RECOMMENDATION:
That up to $70,000 be allocated from the Economic Development Investment Fund for the
completion of a boundary and condition survey together with a Phase 1 and Phase 2
Environmental Site Assessment on the City owned property known as Water Street South -Lot
3, King Street South -Lot 6 and Hall's Lane -Lot 16
BACKGROUND:
The recently completed and approved "Feasibility Study for the Development of Short and Long
Term Parking Solutions for Downtown Kitchener" recommended an immediate need for an
above-grade parking structure with approximately 380 public spaces on the Kitchener-owned
property bounded by Charles Street, Water Street and King Street. The property is currently
used for surface parking.
REPORT:
Interest has been expressed by several private sector businesses and developers in the
construction of a parking structure together with other uses such as residential, commercial and
retail on the site shown on the attached plan. The site consists of Lot 6 fronting on King Street,
Lot 3 bounded by Charles and Water Streets and Lot 16 being the Hall's Lane right-of-way.
Staff is beginning to prepare the Terms of Reference document for the development of this site.
Some initial work is necessary to determine the condition of the site, that being:
^ A boundary and condition survey to confirm the size, limits and physical features of the
site
^ A Phase 2 and 3 Environmental Site Assessment to determine the sub-surface condition
of the property.
The initial work is estimated to cost up to $70,000 depending primarily on the sub-surface
findings.
It is intended to bring forward a Terms of Reference document for Finance Committee
consideration at the May 15, 2006 meeting. Subject to approval by Committee /Council, this
will allow the advertisement for expressions of interest during the summer of 2006.
Staff is also in the process of developing a Parking Enterprise business plan which will be
brought forward to Finance Committee on May 15, 2006. The business plan will assist
Committee and Council in making a decision on the establishment of a Kitchener Parking
Enterprise in view of the overall financial and operating picture for parking.
FINANCIAL IMPLICATIONS:
A maximum of $70,000 will be funded from the "unallocated" portion of the Economic
Development Investment Fund to complete this work.
COMMUNICATIONS:
The Public-Private Partnership Procurement Policy Guidelines recently adopted by Council
provides an open and transparent approach and process whereby the City can solicit and
develop expressions of interest for a project in a fair and practical manner. This process will be
used for this project.
