McCrea Assistant City Solicitor Ward 1 Ward(s) Involved: Date of Report: Report No.: Subject: October 12, 2004 CRPS-05-153 ONTARIO MILLENIUM PARTNERSHIP INITIATIVE CONTRACTS FOR DOWNTOWN COMMUNITY RESOURCE CENTRE PROJECT RECOMMENDATION: That The Regional Municipality of Waterloo be requested to execute the Ontario Millennium Partnerships Initiative Funding Agreement with the Province of Ontario by its Minister of Health Promotion for the Downtown Community Resource Centre Project (the "Funding Agreement"); And that the Mayor and Clerk be authorized to sign the Agreement between The Regional Municipality of Waterloo and The Corporation of the City of Kitchener in a form as satisfactory to the City Solicitor pursuant to which the City will indemnify and be responsible for all obligations of The Regional Municipality of Waterloo under the Funding Agreement; And further that the City of Kitchener's Chief Administrative Officer be authorized to sign and submit to the Regional Municipality of Waterloo any and all payment requests, reports, certificates and other documentation required to facilitate requests for disbursements pursuant to the Funding Agreement. REPORT: Council approved the Downtown Community Resource Centre project as a submission for a portion of the allocation to the City of Kitchener from the Millenium Partnerships Initiative on August 11 , 2003. The request for funding of this project was approved by the Province of Ontario for provincial funding of $867,000.00. The funding agreement for this project is between the Province (through its Ministry of Health Promotion) and the Regional Municipality of Waterloo. It sets out all of the detailed terms and conditions of the provincial funding along with the process for filing payment requests and final reports. Given that the funding is for a local City project the Regional Municipality of Waterloo requires an agreement with the City of Kitchener that the City will be responsible to satisfy all obligations and indemnify the Region under the agreement with the Province for this City project.
