried. It was also noted that staff are keeping mind but are not yet ready to explore, the issue of having both the Kitchener and Waterloo grant application processes linked (included in Culture Plan II). 4. NEW BUSINESS 4.1 CulturePlan II Update -Erina • Erina distributed and reviewed a CPII Implementation: Overview, which lists projects that are completed, embedded, proposed in focus projects or pending and will be kept "on the books". • There were four recommendations in CPII that were relevant to the Cultural Capitals project. • Isabel suggested including a reference to multiculturalism and changing diversity of the community to the overview. Erina noted that this will be part of the evolving portfolio. • Sheila will attend the CPII meeting on March 22. Peter and Annalee will attend CSC on March 27 as delegates endorsing CPII/Cultural Capitals of Canada. ACTION: Erina will a-mail a copy of the reports going to CSC to ACAC members for information. 5. REPORTS 5.1 PAWG Report • Jo-Ann Hutchison (City staff) and Councillor Jean Haalboom attended PAWG representing Communities in Bloom. Discussion took place on how Communities in Bloom could be linked with % for Art and with the City's Planning Department. • Cheryl and Erina updated PAWG on the Cultural Capitals project. • The mural project has been suspended as the KDBA may want to delegate this role. The mural that was on the side of the Schreiter building has been removed and is in storage for now. • Following renovation, the Centre in the Square will not have space for Tony Urquhart's commission piece. Discussion is taking place as to where it can be installed in Kitchener City Hall. • Bullas Sculptures: It has been decided that ownership of the copyright of the art works belongs to the artist's sister. She has given her permission for the sculptures to be reproduced. Staff is examining options for the reproduction of the sculptures. • Proposals for the public art competitions at Victoria Hills CC and Chandler Mowat CC have been received and will be juried on March 15. A concern was expressed by a number of artists that they are being asked to do a lot of work for their submissions. Erina noted that the process for submission has been the same for several years and that a public art review process is being planned for 2007. \March 2006 -ACAC Minutes Arts and Culture Advisory Committee Tuesday March 14, 2006 - 4:00 a.m. 5.2 DAC Report • Staff has been hired to assist Soheila Esfahani with installations for ASAP. Plans are underway for a youth art show at the Market. A new system for hanging art at the Market will hopefully be completed in June. City staff has examined the nighttime lighting of the downtown. Many lamps were discovered to either have burned out bulbs or dissimilar wattage in the bulbs. The result was poor illumination generally, leading to concerns about safety and the public perception of downtown as a dangerous place after dark. Staff will be working with Hydro to remedy the deficiencies in downtown lighting over the coming months. 5.3 CDC Report No report. 5.4 Arts Council Report -Martin • A governance workshop on charitable donations will be held on March 25. All welcome. • A wrap-up for ArtsVest will be held on April 12. • Martin distributed and reviewed "Examples of Current Developments Related to Role of WRAC" . 5.5 Staff Reports No reports. 6.0 OTHER Sivakumar suggested that the next ACAC agenda include time to explore the possibility of including arts events news in the leisure brochure. Staff will discuss with the Communications Department. 7.0 ADJOURNMENT/NEXT MEETING The next ACAC meeting will take place on April 11 at 4:00 p.m. in the Schmaltz Room at Kitchener City Hall. \March 2006 -ACAC Minutes
