OCTOBER 2, 2006 CITY OF KITCHENER
A special meeting of City Council was held at 6:57 p.m. this date, Chaired by Mayor C. Zehr and with
all members present except Councillor J. Smola.
Notice of this special meeting had been previously given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
At the regular meeting held September 25, 2006, Councillor B. Vrbanovic gave notice that he would
introduce a motion for consideration this date regarding the City of Toronto transporting their trash
outside their geographical boundaries.
Councillor B. Vrbanovic advised of a minor change to the resolution printed on the agenda in that the
organization referred to in the last clause should read `The Southwestern Ontario Coalition for Trash'.
Moved by Councillor B. Vrbanovic
Seconded by Councillor G. Lorentz
"Whereas the City of Toronto has been shipping their garbage to Michigan for the past several
years despite concerns expressed by environmentalists, southwestern Ontario municipalities
along the 401 corridor, and by officials in Michigan; and,
Whereas the City of Toronto has recently announced their intention to purchase a private
dump in the London-St. Thomas area for transporting Toronto's garbage to; and,
Whereas the City of Kitchener is opposed to continued use of an already over-burdened 401
highway with increased volumes resulting from garbage transport trucks and the resulting
environmental impacts.
Now therefore be it resolved that the Council of the City of Kitchener formally expresses their
displeasure to Toronto City Council with their recent decision; and,
That the City of Kitchener request the City of Toronto to deal with their garbage within their
own borders; and,
That the City of Kitchener request the Province of Ontario to intervene in this issue and prevent
this sale from going forward and the ongoing transport of Toronto's garbage outside of its
geographical area; and further,
That this resolution be shared with the Southwestern Ontario Coalition For Trash, the
Association of Municipalities of Ontario, the Premier and appropriate Ontario Ministers and the
4 area local MPPs."

"That an in-camera meeting of City Council be held immediately following this special meeting to
consider a land acquisition /disposition matter which is also subject to solicitor-client privilege, a
litigation /potential litigation matter and a matter subject to solicitor-client privilege."
Carried.

Seconded by Councillor J. Gazzola
"That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 2006-193 by the Clerk."
Carried.
